The COVID19 pandemic in Serbia is a current outbreak of the disease COVID19 in Serbia caused by the virus SARSCoV2. Its first case in Serbia was reported on 6 March 2020,^{[3]} and confirmed by Minister of Health Zlatibor Lončar,^{[4]} the case was a 43yearold man from Bačka Topola who had travelled to Budapest.^{[5]}
As of 17 April 2021^{[update]}, a total of 660,299 confirmed cases, 5,954 deaths, and 7,011 hospitalized cases have been reported in the country. Also, a total of 3,673,249 individuals had been tested.^{[2]}
In late June 2020, the Balkan Insight published a report based on the allegedly leaked data from the internal Government COVID19 information system. This report stated that in reality, Serbia had recorded 632 deaths due to COVID19 in the period from 19 March to 1 June 2020, which corresponds to 388 additional deaths caused by the virus that were not publicly reported. Additionally, according to the leaked data, the number of people who became infected in Serbia from 17 June to 20 June was at least 300 per day, while public reports never accounted for more than 96 cases per day in the same period.^{[6]} Recovery figures were also disputed, with the Public Health Institute of Montenegro formally requesting an explanation from Serbian authorities in early June following a reported recovery of 4,000 patients in one day.^{[7]} Earlier, the index case was also disputed after the Public Health Institute publicly revealed that the first case was registered a week before the officially reported index case.^{[1]}
In September 2020, NIN weekly released research results that show a significant discrepancy between the data on the number of infected persons and the number of tests that were released by the Government during July and the data that was obtained from individual public health institutions through the freedom of information requests. The discrepancy shows that the Government released data inflated the number of tests that were conducted and that the number of infected persons was decreased by at least 59% during July.^{[8]}
Thousands of medical doctors have signed a petition requesting the release of true data and accountability for forging the data.^{[9]}^{[10]} Several senior department chiefs at Military Medical Academy have been dismissed after supporting the open letter.^{[11]} In August 2020 Professor Goran Belojević of the University of Belgrade Faculty of Medicine publicly stated that Serbia has registered 5,000 deaths.^{[12]}
On 29 September 2020, Predrag Kon, chief epidemiologist and a member of the state antiCOVID19 Crisis Team, publicly admitted that there is a delay in data processing and that the number of deaths until the end of June was three times higher than officially reported (277).^{[13]} Health Minister refuted those claims the next day saying that they are "unfounded" and warned Kon against making such comments again.^{[14]}

On 12 January 2020, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, which was reported to the WHO on 31 December 2019.^{[15]}^{[16]}
The case fatality ratio for COVID19 has been much lower than SARS of 2003,^{[17]}^{[18]} but the transmission has been significantly greater, with a significant total death toll.^{[19]}^{[17]}

Cases in March 2020


On 6 March (10:00), the first case was confirmed^{[20]} when a man who had been in Hungary and Subotica tested positive for the virus. The patient was later moved from a city hospital in Subotica to the Clinical Center of Vojvodina in Novi Sad because of his worsening condition.^{[citation needed]} On 9 March (18:00), a second case was confirmed^{[21]} when a Chinese citizen tested positive for the virus. On 10 March (8:00), two more cases were confirmed.^{[22]} On 11 March (8:00), seven more cases were confirmed.^{[23]} On 11 March 2020 (20:00), six more cases were confirmed.^{[24]} On 12 March (8:00), one more case was confirmed.^{[24]} On 12 March 2020 (18:00), five more cases were confirmed.^{[25]} On 13 March (8:00), seven more cases were confirmed. On 13 March (18:00), four more cases were confirmed.^{[26]} First reported recovery.^{[27]} On 14 March (8:00), six more cases were confirmed.^{[28]} On 14 March (20:00), five more cases were confirmed.^{[29]} On 15 March (18:00), two more cases were confirmed. At 20:15 CET, the President of Serbia Aleksandar Vučić declared a nationwide state of emergency.^{[30]} Serbia closed its borders to all foreigners not living in Serbia, while Serbian citizens entering the country were required to selfquarantine for up to 28 days, or face criminal charges of three years in prison. All schools, faculties and kindergartens were also closed.^{[31]} On 16 March (8:00), seven more cases were confirmed.^{[32]} On 16 March (18:00), two more cases were confirmed.^{[33]} On 17 March, fifteen more cases were confirmed, eight at (8:00)^{[34]} and seven at (18:00).^{[35]} Serbia introduced night curfew as a protection measure. The curfew will be in the place everyday from 8 p.m.(20:00) to 5 a.m.(05:00) Furthermore, people aged above 65 (70 in rural areas) are not allowed to leave their homes at any time.^{[36]} On 18 March, seventeen more cases were confirmed, eleven at (8:00)^{[37]} and six at (18:00).^{[38]} On 19 March, fourteen more cases were confirmed: eight at (8:00)^{[39]} and six at (18:00).^{[40]} Two people recovered and were released from hospital. New protection measures were introduced, as of 20 March at 8 a.m.(08:00) all border crossings were closed for passengers entering Serbia by roads, railway and river traffic, except for goods lorries. Furthermore, all intercity bus and train lines were suspended as of noon 20 March. It was also announced that the curfew would be soon extended.^{[41]} On 20 March, 32 cases were confirmed: 15 at (08:00) and 17 at (18:00).^{[42]} At (8:00), all the border crossings were closed for traffic, except for trucks transporting goods. At (12:00), all traffic between cities in Serbia was banned, except for car traffic. 154 civilians were arrested during the early hours for not following the curfew. At (18:13h), a patient^{[43]} from Kikinda was pronounced dead, which was the first death since the beginning of the crisis. On the same day the Norwegian government sent financial aid of 5 million Euros to help combat the virus.^{[44]}^{[45]}^{[46]} On 21 March, 36 new cases were confirmed: 14 at (08:00)^{[47]} and 22 at (18:00). As of 21 March new measures were put in place: all public transport was prohibited, the curfew was extended (previously from 20:00 to 05:00) to 17:00  05:00, also all business in shopping centres was prohibited except for grocer's shops and chemist's. All gatherings in public places and sports courts were also banned, as were gatherings of more than 5 people in private spaces. All catering facilities were ordered to operate for takeout food only and customers banned from entering their indoor premises, this also applied to gambling, car washes, playrooms and similar facilities.^{[48]} On 22 March, a 92yearold woman died,^{[49]} the second death since the start of the pandemic. Fiftyone new cases were confirmed: 17 at (8:00)^{[50]} and 34 at (18:00) for a total of 222.^{[51]} The new curfew from (17:00) to (05:00) was implemented. It was decided that new cases would be announced once per day at (15:00).^{[52]} On 23 March, a 60yearold woman died,^{[53]} the third death since the start of the pandemic. It was also announced that 3 previously infected cases were tested negative and released from hospital. Twentyseven new cases were confirmed for a total of 249.^{[54]} President of Serbia Aleksandar Vučić held a press conference and announced that extensive testing would start in the next 48 hours and that from that date, everyone who tested positive for the coronavirus would be hospitalized with mild cases separated from serious cases. Mild cases would be placed in buildings with easy access where the army would install 3,000 beds, most probably in big fairgrounds or sports halls. He also said that isolation of 10 Belgrade municipalities most affected by the pandemic was being considered.^{[55]} On 24 March, fiftyfour new cases were confirmed for a total of 303. It was also announced that in 12 previously infected cases had been tested negative and released from hospital for a total of 15.^{[56]}^{[57]} On 25 March, a 60yearold woman from Niš died, the fourth death since the start of the pandemic.^{[58]} Eightyone new cases were confirmed for a total of 384.^{[59]} On 26 March, three more deaths were announced, two in Belgrade and one in Niš, for a total of 7 since the start of the pandemic.^{[60]}^{[61]} Seventy three new cases were confirmed for a total of 457.^{[62]} On 27 March, a 62yearold man from Kikinda died, for a total of 8 deaths since the start of the pandemic. One more patient's test results came back positive after he had died but his cause of death was not confirmed to be due to coronavirus.^{[63]} Seventy one new cases were confirmed for a total of 528, and in total 42 previously hospitalized patients had been tested negative and released.^{[64]} On 28 March, two more deaths were confirmed, one in Belgrade and one in Niš, for a total of 10 since the start of the pandemic.^{[65]} 131 new cases were confirmed for a total of 659.^{[66]} New protective measures were put in place: everyone who entered the country after 14 March would have the required selfisolation period extended from 14 to 28 days. The curfew was extended during the weekends to start at 15:00 instead of 17:00. The previous decision that allowed pet owners to go out during the curfew between 20:00 and 21:00 in order to take their pets for a walk was retracted.^{[67]} Temporary hospitals within Belgrade Fair halls were opened for all less severe cases to be isolated in, with similar hospitals soon to be organised in Novi Sad and Niš.^{[68]} On 29 March, three more deaths were confirmed, two from Belgrade and one from Kikinda, for a total of 13 since the start of the pandemic. 82 new cases were confirmed for a total of 741,^{[69]} while 54 in total are cured.^{[70]} On 30 March, three more deaths were confirmed, one from Valjevo, one from Temerin and one from Belgrade, for a total of 16 since the start of the pandemic. 44 new cases were confirmed for a total of 785.^{[71]} On 31 March, seven more deaths were confirmed, for a total of 23 since the start of the pandemic. 115 new cases were confirmed for a total of 900.^{[72]}

On 1 April, five more deaths were confirmed, for a total of 28 since the start of the pandemic. 160 new cases were confirmed for a total of 1,060.^{[73]} On 2 April, three more deaths were confirmed, for a total of 31 since the start of the pandemic. 111 new cases were confirmed for a total of 1,171.^{[74]} On 3 April, eight more deaths were confirmed, for a total of 39 since the start of the pandemic. 305 new cases were confirmed for a total of 1,476.^{[75]} On 4 April, five more deaths were confirmed, for a total of 44 since the start of the pandemic. 148 new cases were confirmed for a total of 1,624.^{[76]} On 5 April, seven more deaths were confirmed, for a total of 51 since the start of the pandemic. 284 new cases were confirmed for a total of 1,908.^{[77]} On 6 April, seven more deaths were confirmed, for a total of 58 since the start of the pandemic. 292 new cases were confirmed for a total of 2,200.^{[78]} President of Serbia Aleksandar Vučić has stated that Serbia is also treating 8 sick Albanians who do not have any sort of Serbian documents.^{[79]} On 7 April, three more deaths were confirmed, for a total of 61 since the start of the pandemic. 247 new cases were confirmed for a total of 2,447.^{[80]} On 8 April, four more deaths were confirmed, for a total of 65 since the start of pandemic. 219 new cases were confirmed for a total of 2,666.^{[81]} On 9 April, one more death was confirmed, for a total of 66 since the start of the pandemic. 201 new cases were confirmed for a total of 2,867.^{[82]} On 10 April, five more deaths were confirmed, for a total of 71 since the start of the pandemic. 238 new cases were confirmed for a total of 3,105.^{[83]} On 11 April, three more deaths were confirmed, for a total of 74 since the start of the pandemic. 275 new cases were confirmed for a total of 3,380.^{[84]} On 12 April, six more deaths were confirmed, for a total of 80 since the start of the pandemic. 250 new cases were confirmed for a total of 3,630.^{[85]} On 13 April, five more deaths were confirmed, for a total of 85 since the start of the pandemic. 424 new cases were confirmed for a total of 4,054.^{[86]} First cases of virus entering retirement and nursing homes were confirmed, with one based in Niš being hit the hardest with 144 confirmed cases (140 elderly patients and 4 employees). Director of that institution was sacked and arrested with accusations of neglect.^{[87]} On 14 April, nine more deaths were confirmed, for a total of 94 since the start of the pandemic. 411 new cases were confirmed for a total of 4,465.^{[88]} On 15 April, five more deaths were confirmed, for a total of 99 since the start of the pandemic. 408 new cases were confirmed for a total of 4,873.^{[89]} On 16 April, four more deaths were confirmed, for a total of 103 since the start of the pandemic. 445 new cases were confirmed for a total of 5,318.^{[90]} On 17 April, seven more deaths were confirmed, for a total of 110 since the start of the pandemic. 372 new cases were confirmed for a total of 5,690.^{[91]} On 18 April, seven more deaths were confirmed, for a total of 117 since the start of the pandemic. 304 new cases were confirmed for a total of 5,994.^{[92]} On 19 April, five more deaths were confirmed, for a total of 122 since the start of the pandemic. 324 new cases were confirmed for a total of 6,318.^{[93]} On 20 April, three more deaths were confirmed, for a total of 125 since the start of the pandemic. 312 new cases were confirmed for a total of 6,630.^{[94]} On 21 April, five more deaths were confirmed, for a total of 130 since the start of the pandemic. 260 new cases were confirmed for a total of 6,890. ^{[95]} On 22 April, four more deaths were confirmed, for a total of 134 since the start of the pandemic. 224 new cases were confirmed for a total of 7,144. A further 3,281 tests were conducted on this day, totaling 48,636 since the start of the pandemic. 3,266 patients are hospitalized, out of those 103 are on ventilators. A total of 73 patients were taken off ventilators. 1,025 people have recovered from the virus.^{[96]} On 23 April, five more deaths were confirmed, for a total of 139 since the start of the pandemic. 162 new cases were confirmed for a total of 7,276. A further 2,688 tests were conducted on this day, totaling 51,324 since the start of the pandemic. 3,477 patients are hospitalized, out of those 96 are on ventilators. 1,063 people have recovered from the virus.^{[97]} On 24 April, five more deaths were confirmed, for a total of 144 since the start of the pandemic. 207 new cases were confirmed for a total of 7,483. A further 3,563 tests were conducted on this day, totaling 54,887 since the start of the pandemic. 3,164 patients are hospitalized, out of those 95 are on ventilators. 1,094 people have recovered from the virus.^{[98]} On 25 April, seven more deaths were confirmed, for a total of 151 since the start of the pandemic. 296 new cases were confirmed for a total of 7,779. A further 5,051 tests were conducted on this day, totaling 59,938 since the start of the pandemic. 3,135 patients are hospitalized, out of those 91 are on ventilators. 1,152 people have recovered from the virus.^{[99]} On 26 April, five more deaths were confirmed, for a total of 156 since the start of the pandemic. 263 new cases were confirmed for a total of 8,042. A further 4,365 tests were conducted on this day, totaling 64,303 since the start of the pandemic. 3,044 patients are hospitalized, out of those 85 are on ventilators. 1,182 people have recovered from the virus. At 20:05 (after the applause dedicated to the medical workers at 20:00), citizens in Belgrade and Novi Sad, inspired by the initiative Do not let Belgrade d(r)own started to bang pots, in protest of the government's restrictive measures, some calling the protest "loudness against dictatorship".^{[100]}^{[101]} On 27 April, six more deaths were confirmed, for a total of 162 since the start of the pandemic. 233 new cases were confirmed for a total of 8.275. A further 3,614 tests were conducted on this day, totaling 67,917 since the start of the pandemic. 2,701 patients are hospitalized, out of those 85 are on ventilators. 1,209 people have recovered from the virus.^{[102]} On 28 April, six more deaths were confirmed, for a total of 168 since the start of the pandemic. 222 new cases were confirmed for a total of 8.497. A further 5.446 tests were conducted on this day, totaling 73.363 since the start of the pandemic. 2.517 patients are hospitalized, out of those 79 are on ventilators. 1,260 people have recovered from the virus.^{[103]} On 29 April, five more deaths were confirmed, for a total of 173 since the start of the pandemic. 227 new cases were confirmed for a total of 8.724. On 1 May, six more deaths were confirmed, for a total of 185 since the start of the pandemic. 196 new cases were confirmed for a total of 9.205. A further 5.906 tests were conducted on this day, totaling 91.551 since the start of the pandemic. 2.375 patients are hospitalized, out of those 65 are on ventilators. 1.379 people have recovered from the virus.^{[106]} On 2 May, four more deaths were confirmed, for a total of 189 since the start of the pandemic. 157 new cases were confirmed for a total of 9.362. A further 5.086 tests were conducted on this day, totaling 96.637 since the start of the pandemic. 2.286 patients are hospitalized, out of those 57 are on ventilators. 1.426 people have recovered from the virus.^{[107]} On 3 May, four more deaths were confirmed, for a total of 193 since the start of the pandemic. 102 new cases were confirmed for a total of 9.464. A further 5.998 tests were conducted on this day, totaling 209.797 since the start of the pandemic. 744 patients are hospitalized, out of those 12 are on ventilators. 5.541 people have recovered from the virus.^{[127]}^{[128]} On 23 May, one more death was confirmed, for a total of 238 since the start of the pandemic, 68 new cases were confirmed for a total of 11.092. A further 4.415 tests were conducted on this day, totaling 214.212 since the start of the pandemic. 665 patients are hospitalized, out of those 12 are on ventilators. 5.699 people have recovered from the virus.^{[129]} On 24 May, no more deaths were confirmed, 67 new cases were confirmed for a total of 11.159. A further 3.644 tests were conducted on this day, totaling 217.856 since the start of the pandemic. 658 patients are hospitalized, out of those 12 are on ventilators. 5.857 people have recovered from the virus.^{[130]} On 25 May, one more death was confirmed, for a total of 239 since the start of the pandemic, 34 new cases were confirmed for a total of 11.193. On 15 March, a state of emergency was declared. Many argue the declaration was against the constitution, since there was no debate among the MPs in the Serbian Parliament. Some experts argue an emergency situation could have been declared instead, some saying that state of an emergency was an overreaction. All schools, Kindergarten and universities are closed.^{[518]}^{[519]}
On 17 March, the distant lectures were introduced. All the lectures for elementary school were aired on RTS channel (RTS 3 channel) and the web platform RTS Planeta.^{[520]}
On 18 March, a curfew from (20:00) to (05:00) was established across the whole country. In addition, people of the age of 65 and above were forbidden to leave the house, with fines up to rsd150.000 (approx. $1500usd).^{[521]} In the first hours of curfew, several persons were arrested. One woman was forced to go home, after insulting police officers and refusing to comply with the measures of curfew.^{[522]}
On 20 March, cafes, bars, shopping malls and public transportation were all shut down. Food delivery, however, remained allowed.^{[523]}
On 21 March, the curfew was prolonged from previous 9 hours to 12 hours. People were ordered to stay at home from (17:00) to (05:00) the next day.^{[524]}
On 28 March, a weekendlong curfew was enacted. Starting from (15:00) to (05:00) the next day, for both Saturday and Sunday. Pet owners can no longer take a walk for 20 minutes, between (20:00) and (21:00).^{[525]}

On 2 April, the new weekend curfew was established. Starting from (13:00) to (05:00) on Monday. Groups of no more than 2 people in public were allowed; however, this measure soon proved to be practically impossible to inforce.^{[526]}
On 8 April, the new weekend curfew was established. Starting from Friday on (17:00) up until Monday (05:00) in the morning. Senior citizens are allowed to go grocery shopping on Fridays from (04:00) to (07:00) in the morning.^{[527]}
On 17 April, the new weekend curfew before the Easter holiday (Julian calendar), was established. Starting from Friday at 17:00 to Tuesday at 05:00 in the morning.^{[528]}
On 18 April, it is announced that from Tuesday, 21. April, some restrictions will be lifted. Curfew is set to start from 18:00 instead from 17:00 lasting up until 05:00 in the morning the next day. Senior citizens can now choose when they want to take a 30 minutes walk from 18:00 to 01:00.^{[529]}
On 24 April, it was announced that the curfew would start from Friday, 24. April on 18:00 and last until Monday 27thof April 5:00 in the morning. Public transportation between towns is about to be reestablished. Senior citizens after 18:00, can now take a walk for a half an hour, no farther than 600 meters from their home address. Starting from next week, they can take walks for an hour instead of previous half. Starting from Monday, all the close spaced markets, beauty and cosmetic salons, fitness centers and gyms can now work.^{[530]}
On 26 April, due to 1st May holidays, new curfew was announced, starting from Thursday at 18:00 up until Monday to 05:00 (83 hours).^{[531]}
On 30 April, the previously announced curfew was reduced; the curfew is now supposed to last from Thursday at 18:00 until Saturday 05:00 (35 hours). People older than 65 can now take a walk two times on Friday during the curfew for an hour each time, whenever they like, while maintaining 600 meters the furthest distance from their residence.^{[532]}

On 6 May, the parliament have dismissed previous decision of state of emergency. Which means from now on, no curfew will be enforced. Though, measures of social distancing and wearing masks and gloves while using public transport will remain. From 15 June, weddings can be held.^{[533]}

On 21 June, the 2020 Serbian parliamentary election took place  seven weeks later than planned before.
On 26 June, new measures have been imposed for Belgrade, from now on wearing masks is mandatory in closed spaces and in public transport.^{[534]}
On 27 June 27, due to growing number of COVID19 positives and packed hospitals with patients, new measures have been taken for the southwestern municipalities of Novi Pazar and Tutin. From now on, all the children playgrounds will be closed, working hours of shops, markets, hair salons, bakeries, butcher shops will be limited to no later than 19:00 UTC+1.^{[535]}

On 7 July, Aleksandar Vučić has announced possible curfew between 18:00 and 06:00 from Friday to Monday. It is not yet clear if the curfew will affect only Belgrade or the whole country, though he emphasized he would like it to be across the country. This announcement sparked protests outside the parliament.^{[536]}

On 17 March, citizens can postpone paying their mortgages for 90 days during the time of national state of emergency.^{[citation needed]}
On 26 March, employers can postpone paying taxes on suficit until June 30.^{[537]}
On 31 March, Vučić announced that all the small and mediumsized companies will receive help for the following 3 months to "survive" under the condition that they don't fire 10 percent of employees. All hairdressers shoemakers and bakers will receive a minimal wage (255.27€ as of January 2020) from the state. Every citizen older than 18, will receive 100 euros to support the spending and to support local businesses.^{[538]}

On 8 April, the Serbian government passed a decree on additional borrowing.^{[539]}
On 23 April, a previous decision to give every citizen 100 euros has been revised, stating than only pensioners and welfare users will get the money, others interested in government's help, will need to inform the government if they want to receive the support from government. This decision has been made, apparently because "some tycoons from the political area and outside were humiliated" with the previous decision to help every citizen older than 18, as they felt insulted with the amount.^{[540]}

 European Union has donated 7.5 million euros aimed at expanding the capacity and improving the capabilities of combating the coronavirus pandemic. On March 26, the EU financed the aid flight from China. Further 94 million euros have been aimed at combating the pandemic.^{[541]}^{[542]}^{[543]} On April 30, the EU and Norway have donated additional 120 ventilators and 100 additional clinical monitors.^{[544]}
 Kosovo^{[a]} has donated 500.000 euros for the municipalities of Preševo, Medveđa and Bujanovac.^{[545]}
 Bosnia and Herzegovina sent medical teams to help the outbreak in the Sandžak region.^{[546]}
 Austria has offered medical equipment, as well as equipment needed for temporary Hospitals, and for taking a number of patients from ICU to get treatment in Austria if needed.^{[547]}^{[548]}
 Turkey has donated 100,000 protective masks, 2,000 protective suits, and 1,500 COVID19 testing kits.^{[549]}
 Russia has donated Serbia 15,000 COVID19 tests.^{[550]} Russian Air Force has also flown 11 Il76 planeloads of medical experts, large amount of medical equipment, technical and protective gear and 16 motor vehicles for disinfection of facilities and roads to Serbia to help it fight the coronavirus spread.^{[551]}
 Norway On 20 March, the Norwegian ambassador to Serbia Jern Eugen Jelstad, informed the President of Serbia of 5 million euros of aid aimed at combating the pandemic.^{[552]}^{[553]} On April 30, Norway and the EU have donated additional 120 ventilators and 100 additional clinical monitors.^{[544]}

 Italy On 25 April, Serbia sent 8 planes with medical aid to Italy, containing 2 million surgical masks, 2 million epidemiological masks, 1 million gloves and 100 thousand medical suits.^{[571]}

The Republic of Kosovo unilaterally declared independence on 17 February 2008. Serbia continues to claim it as part of its own sovereign territory. The two governments began to normalise relations in 2013, as part of the 2013 Brussels Agreement. Kosovo is currently (this note selfupdates) recognized as an independent state by 98 out of the 193 United Nations member states. In total, 113 UN member states recognized Kosovo at some point, of which 15 later withdrew their recognition.
