About the Commission

The 12-member Commission represents federal and local constituencies with a stake in planning for the nation’s capital. The President of the United States appoints three citizens, including the chair. At least one presidential appointee must reside in Virginia and another in Maryland while the third is at-large. The Mayor of the District of Columbia appoints two citizens. Both must be Washington, DC residents. Remaining members are ex officio, who typically appoint alternates to represent them at Commission meetings. These are:

Presidential appointees (3) are appointed to the Commission by the President of the United States. Terms of service are six years.
Presidential Appointee

Teri Hawks Goodmann (At-Large)Chair

Teri Hawks Goodmann was appointed to the Commission in January 2023 by President Biden. Her expertise includes community planning, environmental restoration, economic development, historic preservation, cultural resource development, and government advocacy at the state and federal level. A life-long Iowan, she currently serves as the Director of Strategic Partnerships for the City of Dubuque, Iowa, a role she has held since March 2021. She served as the Assistant Dubuque City Manager from 2012 to 2020 and before that was the lead developer for Dubuque’s National Mississippi River Museum & Aquarium.

In 2016 Ms. Goodmann was appointed to the Environmental Protection Agency’s Local Government Advisory Committee, where she advised the Administrator on critical environmental issues impacting local governments. She serves on the National Waterways Foundation board and is a founding member of Mississippi River Cities and Towns Initiative. She is a founding member of America’s Watershed Initiative, that advances recognition of the world’s fourth largest watershed. Ms. Goodmann has a Bachelor of Arts in History with a minor in French and Spanish from Clarke University.

Presidential Appointee

Bryan C. Green (Virginia)Commissioner

Bryan Clark Green was appointed to the Commission in November 2022 by President Biden. He is an architectural historian, historic preservationist, and educator whose work sits at the intersection of architecture and preservation. He is a Visiting Associate Professor of Practice in the School of Architecture at Virginia Tech. Through research and practice he investigates how buildings are modified over time, and how that modification impacts our understanding of architectural history. He is the author of numerous articles and books, including In Jefferson’s Shadow: The Architecture of Thomas R. Blackburn, co-authoring Lost Virginia: Vanished Architecture of the Old Dominion, and forthcoming A Towering Memorial: The Robert L. Vann Tower and the Belgian Friendship Building, and editing After the Monuments Fall: The Removal of Confederate Monuments from the American South. Mr. Green serves on the boards of the Society of Architectural Historians and the Association for Preservation Technology International. He graduated from the University of Notre Dame with a bachelor’s degree in history and obtained his master’s degree and Ph.D. in architectural history at the University of Virginia.


Presidential Appointee

Elizabeth M. Hewlett (Maryland)Vice-Chair

Elizabeth M. Hewlett was appointed to the Commission in November 2022. She is an attorney and public servant who recently completed her tenure as chair of the Prince George’s County Planning Board and the Maryland-National Capital Park and Planning Commission, where she was the first African American and the first woman to serve in this role. Ms. Hewlett represented Maryland on the Washington Metropolitan Area Transit Authority from 2007-2011. She practiced law in both the public and private sectors, and is licensed in Maryland; Washington, DC; Massachusetts, and before Federal Courts and the U.S. Supreme Court. She was a principal in the law firm, Shipley, Horne and Hewlett, P.A.

Ms. Hewlett has been recognized for her community service and professional achievements. She received the National Bar Association Presidential Lifetime Achievement Award, the Prince George's County Bar Association James H. Taylor Award and is a recipient of the NAACP Hester V. King Award. She is a graduate of Tufts University, Boston College Law School, and the Kennedy School of Government Executive Program at Harvard University.


Mayoral appointees (2) are appointed to the Commission by the Mayor of the District of Columbia. Terms of service are four years.
Mayoral Appointee

Arrington Dixon (Washington, DC)Commissioner

Arrington Dixon is president of Arrington Dixon & Associates, Inc. (ADA Inc), a computer and telecommunications professional service business. Mr. Dixon has served in various public-sector capacities, including chairman and member of the Council of the District of Columbia and the Metropolitan Washington Council of Governments.

He is currently Chairman of the Anacostia Coordinating Council and a Life Member of the Committee of 100 on the Federal City. A graduate of the U.S. Army Command and General Staff College, Mr. Dixon continues to support national defense efforts as a Colonel in the Army Reserve. He holds a B.A. from Howard University and a J.D. from George Washington University. Mr. Dixon was first appointed to the Commission in 1995 and was most recently reappointed in 2018 by Mayor Muriel Bowser.

Mayoral Appointee

Linda Argo (Washington, DC)Commissioner

Linda K. Argo was appointed to a four year term on the Commission by Mayor Muriel Bowser in February 2019. She is recently retired from American University where she served as Assistant Vice President for Government and Community Relations, overseeing local government and neighborhood relations, compliance with the 10-year Campus Plan, off-campus real estate and campus auxiliary services. Before joining AU, she served in several DC government administrations as both Director and Deputy Director of the Department of Consumer and Regulatory Affairs and as Chief of Staff in the Office of the Chief Technology Officer. Prior positions include Senior Vice President, Corporate Relations and Administration with the College Construction Loan Insurance Association (Connie Lee), Executive Director for Education Finance with the National Association of Independent Colleges and Universities, and Director of Business Development and Manager of Education Finance with the Student Loan Marketing Association (Sallie Mae).

Ms. Argo is a proud nearly 40-year resident of the District of Columbia and is active in her Ward 3 neighborhood where she resides with her husband, David. Together they have three grown children and eight grandchildren. Ms. Argo received a BA in French from the University of California at Santa Barbara and an MS in Education from the University of Southern California.
