Keynote Speakers
Charles Marohn is the founder and president of Strong Towns. He is a civil engineer and a land use planner with decades of experience. Planetizen named him one of the most 10 influential urbanists of all time. Marohn is the author of Strong Towns: A Bottom-Up Revolution to Rebuild American Prosperity and Confessions of a Recovering Engineer: Transportation for a Strong Town. His latest book, Escaping the Housing Trap: The Strong Towns Response to the Housing Crisis comes out March 26, 2024.

Andrew Busch is the former 1st Chief Market Intelligence Officer for the US government and economic futurist. Andy provided economic and market briefings to White House, US House, US Senate, the SEC, the Federal Reserve Board and the US Treasury staff on a wide range of issues including interest rates, inflation, China’s influence on trade, and the impact of technology on the economy.
Gregg Colburn is an Associate Professor in the Runstad Department of Real Estate in the College of Built Environments at the University of Washington. He publishes research on topics related to housing and homelessness and is co-author of the book, Homelessness is a Housing Problem: How Structural Factors Explain U.S. Patterns (University of California Press). His research has been featured in leading media outlets, including The Atlantic, The New York Times, The Economist, Bloomberg, and National Public Radio.
Workshop Speakers
Heather Bowman: Heather is the Finally Home! Manager for Idaho Housing and Finance Association. Heather directs homebuyer education and housing counseling efforts statewide and nationally through Idaho Housing’s network of housing counselors. She also oversees the Finally Home!® Homebuyer Education program, an industry-leading online course that helps first-time buyers navigate the home-buying process and become successful homeowners. Heather is a certified distance education instructor and holds bachelor’s degrees in sociology and communication from the University of Montana and a master’s degree in public administration from Boise State University.
Michael Cafferky: Michael Cafferky is a Principal within Fannie Mae’s Single Family Operations organization responsible for the company’s eMortgage program. Michael has spent the last half of his over 30 years at Fannie Mae developing and managing Fannie Mae’s requirements and technology related to eNotes and paperless closings. Michael is widely recognized as an industry expert on the topic, is a frequent speaker on industry panels related to eMortgages and eClosings, and has provided numerous educational sessions at industry conferences on eMortgage requirements and processes.
Carissa Connelly: Carissa Connelly is the Housing Director for the City of Ketchum, Idaho, and Blaine County Housing Authority (BCHA) where she managed the development of – and leads implementation on – Ketchum’s and BCHA’s Housing Action Plans. Carissa previously worked at Georgia’s Housing Finance Agency where she improved housing policies and managed and reviewed the underwriting, market studies, relocation plans, and environmental studies in applications for low-income housing tax credits. Carissa earned a dual master’s from Harvard in Urban Planning and in Real Estate.
Nick Christensen: Self proclaimed jack of almost all mortgage trades and master of some, Nick Christensen has been in the mortgage industry for 25 years. His passion for mortgage technology is only surpassed by the joy he gets from converting a grain silo to a cabin in the woods, fishing, or wrenching on cars.
Andy Erstad: Andrew (Andy) Erstad is motivated and inspired by family, friends, and the community at large. Andy founded erstad in 1998. His experience is in all phases of architecture and design from concept, master planning, and imagery through construction. Andy has served as Principal-in-Charge for several projects, including those aimed at providing housing to income-limited families and seniors in need across the western United States. Maintaining a 22-person firm is Andy’s primary focus; followed by his passion and commitment to public service. He strives to create projects that enrich quality of life and improve the surrounding environment through thoughtful and sustainable design.
Bradlee Frazer: Bradlee Frazer is a partner with Hawley Troxell and chairs the law firm’s Intellectual Property and Internet practice group. Mr. Frazer focuses on all facets of Internet law, intellectual property law and information technology law. He is published novelist and has written extensively for national legal publications and law blogs. He is also a frequent speaker on internet, intellectual property and computer law and is a regular guest lecturer at Boise State University.
Sheri Freemuth: Sheri Freemuth, AICP, is an accomplished land use planner who has worked in multiple sectors over four decades: public service, private consulting, and non-profit organizations. She has worked for local planning agencies, preparing plans, guidelines, and ordinances. Sheri is a historic preservation specialist, knowledgeable in diverse cultural resource programs.
Daniel Garrett: Dan is the vice president of originations and is responsible for WNC’s origination efforts in eleven states, ranging from Iowa to Alaska. Prior to joining WNC, he worked for a tax credit syndication company and founded a development company. Mr. Garrett earned a bachelor’s degree from Wartburg College and a master of public administration from Drake University. He lives in Des Moines, Iowa with his wife and two children and two grandchildren.
Terry Gentry: Terry is EVP of The Richman Group Affordable Housing Corporation. As a professional banker who is passionate about affordable housing, Terry is a supporter of preserving and expanding public housing with all the tools that are available. As Executive Vice President, he is responsible for working with investors to form low-income tax credits and identifying and underwriting individual transactions into those funds. Since joining The Richman Group, he has placed over $2 billion in tax credit equity in over 300 developments representing over 20,000 homes.
Kelly Gibbons: With over two decades of coaching experience, Kelly is a seasoned professional certified as a DISC and emotional intelligence analyst. With years of experience in nonprofit leadership, and author of “You Have What It Takes, Using the Skills You Have to Excel in Leadership,” she brings a wealth of knowledge. Additionally, her insights are enriched by the unique perspective of being a parent to both Millennials and those in Generation Z.
Scott Gillen, CMB, AMP: Scott is Sr. Vice President and District Manager of Stewart’s National Agent division. During his seventeen-year tenure with Stewart, Scott has managed key national lender relationships and has been critical to the development of Stewart’s overall lender strategy through various market cycles. Additionally, Scott spearheaded Stewart’s digital strategies to enhance the overall closing experience with consumers and transactional partners positioning Stewart to lead the industry in innovative changes to the settlement process. Scott is active on local, state, and national mortgage and title trade associations and currently participates on several committees with both the MBA and ALTA.
Greta Gissel: Greta Gissel is an Idaho Native that is deeply rooted in her North Idaho community. She has been working on the forefront of the housing crisis that involves several key housing initiatives.
Dutch Haarsma: Dutch is the President of NewWest Community Capital, a nonprofit CDFI loan fund that supports economic opportunity throughout the Intermountain West through affordable housing and community facilities financing. With 35 years’ experience in the financial and community development industry, Dutch has managed and created lending and investment programs that bring resources to underserved communities. Prior to joining NewWest in 2016, Dutch worked for Charles Schwab Bank, Northern California Community Loan Fund, Fremont Bank, and Bank of America.
Todd Harris: First and foremost, Todd is a husband, father, grandfather, son, and brother. During his 30-year career, he has endeavored to be an entrepreneurial minded individual focused on various areas of specialty finance. He believes that revenue growth, process, and high-level performance are all achieved through establishing a healthy culture combined with building teams who possess certain values and attributes. Todd works with Zions Bancorporation’s Public Finance, National Municipal Finance, National Nonprofit, Asset Based Lending, and Factoring teams.
Heidi Hart: Heidi began her career with TRHS in 1993 as a counselor provided out-patient trauma counseling. She transitioned into leadership as the Behavioral Health Director in 2001 and assumed the role of Chief Executive Officer for Terry Reilly Health Services in 2012. Heidi enjoys collaborating with staff and community partners to tackle community needs and create change.
Laura Hull: South African born Laura Hull is owner and lead consultant at Premio Services Inc., a Boise-based firm that has provided transformational grant writing and consulting services to organizations committed to improving communities since 2017. With an average 98% funding success rate, Laura aligns vision with purpose to craft winning proposals and provides the highest quality grant research, management, and coaching to her clients. Laura works with nonprofits in public media, arts and culture, housing, youth programs, immigration, and education, among others, and enjoys spending time in Idaho’s spectacular outdoors with her two children, ages 8 and 3.
Jeanne Jackson-Heim: Jeanne has been an Idaho Certified Professional Mediator since 2013 and volunteers for the 4th and 7th judicial district courts to mediate eviction and small claims cases. In addition to teaching a property management course at College of Southern Idaho for several years and working as a real estate paralegal for more than 16 years, Jeanne served as the Executive Director of the Idaho Real Estate Commission from 2006-2016. She holds an MBA and graduate certificate in conflict management from Boise State University.
Michael Keith: Michael is a lifetime Idaho resident and a public finance professional for the past 19 years. His career began as a project manager for the Environmental Finance Center at Boise State University, where he developed a passion for public finance. After five years, he shifted his focus to public finance investment banking, where he worked for Piper Sandler for 17 years and now manages Zions’ Idaho Public Finance Office. He has advised on a range of financings including general obligation, revenue, housing, tax increment, special assessment as well as other types of municipal bonds in Idaho.
Daniel Kline: Daniel works for the Idaho Department of Finance Consumer Finance Bureau as the Supervising Examiner of the mortgage company program since October 2018 and has over 19 years’ experience with the Department as an examiner. Responsibilities include examiner training, oversight of licensing and compliance examinations, and investigations of licensees regulated by the Department. He maintains a certification as a Certified Senior Mortgage with the Conference State Bank Supervisors. He has over 30 years’ experience in consumer finance ranging from mortgage, consumer lending, credit, credit cards, credit bureau reporting and scoring, ID Theft, and collections.
Kendra Lutes: Kendra Lutes has worked for Terry Reilly Health Services since 2006 and is a licensed clinical professional counselor (LCPC). She supports staff who support people with a history of housing instability in both clinic and community settings. Kendra values collaborative opportunities to promote social and system change with the goal of creating a healthier, more inclusive, and equitable community for everyone.
Casey Mattoon: Casey leads the Ada County homelessness response team under the City of Boise’s Housing and Community Development Division. They bring with them 10 years of experience in stakeholder engagement, community organizing, project management and program advising. Born and raised in Eagle, a graduate of Bishop Kelly High School and the College of Idaho, Casey has deep roots of connection to Idaho and has lived here since moving back with their husband in 2015.
Demetria L. McCain: Demetria McCain serves as the Principal Deputy Assistant Secretary for Fair Housing and Equal Opportunity (FHEO) at the U.S. Department of Housing and Urban Development (HUD). At FHEO, McCain assists HUD’s efforts to eliminate housing discrimination, promote economic opportunity, and achieve diverse, inclusive communities. McCain brings dual vantage points to FHEO after having spent years assisting both housing choice voucher holders who sought low-poverty well-resourced housing options and neighborhood groups in underserved communities of color who sought more equitable distribution of resources and services.
David Mendez: David Mendez is an affordable lending manger in Freddie Mac’s Single-Family Mission and Community Engagement Division. He is responsible for building relationships with lenders, housing finance agencies, housing intermediaries and other stakeholders to provide responsible lending opportunities to first-time home buyers, low-to-moderate income borrowers, and families in underserved markets.
Dr. Michele McFarlane: Dr. McFarlane works in partnership with regional cities and counties to solve common problems and help with the ever-growing demands of the communities. As the Community & Economic Development Manager at Region IV Development Association, she works on a variety of projects including grant writing, grant administration, strategic planning, and Brownfield project management. Michele grew up on a 4th generation dairy farm in Wendell. She has earned an Associate degree from the College of Southern Idaho, a Bachelor of Arts degree in communication from Boise State University, a Master of Education and a Doctor of Education degree from University of Idaho.
Jeff Nishita: Jeff is a partner in the San Francisco office of Novogradac & Company LLP and is a co-founder of the firm’s LIHTC Working Group and two of the subgroups for the firm’s Opportunity Zone Working Group, membership organizations that addresses technical issues in their respective industries. Mr. Nishita provides numerous services in the real estate industry, including audit and tax services, consulting/structuring, forecasting, LIHTC and tax exempt bond application assistance, and training. He is licensed as a certified public accountant.
Tori Osler: Tori is a real estate attorney at Holland & Hart LLP. She counsels clients in commercial real estate development, real estate finance, and multifamily and affordable housing projects. Tori specializes in servicing clients at every stage of multifamily and affordable housing development and finance, including the acquisition, development, rehabilitation, financing and restructuring of multifamily affordable and market rate housing.
Gayle Perryman: Gayle has worked in the Mortgage Industry for over 40 years her roles have included loan servicing, processing, closing, originating and training. She Joined IHFA in 2021 and is currently the Sr. Trainer and Business Development for IHFA.
Melinda Pasquini: Melinda is a partner at Holland & Hart and leads the firm’s Affordable Housing Practice Group. She works with developers, owners, lenders, and investors in the affordable housing, healthcare, and energy industries on complex real estate transactions. Melinda brings specialized expertise in transactions involving senior and affordable housing and multifamily properties and her diverse background includes advising clients on acquisitions and sales, financing, development, and leasing.
Jerod Pfeffer: Jerod Pfeffer joined the Teton County Joint Housing Authority as Executive Director in January of 2024. Jerod brings over twenty years of local experience in construction management, business, and community involvement. He dedicated his early career to building custom homes in the Tetons, focusing on natural material innovation. Later, he co-founded and managed a wholesale artisan bakery and served as the captain of the US competitive baking team in 2020. Most recently, Jerod has been focused on multifamily development and housing affordability in Teton Valley.
Natasha Pfeiffer: Natasha Pfeiffer is a Loan Officer with Rocky Mountain Community Reinvestment Corporation, a Utah non-profit organization that provides permanent financing to preserve affordable housing to underserved communities throughout the Rocky Mountain region. Natasha has been with the organization for 9 years and has underwritten over 100 loans involving various sources of funding, primarily 4% and 9% low-income housing tax credits. Her primary focus is providing permanent debt to both non-profit and for-profit housing developers and working closely with other capital providers to ensure a streamlined execution.
Tess Reasor: Tess Reasor is an Idaho Native and is a housing advocate working on shared and communal housing initiatives.
Shellan Rodriguez: Shellan Rodriguez is the CEO and Owner of SMR Development, a boutique, WBE-certified development and consulting firm with a focus on creating partnerships between public agencies and private development to meet community goals around affordable and workforce housing. Shellan is an advisory board member of ULI Idaho, served as the Co-Chair of the Housing Transition Team for the current Boise Mayor, was formerly on the Boise City/Ada County Housing Authority Board and was selected to be a member of the Citizens Advisory Zoning Committee.
Laura Roman: Laura is a dedicated real estate professional with over 24 years of experience in the financial and community development industry. Currently she is the West Region Deal Manager for the New Markets Tax Credit Group in Wells Fargo’s San Diego office. Prior to her current position, Laura worked in community development lending with a focus on multi-family affordable housing at Wells Fargo and Bank of America. She also worked at the redevelopment agency and economic development agency in San Diego.
Laura Rossbert: Laura Rossbert joined Shopworks Architecture in 2019 after co-leading the development of Arroyo Village in Denver, which created a new homeless shelter for women and transgender individuals, 35 units of supportive housing, and 95 units of workforce housing using a trauma-informed lens. Laura brings to Shopworks her experiences as a non-profit leader and community organizer/community engagement specialist. She is using her expertise and knowledge in best practices in homelessness and supportive housing to inform building design at Shopworks and find solutions to affordable housing, with special attention to trauma, resiliency, and equity.
Doug Self, AICP: Doug Self has worked for the City of Driggs since 2003, and as the city’s Community Development Director he leads long range planning and project implementation to meet the community’s needs in transportation, housing, recreation, economic development and downtown revitalization. Doug helped establish and serves as Secretary for the Teton County Joint Housing Authority, and also provides staff support to the Driggs Urban Renewal Agency.
Nathan A. (Nate) Shultz: Nate serves as Chief of Staff for the Office of Housing – Federal Housing Administration at the U.S. Department of Housing and Urban Development. In this capacity, he provides leadership and strategic direction for all Office of Housing programs. This includes directing policy and programmatic activities for the Federal Housing Administration’s (FHA) Single Family, Multifamily and Healthcare mortgage insurance programs, which insure approximately $1.3 trillion in mortgages serving more than 7.6 million homeowners, some 890,000 renters, and approximately 4,000 healthcare facilities across the U.S. and its territories.
Jamie Simpson: Jamie is the Homelessness Programs Manager for the balance of state Continuum of Care in Idaho. She has a Master’s Degree in Business and has worked in social services and healthcare across Idaho for the past 30 years.
Juleigh Snelson: Juleigh has worked in the Mortgage Industry for over 30 years. She Joined IHFA in 2022 and is currently supervising the Processing & Underwriting Team for both the Retail and Wholesale division.
Jessica Szelag: Jessica Szelag is the Deputy Planning Director for the City of Boise’s Department of Planning & Development Services. She oversees the city’s zoning and entitlement process, long range planning, and mobility & public space planning. Jessica manages high performing teams through significant periods of organizational growth, including experiences managing a $3 million federal grant at Flexcar and Zipcar, as Executive Director of Commute Seattle, as a Senior Planner at Alta Planning & Design, and as the Executive Director of the Kenai Mountains-Turnagain Arm National Heritage Area in South Central Alaska.
Robert Trommler: Robert Trommler is a former Financial Advisor who now works in Residential Finance, specializing in a program called Reverse Mortgage. Robert has worked exclusively in this loan program for the past 20 years. Even though Robert’s education is in Mechanical Engineering, the transition into banking was easy for him because the “math still works”. Robert loves the work he gets to do because he enjoys helping seniors and elderly clients solve their financial problems with solutions they oftentimes don’t know exist. Robert feels that it is a privilege to get to serve the senior community in Idaho and the other 24 states where he is licensed.
John Vance: John Vance began his real estate career in 1993, starting in asset management. After several years completing retail and mixed-use projects for a nation-wide real estate development company, he joined Northwest Real Estate Capital Corp., a 501(c)(3) owner, developer, and manager of affordable housing communities in 9 western states. John’s most notable projects in Idaho include Depot Square, a mixed-use, mixed-income community in Driggs, and Valor Pointe, a 27-unit community designed for veterans experiencing homelessness in Boise.
Brian Webster: Brian has been the President/CEO of NotaryCam a division of Stewart for nearly 2 years. Prior to NotaryCam, Brian held senior executive positions at Wells Fargo and Freedom Mortgage where part of his primary responsibility was to design, build and implement their digital mortgage programs for retail, wholesale and correspondent lending channels. Brian spent 2.5 years at the CFPB leading regulatory implementation efforts and was the executive sponsor for the eClosing pilot.
Crissy White: Crissy joined Essent Guaranty in July of 2017 as Account Manager covering Idaho, Eastern Washington and Montana. Her partnership with her customers throughout the mortgage and real estate industry spans over 30 years.
Dr. Jennifer Wilson: Dr. Jennifer Wilson brings to Shopworks over 15 years of social work experience in direct practice, program management, research and evaluation, training, and teaching. As a researcher and social scientist, her work focuses on social innovations and interdisciplinary collaboration that address social inequity, with specific attention to the experience of homelessness and housing precarity. She possesses expertise working with community partners and in community- based settings seeking to advance the development, testing, and dissemination of evidence-based practices.
