According to Google maps, Ubers are fairly inexpensive in lisbon. Am I correct that the 15 tram from lisbon center to Belem is 3€ and an Uber is approx 7€? Seems worthwhile to take Uber instead, or am I missing something?

Tram ticket is €3 if paid cash on board. Ticket for the parallel bus route number 714 is €2.

Both fares are reduced to €1,47 using the pre-paid 'zapping' transit pass.

Uber would gain you a few minutes perhaps. Uber fares are not fixed, so you might pay less than €7, you might pay more.

The fares for Uber (or Bolt) depend on time of day and how busy they are. It obviously also depends on your departure point which you do not mention in your post. But having a door-to-door ride is convient and relaxing. I am willing to pay more for this.
