On 04 Mar 2020, at 1700, WANGS committee met to discuss an issue that had been raised in regard to the handicaps variations which were implemented to the GA system on 31 Jan 2020 and the fact that it was effecting a number of the WANGS members, adding to the fact that one member had provided the issue in writing to the committee. 

Background 
Handicaps were voted upon at last AGM with a decision to move forward and not revisit unless a major change occurred. 

On 31 Jan 2020 (determined a major change to Handicap system) the official handicap system was varied and at a number of courses that WANGs plays this change effected our members that hold a Golf Australia  handicap which meant if you are to play off the lower of your handicaps either GA or WANGS then greater than 50% of WANGS members holding a GA were effected, with their handicap being reduced using the GA and slope rating to Handicaps that they had never played too. The change has also seen a number of players potentially make errors in regard to playing handicap and could see disqualifications.  Noting the issue is effecting greater than 50% of members and will affect the majority of course that WANGS plays a committee meeting was called in line with the WANGS constitution and bylaws. 

Present at the meeting and voting 
Stephen Hazell, Craig Lyons, Steve Robertson, Paul Sinden, Mal Kent, Kim Gornall, Tamara Morey, Glen Askew, Mic Currie, Mark De Thierry, Tom Byrne and Ken Graham, Jason Harris provided some input by phone and had previous discussed with the Vice-captain what his opinion was in regard to this matter. 

The committee considered 
Handicaps systems in place including GA and WANGS pre 2010 current system.

Sep/ Nov 2019 Handicap adjustment, averaging GA and WANGS handicaps to within 2 shots
The bylaws and constitution for WANGS
By Laws para  9 to have wording replaced as follows �Any member belonging to more than one golf club (including WANGS) shall always advise the committee if the Golf Australia  first screen prior to slope rating being applied handicap falls 2.0 shots below the current WANGs handicap.
6.	There is a requirement for each player to be responsible

Outcome � required 
Resolve the handicap issue which since 31 Jan 2020 had presented itself to the committee and WANGS members. 

Discussion 
Committee floor was opened with the full committee provided the option to provide their view / opinion or option to resolve the issue. Several variations were discussed including why the current play off your lowest handicap had been implemented for WANGS and when this was done.  

After all discussions Two options as follows were considered the way to move forward for WANGS as a social club 

	Everyone to gain a GA (estimated additional cost for the members that do not currently hold a GA is $100 to $150 and presents other difficulties as 	you would need to be an affiliated member of another club.

2.	Revert to using the WANGS only handicap for WANGS competitions (this is the pre 2010 system, no slope rating is applied and for a poor round outside the bandwidth you gain 0.1 back for that game )


Decision 
After due consideration the committee decided on the following 
To be implemented - Option 2  is to be implemented from 06 Mar 2020 for the 2020 season.
Not to be implemented - Option 1 to impose additional $100-$150 on approx. 30% of members at short notice was not an option that the committee could endorse and may drive members away from the club.

Option 2 � Revert to WANGS only handicap for WANGS competitions, 
The safety net which was proposed and agreed by the committee, shall be as follows: 
GA members with  GA Handicap  (prior to Slope being applied ) which is 2.0 or more  less than the current WANGS handicap prior to playing are to inform the committee representative at the game (ie Captain, Vice-Captain, President or committee member who is the convenor)  and their WANGS handicap maybe liable for averaging for the event,- The decision for adjusting the WANGS  handicap for the day  rests with two members, Match committee / handicapper or alternatively two committee members including as a minimum one of the following WANGS Handicapper, Vice-Captain, Captain or  President or the committee as nominated. 

GA members with  GA Handicap  (prior to Slope being applied ) which is Greater  than the current WANGS handicap will have Nil adjustment.  It has been determined that your WANGS handicap has been earned across the varying courses we play (including longer and shorter courses) and shall remain applicable.

Adjustment may be applied, GA Handicap before slope rating is 2.0 less than  WANGS � Mal�s  WANGS Handicap 12.0, GA first screen before slope rating is 10.0,  the difference is 2.0 or more less than WANGS handicap,  there is a requirement to notify the Committee a variation maybe applied to the WANGS handicap, Mal would play off WANGS 12.0, but maybe have a lower handicap applied - The decision for adjusting the WANGS  handicap for the day  rests with two members Match committee / handicapper or alternatively two committee members including as a minimum one of the following WANGS Handicapper, Vice-Captain, Captain or  President or the committee as nominated.

2.	Nil adjustment - Mal�s  WANGS Handicap 12.0, GA Handicap before slope rating is 10.2, the difference is 1.8  less (not less 2.0 or more)  there is to  be NIL variation to the WANGS handicap, Mal Would play off WANGS Handicap of 12.0

3.	Nil adjustment - Steve WANGS Handicap 15.0, GA Handicap before slope rating is 19.8,  the difference is +4.8 greater than the WANGS Handicap, there is to be NIL variation/adjustment  to the WANGS handicap, Steve Would play off WANGS Handicap 15.0
