It is the LAW to do the test. You agree to it when you enter to the rules. If you do not do it, they will fine you 10,000,000W or more OR can do worse. Do not f around and find out. Don't want to follow the rules, don't come.
They know where you are. They know how to find you. The immigration office at the airport passes your information along to the local health office that operates in your district where you put your address. So, they know when you don't do a test and they'll come and find you.
Other people have said "oh nothing happened to me" but then you really don't be the person that finds out when they do catch you.
