California Penal Code §851.5 establishes the right of an arrested person to make at least three free local telephone calls upon being booked: one call to an attorney, one to a bail bond agent, and one to a relative or other personal contact. In addition to any telephone access provided by the arresting agency, the intake holding areas of the Jail are equipped with phones providing free local calls. Long distance calls may be made “collect.”
After completing the booking process, inmates remaining in custody will be assigned to a housing unit. Depending on the type of housing unit to which the inmate is assigned, telephones will be available either in common areas (“dayrooms”) or inside their cell. Under normal conditions, inmates have access to phones between the hours of 8:00 am – 9:45 pm. Telephones may not be available during certain periods, such as searches, emergencies, temporary lockdowns, etc. Telephone access may also be restricted for disciplinary reasons against an individual inmate or an entire housing unit.
Inmate telephone service is provided through Global Tel Link (GTL) / ViaPath. All outgoing calls are collect or prepaid collect calls, except for calls to designated organizations, which are free of charge. All calls are subject to recording and monitoring. Many cell phone providers are unable to accept collect billing. Check with your service provider. If your provider doesn’t accept collect billing, a prepaid account will need to be established to offset this restriction and ensure future calling.
