Office 2021 gets to 50 percent then stops

Went to install office onto one of the computers at work for my auto manager. He had 2019 on previously so I uninstalled 19 and then went to install 2021. It was really slow took half the day to get to 50 percent and then got the error "something went wrong. sorry we ran into a problem streaming office. Please try again. error code 30015-25(1392). I have never had any issues installing office onto the computers at work. I tried everything I knew then got on with tech from microsoft. He couldn't figure it out also and said it must be a corrupted file in windows. So suggested I do a fresh install of windows which I did. Still getting the same error. Even tried to reinstall 2019 to see if maybe something was wrong with 21 and did the same thing. Please help need help.
