Outlook won't let me verify my account

I haven't sent any emails with my outlook for a while as it asked me to verify my account information and I lost the password.  The problem is I use the account to engage with companies who bill me. I've now found the password and would like to send an email (just one, for starters, that didn't seem too demanding). I have entered in a number and letter code, I have also entered in a verification code that was sent to my phone number and it STILL is asking me to verify my account before sending an email. So, having done all of the above, every time I sign in I'm given a number/letter code to solve, which I do and every time I try and hit send for one email it asks me to verify my account (which I have already done) only the problem is this time its insisting on a phone code being sent AGAIN (in less than 24 hours) and this time it won't allow me to enter any numbers in the field so I'm well and truly stuck and have no idea how to solve this. I'm in a vicious loop of sign in, solve a puzzle, hit send and then find i can't enter anything in the phone number field.

Firstly, this is ridiculous and secondly, this is driving me crazy. I only want to send one email.... Please help! Why didn't I go with gmail?

Are you getting any error messages when trying to send the emails other than the account verification?

In which application are you trying to access the account, is it through browser or through an Outlook Application?

If you have not used or configured the Outlook account properly you might be facing this issue. So did you make any recent changes to the account prior to the issue?

To help fight spam and reduce the amount of junk email you get, Outlook.com puts limits on the volume and type of email that you can send. If you're having problems sending mail, here are the most common resolutions.

Thanks so much for getting back to me. The problem persists as above. I am accessing outlook through my computer not an app and am using the safari browser. My software is up to date and I have never adjusted the account settings. I'd be most grateful for anything you could advise/do to help. Thank you.

Kindly reply: When you login to https://outlook.live.com/ through the web browser, do you see Outlook.com or Outlook Mail on the upper left corner?
