We just went the end of September and the water was warmer than the air. I think it would be spectacular to go in early February to see the Ice build up, but Thanksgiving would be similar to now - just colder.
Summer is the best time to visit because of the warm weather. Usually from June to August. But if you do not mind cold weather and maybe a little snow you can enjoy the beauty of the trees changing colors.
The falls are great to visit any time of the year. Each season is different. If you have never been there do not pass up an opportunity to go.
I have no idea. I went in winter once and will never do again. If you plan to go, I suggest go to Canadian side. More to do and more place to enjoy near the Falls.
Niagara Falls is a perfect place all year round. The view and the surroundings offer hours of entertainment. Make sure to check the weather before you get there and dress in layers, tennis shoes/sneakers are a must. Have fun
