Russian Aggression against Ukraine

The Foreign Affairs Council in Luxembourg discussed the Russian aggression against Ukraine in a joint session gathering both EU Ministers of Foreign Affairs and EU Ministers of Defence.

The Ukrainian Minister of Foreign Affairs, Dmytro Kuleba, and the Ukrainian Minister of Defence, Rustem Umerov, joined the beginning of the meeting via VTC and provided updates on the latest developments on the ground and Ukraine’s current priorities.

In addition to missiles and drones, Ukrainians have reported 7000 guided bombs fired by Russia in 4 months of this year, which is about 60 guided bombs a day, and there is constant shelling in the East. This is part of Putin’s strategy.
On the other hand it is clear that Ukraine lacks weapons for self-defence and to reject Russia’s aggression.

The High Representative underlined the importance of providing air defence systems and missiles to Ukraine and proposed to coordinate the urgent delivery of these items at EU level.

During the ministerial discussion, several member states showed their readiness to consider specific assistance or to contribute to existing initiatives such as the Czech one on ammunition, or the German one on air defence.

Situation the Middle East

The Foreign Affairs Council discussed the situation in the Middle East, with particular attention to the ever-worsening humanitarian situation in the Gaza strip and the risk of escalation in the wider region.

Concerning the latter, the Council once more stressed that everyone in the region needs to exercise restraint and take steps to de-escalate. Further steps were agreed in relation to Iran´s destabilising activities in the region.

We have reached a political agreement in order to enlarge and expand the existing drones regime to impose sanctions to Iran in order to cover missiles and their potential transfers to Russia - this includes missile production-; second, to expand the geographical area of this framework to cover drone and missile deliveries not only to Russia but to the whole region of the Middle East and the Red Sea; and third to expand the list of prohibited drone components.

Concerning Gaza, the High Representative underlined that there was no progress on release of hostages, no prospect of a ceasefire, nor real easing of the ongoing humanitarian catastrophe. Furthermore, he stressed that there will be no lasting stability in the region as long as the war in Gaza continues.

EU Ministers agreed to invite once more the Israeli Foreign Minister to a future meeting of the Foreign Affairs Council, as well as the new Prime Minister of the Palestinian Authority.

Sudan

The Foreign Affairs Council discussed the situation in Sudan following an informal exchange of views with the UN Secretary-General's Personal Envoy for the country, Ramtane Lamamra, who joined at the beginning of the discussion via VTC.

The Council discussed in particular how to step up coordination with the UN, but also with the African Union and other international partners.

The EU wants to contribute to a sustainable ceasefire, support regional and international mediation efforts and emphasize the importance of cooperation and coordination among various mediation initiatives.

15 April marked the sad first anniversary of the outbreak of the war between the actors of the military coup in Sudan, the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). On that day France, Germany and the EU co-hosted the ‘International humanitarian conference for Sudan and the neighbouring countries’ in Paris.

Georgia

Ministers raised the situation in Georgia, and expressed their concerns about the new law on transparency of foreign influence, which was recently presented to the Georgian Parliament.
