Manager ICT

Responsibilities:
To provide strategic advice on innovative technologies and systems to support the effective design
and delivery of quality ICT services across TMO. ICT services include the development, maintenance
and security assurance for all TMO ICT platforms, health information systems (HIS), hardware,
software, other information systems and infrastructure.

This role is also responsible for developing and implementing TMO’s ICT Strategic Plan and ICT
Policy and reporting against key objectives. HIS includes electronic medical records, practice

The Cook Islands Ministry of Foreign Affairs and Immigration is seeking a suitably qualified and
experienced individual for the following position:

Smaller Island States (SIS) Officer - Pacific and Regional Affairs Division

The purpose of this role is to assist in advising Government, the public service and other stakeholders
as appropriate on Smaller Island States affairs. As a Smaller Islands States Officer, you will assist in formulating recommendations to protect and promote the Cook Island's interests in its dealings with international partners and provide timely, high-quality policy advice to Government.

Key responsibilities of this role are relationship management and coordination, representation and negotiation, and the effectively facilitation and implementation of the SIS work programme.

We offer an opportunity in the Revenue Management Division (RMD) for a confident and energetic
leader committed to making a meaningful impact in the public sector of the Cook Islands. This position reports to the Financial Secretary of the Ministry of Finance & Economic Management.

As the Cook Islands emerges from the economic crisis caused by Covid-19, revenue management,
border protection and trade are critical foundations of economic recovery.

Key Responsibilities:

• Provide strong leadership and motivation to the RMD and Customs Teams.
• Develop and implement strategic policy related to the collection of revenues and border
protection in accordance with relevant legislation.
• Ensure compliance with the tax regime and customer-centric, effective and efficient services
within a small island economy.
• Develop strong and resilient community relationships and collaborative relationships with other government agencies, development partners, and key stakeholders on national development issues.

Minimum Requirements:

• Master's degree in Commerce, Business Management or a related field.
• 14 years of senior executive management experience working in the taxation field leading and
managing a large team.

Demonstrate the following attributes:

• Effective people leadership skills and the ability to nurture and motivate a team.
• Comprehensive knowledge and expertise in tax policy and broad knowledge of tax accounting,
financial, and business principles.
• Experience in operational leadership and administration of Tax and Customs legislation.
• Strategic thinking and ability to make sound financial decisions in a challenging economic climate.
• Cultural understanding in a Pacific Island community and ability to provide appropriate advice in a diverse environment.
• Familiarity with international principles and standards related to taxation and customs.
• Proficiency in financial software and systems.
