Were there any changes made before the issue occurred?
Remove all unnecessary external devices connected to your computer, and then follow these steps to resolve the issue:
1. Start your PC, and when you see the loading dots, press and hold the power button for 5-10 seconds to forcefully shut down.
Do this two times. This will enter you into the Windows Troubleshooting environment.
2. Once in the troubleshooting environment, select "Advanced Options."
3. Try to access Safe Mode, if the issue persists, try the below options.

Advanced > Startup Repair
Check if the system can repair itself.
Windows Troubleshooting
Advanced > System Restore > Select a date before the issue.
Windows Troubleshooting
Advanced > Uninstall Recently Installed Updates(if any)
Windows Troubleshooting
Advanced > Reset This PC (Keep My Files)
Try all the options, and hopefully, you will be able to access your PC after this.
