The need for treaties has increased as the world‟s interdependence has intensified. Continuing, technological innovation, economic globalization and the growth of transnationalism has resulted in an enormous increase in the frequency and rapidity of global interaction. Such challenges require both national and international responses. Where a problem cannot be adequately addressed by a country acting alone acting cooperatively at the international level becomes essential for a country to protect its own interests.The purpose of treaties is to address the interests and concerns of the signatories in a given time and context and if they fall short to address the dynamic international policies then the obvious choice is to upgrade or amend them. The interests and concerns of a particular country is defined and determined by its political elite in a particular time, space and context. This is true in the context of the Treaty of Peace and Friendship signed in 1950 between India and Nepal to take care of their mutual interests within a particular regional context. The article examines the relevance of the treaty and prospects of Indo- Nepal relations in the changing enternational scenario. It argues that Nepal has benefitted much more than India from the treaty. However, considering changes in the strategic equations in the region, India- Nepal bilateral relations must be remodeled into a strategic partnerrship that seeks to provide security, modernization and prosperity.

India’s foreign policy has been instrumental in shaping the power equations between countries in the South Asian region. Over the years, India has asserted its role as the Big Brother and thus the relationship with other countries have often fluctuated. Taking Nepal as a case study, this article explores how India’s relations with the Himalayan country have transformed. Realism, as a theory of international relations, is an important tool used to explain these developments. The primary focus is to bring out the impact of Chinese expansionism on this relationship and also the possibility of trilateralism in the region.

The first section of paper will show historical lineages of foreign policy of Nepal with India and China and need for establishing a new norm on it. Nepal since its recognition has practiced principle of equidistance as her guiding norm of foreign policy. Nepal shares three side borders like in the South, West, and East with India and North with China. The bilateral relation with India and China is magnificent and has crossed in very significant percentage of trade and commerce. The political differences are becoming shadow over the cooperation of investment and trade. It is urgent need for Nepal to reform her foreign policy from traditional buffer state towards of becoming the vibrant bridge between these two nations. Nepal shall be actively involved in between trade and commerce without undermining Nepal's sovereignty and national interest with neighbour. The trilateral notion of new foreign policy has to be submerged with the triangular notion of new form of foreign policy where by entire partner's have due consideration and equal responsibilities with Nepal. The growing concern of China in Nepal is making some kind of refutation and allegation from the Indian think tank which is largely based on reports and Medias reporting. China does have legitimate concern in Nepal relating to issues of Tibet and Tibetan and their voices and for it, China wants to extend her hand with Nepal. The Triangular Cooperation between India, Nepal and China shall be the new norm of foreign policy of Nepal in 21th century. This norm will not undermine the national interest of Nepal rather will assist to involve in equal footing and bear proportional responsibility. The second section of paper shall examine the various forms of diplomatic minute concluded between Nepal, India and China which is illustrative for triangular cooperation. India and China does conclude bilateral agreement with Nepal with respect to investments, trade, commerce, cooperation and others but hardly cooperate jointly or in multilateral forum. This triangular norm of foreign policy will enhance the multilateral forum and also will urge to establish more multilateral cooperation in regards to Nepal's stability and development. The triangular norm of foreign policy out rightly rejects the notion of reciprocity via considering the status of Nepal as land linking nation than the land locked states. China has initiated " One Belt, One Road " both in Maritime Silk and Land Silk Road without physically touching as similar like other adjoining states. This triangular norm of foreign policy will bring India and China together for uplifting the status of Nepal with joint effort and cooperation. The last section of paper will testify the possibilities of institutionalizing this norm of foreign policy. Nepal will try to remove the cloud of dishonesty and doubt and will extend her hand for mutual cooperation and assistance. Nepal will not allow her land for any activities which can create confrontation with neighboours and other. This section will come with some official lines of Ministry Of Foreign Affairs.
This paper begins with analyzing the two rising power of world. The relationship between India and China has long been one of the most understudied great power complexes in international affairs. A increasingly common argument posits that India and China, as rising Asian and global powers, are natural competitors whose proximity and zero-sum interests are creating tensions that will make it extremely difficult to avoid sustained strategic rivalries. While few analyst fully subscribe to the “CHINDIA” (it is coined by Goldman Sachs in a 2001 report entitled, “the World Needs Better economic BRICs” thesis, there is some substances to the co-operation and mutual benefit. Nepal will be adversely affected by any smell of confrontation between these two countries. Nepal must take lead role to maintain equal distance or equidistance with these two neighbors’. The I.K. Gajurel doctrine must be review today which is non-reciprocity famous for Doctrine of Gajurel. Modi economics also tries to keep strong relation with China for the trade. Nepal’s territory will provide easier and less expensive than the route of Bhutan, Myanmar, Bangladesh and India. Modi will implement his Gujarat Model around the country and Nepal is physically linked with three parts out of four which shares more than thousand K.M. territories and there is substantial in and out of people living by those areas in India and Nepal. Nepal will definitely receive benefits from India development. Second section of paper will analyze about Nepal’s role in this development. Nepal is between these two countries where the China is showing positive attitude to current government and had shown well response to the previous government. Nepal’s political turbulence always embodies Indian involvement. Current BJP or Narendra Modi (controversial figure) lead government would be either prospect or challenges for Nepal’s development. There is growing hope among the intellectual that Modi government will be beneficial for overall development of Nepal. Modi government will show her best approach to build strong ties with neighbor for the overall development. Nemo (Modi) government has already sparked the light in Asia via calling the Head of Government of different countries in Oath of his victory which is talking as “Mini SAARC Summit”. Regional diplomacy has always been a strong element in global diplomacy. But its importance has been increasing due to a number of significant factors, including the changing nature of international relations such as shifting balance of power towards the developing countries and regional blocs, rise of regional economic grouping and trading blocs and increasing interdependence and economic integration of states.. Last section of paper will argue about the reform in foreign policy of these countries in order to adopt the inclusive development. The regional foreign policy is being considered as the positive force for the global interdependence. In the modern world, the traditional theory such as Isolative nature of state is not any more meaningful. World are becoming nearer to nearer day by day. Nepal is bordered to the North by China and to the South, East and West by India. On the North side, Nepal has a 1400 km border with China while and on the East, West and South, Nepal has 1700 km border with India. The two neighbor’s quest of becoming superpowers in the nest 20 to 30 years and incredible economic rise have compelled Nepal to rethink its foreign policy basically regional policy from traditional buffer state mindset towards becoming a vibrant bridge between them. Nepal has to develop its regional policy in such a way where three governments from these three countries can sit and discuss together on equal footing about the development of Nepal. They are today concerning about the Trans Himalaya Security and Economic Cooperation (THiSAEC) where Nepal’s should stand clearly. It is also compelling us for revision of our regional policy. Re-negotiating the Mahakali Treaty in the changing geopolitics of Nepal2019 •
The Mahakali treaty has created a deadlock situation on the sustainable harvest of not only the water of the Mahakali River but also in different rivers of Nepal for hydropower and other river-related projects between Nepal and India. Even after two decades of the enforcement of the treaty, there is no progress in terms of the agreement yet, rather many provisions of the treaty and the letter exchanged regarding the treaty between the Government of Nepal (GoN) and the Government of India (GoI) is highly criticized in Nepal. Thus, this paper attempt to deal with the most controversial provisions of the treaty and present the views from Nepalese perspective. It also deals with the possibilities of re-negotiating the treaty in the context of changing geopolitical dynamics with the pro-active involvement of China in Nepal.

India–Bhutan Treaties of 1949 and 2007: A RetrospectThis article is an attempt to relook at the treaties of 1949 and 2007 between India and Bhutan and argues that the 2007 Treaty is the outcome of the evolution and maturity of Bhutan as an independent and sovereign state, that it is imperative for India to make constant adjustments in its foreign policy towards Bhutan to secure its influence in the tiny but important country and maintain the strength of India–Bhutan bilateral relations.
