Just a few strides from the pulsing beat of Times Square, Hell’s Kitchen has a much more local pulse than its buzzing neighbor. The low-key vibe is part of the appeal, but there’s also a new energy arriving in the neighborhood in the form of modern residential buildings with new retail and food shops. Ninth Avenue is lined with restaurants of all types, from tiny Thai hangouts and Italian trattorias to French bistros and Southern cuisine. Just show up hungry and walk up and down the street, you are bound to find something that looks good. For a more classic taste of the city, grab a bite to eat along Restaurant Row (46th Street between 8th and 9th Avenues) before a Broadway show. The Hudson River provides a break from the city blocks with riverside views, piers for boat tours, and parks perfect for a stroll.

The TIme Warner Center is on the edge of Columbus Circle and it is easy to spot. There are a number of fancy shops here and if you have deep pockets you could easily spend a fortune in some of the stores.
It's a nice area and it's nice to have a browse even if you can't afford to spend.

Another indoor shopping center with 3 floors of upscale stores and restaurants. Convenient to the southwest corner of Central Park, just across from Columbus Circle. There is an Amazon bookstore with a limited number of books available, which may explain why it's ready to close. Not worth going out of the way to visit.

I wouldn't recommend going out of your way to visit the Time Warner Center. It mainly a place to shop. It's a modern building that has views of central park.

MasterCard, in partnership with the Time Warner Center, offered for its cardholders: free gift wrapping, a "Holiday Star Lounge" with free water & hot chocolate, and free CD for showing the card, and coupons and shopping incentives.
So, no need to brave the eye bleeding chill of winter to get your shopping on - everything is in one place! There was a light show, free samplings at Williams Sonoma, a Whole Foods in the basement, and sales galore at quality stores - Thomas Pink to L'Occitane to Sephora.
Restaurants: You get the most bang for your buck at Landmarc. I tried A Voce (expensive and really not memorable), Bar Masa (just trendy - if you want great sushi rolls, try Yama or go to the East Village for Japanese).
Bars: Stone Rose Lounge is an odd mix of young 20s, old tourists, and some bridge & tunnel. Not a great New York scene, obscenely expensive drinks ranging from $16+, but going once for the gorgeous floor to ceiling windowed view is worth it.
The star of Time Warner Center, in my opinion, is Jazz at Lincoln Center, which is accessible at the ground level of the Time Warner Center. The Allen Room is my favorite - what a stunning, intimate venue - seeing your favorite performers croon jazz with Columbus Circle glittering from the floor to ceiling glass behind them. Follow the concert with a late night 11:30 pm performance at Dizzy's Coca Cola Club, and fill up your jazz appetite.

The food court underneath the Time Warner Center was probably one of the best discoveries on our holiday in New York. It was a great place to do some food shopping but also served as a good place to pick up a reasonably priced lunch close to our hotel (Hudson Hotel). The food court and supermarket had pretty much everything you could think of or ask for - definitely recommended for those wanting to have a healthier lunch when eating out!

Time Warner Center is a modern shopping center in Columbus Circle. It has a Borders, J. Crew, Armani Exhange, Hugo Boss and two five star japanese restaurant. This is one of the reasons why you come shopping to New York City.

I went there, out of curiosity, as a tourist. I was happy to find a Whole Food market at the lower level, because you can literally find everything in there. On the other floors, there are restaurants, luxury shops, a Jazz club, and an Amazon bookstore, but they only sell the best rated books of the website.
The building is a very tourist-y place, because it is on Columbus Circle, meaning lots a metro stop there (A,B,C,D and 1), Central Park is right there, Lincoln Center too, Carnegie Hall is only 2 blocks away, and if you like to walk, you can go to Hudson River Park.
Time Warner Center is a very good starting point for the day

It's a great place to do some shopping and unwind, containing upscale retail shops, and on the second floor, there's a nice bakery and an Italian restaurant. Have lunch there and enjoy amazing views on the Columbus Circle and Central Park. There's also a large Whole Foods Market grocery store in the basement. The TWC straddles the border between Midtown and the Upper West Side. Definitely pay it a visit. The only disadvantage it tends to get crowded, but hey, you're in New York after all, so, just dig in.

The Time Warner center has a lot of shopping to go around, but nothing you can't find anywhere else. The cafe and bar are nice for the central park/ Columbus circle view, but that's it. You can find whole foods market in many other places.

The most urban shopping mall at Columbus Circle & 60th St, covers 6 floors (2 below ground) and includes the Jazz at Lincoln Center complex, a luxury hotel, CNN headquarters, and two towers of offices and residential spaces. It's a great place to meet, shop, or eat (both budget deals in Whole Food's food court, and high end restaurants are there. Just walking through makes you think you've been launched ten years into the future!

I am wondering if you are referring to the Mandarin Oriental Hotel which is at the Time Warner center. That is the only place I think might have the location you describe. I attended a party there several years ago and there was a spectacular view from a very high floor where the party was. All the other restaurants I know about are on low floors of the center. I would call the Mandarin Oriental hotel and see if they have the rooftop restaurant you are describing. They could tell you how to get directly to the hotel. Since you mention tea service I am at the Mandarin In DC right now and they have tea service so that might be the the place you are looking for.
