This past year, we Amplified Our Voice by helping more children, families and young adults in more places than ever before. We partnered with others to improve childserving systems and advocated together for better policies on children’s issues from the halls of D.C. and state legislatures, and in every community we serve. We also listened to those with lived experience in child welfare, children’s mental health and justice systems. We worked to amplify the voices of young people and parents who have experienced child welfare systems firsthand and know the most about what children and families really need to find success. Our chorus of voices includes a staff of more than 4,000 whose work is reflected in our overall success rates. This year, 89% of children, youth and families who completed their program at Youth Villages went on to live successfully in their homes and our communities. In reading this report, you’ll meet some of the children, families and young adults we’ve helped this past year. We hope their journeys will stir your hearts and encourage you to amplify your voice, your service and your support on their behalf. Here are some highlights: • While most of our services are in the home and community, we continue to set the standard for high-quality residential care for young people with the most serious emotional and behavioral

issues. Our Inner Harbour campus in Georgia broke ground on a three-phase multimillion dollar expansion in June. The $70 million, four-year project includes a new administrative building, youth cottages, a wellness/recreation center and an education center. • Our Intercept® intensive in-home program — rated as one of 18 “well-supported” programs nationwide by the Title IV-E Family First Clearinghouse — expanded into Maine, South Carolina and Arizona. • Overall, we saw a 71% increase in the number of youth served daily over the last 10 years (2013–23), due to the expansion of our direct residential and community-based services, as well as a growth in partnerships across the nation. Youth Villages’ Intercept is an intensive in-home program that meets children and families at a critical crossroads and helps them find their way to well-being. When children are at high risk of entering foster care or have been taken into state custody, Intercept can step in to change a family’s trajectory with intensive support. One such family facing a crossroads was Caiden; his mother, Jade; and his two siblings. Jade had Caiden when she was 16 years old and struggling with addiction. She was homeless and unemployed and could not take care of her child. He was placed with his grandmother. Over the next few years, Jade was in and out of rehab and had two more children, who also were placed with their grandmother.

calmly de-escalate difficult situations among the children and getting everyone into a regular routine. Youth Villages ensured the family had all the essential items and resources needed to be successful and even provided tips on how to organize their new home and prevent clutter.

"Everyone at Youth Villages is so caring," Jade said. "I truly believe if it wasn’t for you, I would not be getting my kids back. (The team) put so much more into their jobs than they needed. They care about us, and I truly love them. You gave my family a chance."

Determined to become the best mother she could, Jade began to take the necessary steps toward getting her children back. She was told about Intercept and how it would help stabilize her children in their grandmother’s home while also assisting with her goals and regaining custody of her children. "I wanted my kids back, so I was willing to give it a chance," Jade said. Jade had one year to meet an extensive list of requirements before being considered for reunification with her children. She worked hard to become and stay sober, find a job and secure a place to live. She made incredible progress, and Jade’s children were placed back in her care. Once reunited, the Intercept family intervention specialist worked with Caiden on his mental health struggles, including ADHD, and made sure he had the proper support both at home and at school. They worked with Jade on how to safely and

For many youth who experience foster or kinship care, the chances of a post-secondary education are slim. In fact, only 3% of youth who age out of foster care earn a college degree.* Youth Villages' LifeSet program offers support and resources to young adults (ages 17–22) who are aging out of child's welfare systems so that they can not only learn to live independently but also achieve their educational aspirations. One young person who has benefited from LifeSet is 17-year-old Niziere from New Jersey. He is using support from the program to complete his journey to earn a college degree. When Niziere was a junior in high school, his mother passed away. Without a father in the picture, he and his siblings were left without a parent and role model in their lives. With the help of the state child welfare agency, Niziere was given support to continue living in the home with two of his older sisters, aged 20 and 21. Then, the pandemic hit and disrupted everyone’s lives, including Niziere’s. His social connections were lost and his teachers were hard to reach, making virtual learning difficult to embrace. Niziere became more isolated after losing the aspects of school he loved — the camaraderie with his peers and the social clubs he thrived in.

"I lost myself during COVID," Niziere said. "Prior to the pandemic and losing my mom, I was outgoing, enjoying life, involved in school activities and doing well academically. After a few months of being isolated from all of that, I became withdrawn. I lost my confidence; I had anxiety, and I couldn’t concentrate."

Despite that, Niziere chose to attend classes daily, but still he finished high school without a diploma. He was then referred to our New Jersey partner, Preferred Behavioral Health Group, that offers our LifeSet program model. Niziere hit it off right away with his LifeSet specialist, Christine, and the two immediately began identifying and working on his goals. Within 13 months, Niziere reached his milestones. He completed the High School Equivalency Program at Ocean County College and graduated with a high school diploma. He also passed his driver’s test and now is a proud licensed driver. He is employed at a grocery store and also does freelance animation projects for clients worldwide. Niziere is enrolled at Florida’s Full Sail University, living on campus and pursuing his passion for computer animation.

"When I met Niziere, he was very shy and had trouble making eye contact; he was always polite and friendly, but he lacked confidence," Christine said. "Now, he is extremely confident and ready to take on the world!" The support of LifeSet helped Niziere navigate the challenging times after high school and the transition into adulthood.

When Kevin and Dominique Gill became foster parents in 2017, they wanted to provide a safe and stable home for kids while they were in care. Adopting was not on their radar.

"Fostering has always been a part of my family growing up, and it was something I always knew I wanted to do when I was older," Dominique said. "My mother was a foster parent, my aunt was a foster parent, my grandmother was a foster parent… we just loved taking care of kids." Now, six years later and with three biological children– Joc, Kennydi and Kevin Jr.– the Gills have celebrated two adoptions, Drew in 2020 and Gabe in 2023. "These are our kids, and we just knew that no one would love ‘our kids’ like we do," Kevin said. In 2023, Youth Villages finalized 80 adoptions in Tennessee, but there is still a huge need. Currently in the state, there are approximately 8,000 children in foster care and of those children, around 350 are available for adoption. Additionally, every year, more than 1,000 youth will age out of the foster care system without the support of their 'forever' family.

"These kids need us," Kevin said. "They need that stability and love, and they need someone to bring out the uniqueness in them. Especially Drew and Gabe, they fit so well in our family."

Drew was 12 when he was adopted by the Gills. Now 15, Drew is doing well in high school and just started his first after-school job. Kevin and Dominique call him “their shadow,” because he is always around to help them out, and Drew and Joc’s friendship continues to grow. Gabe cried the moment he found out he was being adopted. On the day of his adoption, he just kept smiling, knowing he would finally have his own family. "He is our gentle teddy bear and an amazing big brother," Dominique said. Youth Villages works with families across Tennessee to help finalize adoptions and give children forever homes.

"Youth Villages was there every step of both adoptions and did everything to help with finalization," Kevin said. "I could not imagine going through this all without Youth Villages." Even with a house full of kids and both working full-time jobs, the family continues to foster and are currently caring for two boys. When youth enter care at our residential campuses, they can sign up for a mentor. And they do so for many reasons: to talk, laugh, share and play. Mentoring can bring so many feelings of optimism and positivity, and the mentor-mentee relationship is proven to increase self-confidence, reduce anxiety and isolation, offer safe places to be heard and create hope for the future. One young person who desired a mentor through Youth Villages’ Chris Crye Mentoring Program was Michael, who wanted a friend but also needed advice to overcome a struggle in his life. Michael was matched with Patrick, and their journey began. In the beginning, Patrick was a sounding board for Michael, a friend to provide wisdom and guidance. The friendship continued to blossom with the pair going out to eat and enjoying activities together. Patrick learned early on that Michael enjoyed the outdoors and playing games.

"I’ve always liked to be outside," Michael said. "I like horses. I like to be on a farm. I enjoy being outside and hanging out with Mr. Patrick. We talk, we fish. I also like to play card games. We just enjoy each other."

The benefits of a mentor relationship, though, are not only for the mentee. The mentors profit as well. They get the joy of pouring their experience into a young person's life and the excitement of watching the youth mature and, just maybe, learn a few new things in the process.

"Michael has learned a lot from our relationship, and I hope what he’s learned can be used in a positive way in the future," Patrick said. "I get to meet some interesting young people (through mentoring). Children are our future, and if there is any way I can have an impact and help make them as successful as they can be, that’s why I’m doing this." And as to connecting with a young person as an adult?

"Mentoring is easy," Patrick said. "I didn’t think I had anything in common at all with a teenager, but I was surprised. It’s just being there as an added support for the young people in our care." In addition to the fun times, Patrick has helped Michael to better control his anger issues.

"I used to have a lot of anger problems," Michael said. "Mr. Patrick has taught me a lot of coping skills. I’ve learned anger cannot fix everything, and there are different ways to go without being angry. It’s been good for me. He’s a good person to talk to."

Tione's Youth Villages' residential campuses offer help and hope to children and youth with emotional and behavioral challenges. Residents can be a child, tween, teenager, or even an older youth within a few months of aging out of state care and facing a steep climb into adulthood on their own.

Then, Tione’s social worker referred her to Youth Villages and Inner Harbour. Things started to turn around for Tione when she met Dominique, a therapist at the campus. Together, they worked on identifying triggers stemming from her traumatic past, setting goals and finishing school.

Tione came into services at Youth Villages’ Inner Harbour in Georgia at 17 after years of an uphill journey that saw her face unimaginable circumstances, including physical abuse, emotional trauma and suicidal ideation.

"I thought she was mean at first, but she showed me something different," Tione said. "When I met her and got to know her, I started to ease off my negative behaviors."

Tione spent several years in the foster care system beginning when she was four years old, before coming to Inner Harbour. She was in and out of foster care due to her mother’s substance abuse and relapses. These circumstances factored into Tione developing severe mental and behavioral issues. She began selfharming on a regular basis, which landed her in hospitals multiple times. She also had a lot of fights and verbal altercations, stemming from an inability to trust others.

Now 18, Tione has a job at a local Waffle House and is enrolled at an Atlanta-area college. She plans to study criminal justice with a concentration in forensic investigation. Tione is now in Youth Villages’ LifeSet™ program, receiving continued support as she makes the transition into adulthood.

As she grew older, Tione struggled to find permanancy. She was placed in 17 different hotels as a temporary solution until she could find a suitable foster home, but that never happened. Tione became homeless.

With the help of Youth Villages’ residential program, Tione has learned how to accomplish life’s tasks, better navigate her emotions and trust people a little more.

INNEr harbour program 'elevates' by expanding residential care

In June, Youth Villages broke ground on a three-phase expansion project at our Inner Harbour residential campus located outside metro Atlanta. The "Elevate" capital campaign will enhance the programs provided to our Inner Harbour youth with new facilities that provide the highest level of care. The renovation will be completed over three years and will include:   • Five youth cottages, increasing total capacity by 28 beds   • A modern education building, dramatically enriching the learning experience

• A modern administration building, serving as a welcoming campus entry point for youth and families while improving operational efficiencies for staff

• A recreation and wellness center, providing indoor space for play, exercise, health and wellness   Inner Harbour staff, leaders across Youth Villages and community supporters gathered to break ground for this expansion on June 6. TraNSITIoN-aGE YoUNG adULTS dISCUSS THEIr EXpErIENCES aT U.S. SENaTE CaUCUS oN FoSTEr CarE A diverse group of young adults with lived experience in child welfare systems came together in Washington, D.C., to share their experiences and push for the services and support that all transition-age foster youth need. The Lived Experience Congressional Briefing on Capitol Hill was sponsored by the U. S. Senate Caucus on Foster Care and presented by Youth Villages. It was part of Foster Care Awareness and Mental Health Awareness months. Participating in the panel were Abby Nelson and Brandon Washington, LifeSet Scholars from Memphis, Tennessee; Julmonzhae Moore, a LifeSet participant from Kentucky; Ali Massengill, a former LifeSet participant who is now a regional supervisor of LifeSet and Intercept programs in Kentucky; and Laticia Aossey, an Iowa state program coordinator for the foster care youth advocacy council, AMP (Achieving Maximum Potential). "I was able to use some of the downs on my ride that I call life to become passionate about changing the world. Memphis allies THrIVES in 2023 Youth Villages launched Memphis Allies to bring together community groups and resources to reduce homicides and gun violence in our headquarters hometown so children, families and the community can thrive. The initiative is following a four-year strategic plan to identify, connect to and serve individuals ages 12 to 35 who are at highest risk of involvement in gun violence, helping them change their lives. To do that, we created the SWITCH– Support With Intention to Create Hope– and SWITCH Youth community violence intervention program models. In fiscal year 2023, Memphis Allies: • Developed SWITCH Youth to reach the community’s highest risk youth • Expanded SWITCH adult services to a new region of the city. SWITCH services are now provided in Raleigh/Frayser and Orange Mound and will reach the seven areas of Memphis most disproportionately impacted by gun violence • Grew to 111 staff members • Served 170 individuals in SWITCH, SWITCH Youth and active outreach • Partnered with Neighborhood Christian Centers, Lifeline to Success and I Shall Not Die But Live! to provide SWITCH The newest ally organization is I Shall Not Die But Live!, led by Founder and Executive Director Renardo Baker. The organization’s partnership with Memphis Allies has allowed it to increase its impact. Renardo has been working in the Orange Mound community for more than 15 years and focuses on the great need for young people to learn how to deal with their emotions. He developed a safe house for counseling and gave employment opportunities to young people. By owning his own lawn service, he creates jobs for the young men. “We have the opportunity to save so many whose hearts have gone from being hard to soft,” he said.
