New local government watchdog to investigate troubled councils as part of sweeping reform

A new watchdog with far-reaching powers will be created to investigate and fix dysfunctional councils as part of the biggest overhaul of local government in a quarter of a century.

The Local Government Inspector would receive complaints about elected members and chief executives and have powers of a standing inquiry to manage investigations.
