Affordable Housing
DO YOU QUALIFY FOR AFFORABLE HOUSING?
Through partnerships with private landlords and developers, the city continues to create affordable housing opportunities for low and moderate-income households.
Based on your earnings and the number of people in your household, do you qualify for affordable housing? Using the gross income on the last pay stub of the year or on your prior year's tax return for all household members can act as a loose guide.

Rehabilitation Assistance Available to Summit Homeowners
Income-eligible owners of homes in Summit may be eligible for up to $25,000 in assistance to make improvements to their homes. Eligible repairs include the repair or replacement of heating, electrical, and plumbing systems, structural repairs, repairs to correct code violations, lead-based paint remediation, and stabilization measures. Energy-saving measures such as insulation, new windows, and storm door are also eligible. Funding from the Union County Home Improvement Program is provided as a zero-percent interest, deferred loan. No payments are due until the property is sold or the title is transferred. Homeowners aged 60 or older are eligible for up to $5,000 as a direct grant with no repayment at sale or title transfer. The home must be owner-occupied and be your primary residence to qualify. If your gross household income is less than the limit below for your household size, you may be eligible:

The Department of Community Affairs offers a series of assistance programs for low-income households including water utility assistance, overdue/ assistance with utility bills, and weatherization/home efficiency services.

GRACE stands for Giving and Receiving Assistance for Our Community’s Essentials. GRACE'S programs revolve around the belief that Summit community resources can meet all of the Summit community’s needs. All of GRACE's efforts are to enable the good health and success of Summit's vulnerable and underserved neighbors. Each Thursday from 11 a.m. to 1 p.m. and 4-7 p.m. people in need of support can access nutrient dense, fresh groceries and hygiene supplies. The Salvation Army (Elizabeth, NJ) provide several services for those in need including an emergency shelter and referral/advocacy services. For more information please click the Salvation Army logo, web link above, or call (908)-352-7057.
Family Promise Union County offers scattered site shelter to families in need in the community. FPUC provides a holistic approach, through a comprehensive set of services, to families experiencing homelessness and families at-risk of homelessness in Union County, New Jersey.
NJ State Department of Family Development's WorkFirst NJ (WFNJ) provides eligible clients with Emergency Assistance (EA) in certain situations. These benefits include, but are not limited to: essential food, clothing, shelter and household furnishings; temporary rental assistance or back rent or mortgage payments; utility payments (such as heat, water, electric); transportation to search for housing; and moving expenses.
Eligible persons include those who are homeless or at immediate risk of becoming homeless, and those who have experienced a substantial loss of housing, food, clothing or household furnishings due to fire, flood or similar disaster.
Catholic Charities of the Archdiocese of Newark offers a list of emergency shelters. These locations help people become self-sufficient by giving them an opportunity for decision making and for assuming responsibility for improving their situation under the supervision, support, and guidance of shelter staff.
The YWCA Union County’s Emergency Shelter Program provides a safe, comfortable environment for women and children in need of immediate safety. The shelter is in an undisclosed location, and staff 24/7 by caring and compassionate Shelter Advocates. Women and their children can stay for up to 90 days. The YWCA Union County’s Supportive Housing Program provides long-term housing, up to two years. Supportive Housing is for women with children. This program is designed to allow women additional time to build self-sufficiency and independence.

The National Assocition of Counties recently launched their Housing Matchmaker Tool. The housing policy matchmaker aspires to be a resource for local officials, providing information that assists in understanding the elements of local housing markets, identifying key challenges and providing resources on policies that might help enhance the local housing landscape.
