This is not medieval. Might be early modern, or might be 18-19th century, hard to tell. The concept of these (known as a Scold's bridle) first shows up in the late 1500s but this specific example feels iffy and I don't think it's that old. It looks more like a Victorian era take on one.
I was gonna say that the vast majority of alleged medieval torture devices are Victorian or later fakes.
My understanding is that these complex metal inventions were made during the renaissance to badmouth the dark ages, ie “they were so uncivilized”. Sort of a more modern version of Damnatio memoriae.
It's mainly a post-renaissance thing, particularly prevalent during the Victorian period.

Apparently the Renaissance featured a type of medieval torture horror house curio museum that featured these kind of ‘artifacts’. Some of the metalwork technology was not even available until later ages.
Torture was alive and thriving during the Renaissance, have you heard of the Inquisition? I think the medieval torture "museums" were more of a Victorian thing.
It's less about the Renaissance and more about the Reformation (though they overlapped extensively).
It was mostly Protestants inventing horror stories about how brutal and backward the Papacy/Catholic Church was (and how much more enlightened and morally superior the new Protestant states were by comparison). The stereotypes about the Spanish Inquisition, the Catholic Church insisting the world was flat, etc are all part of it.
You know what that makes a lot of sense.

The website of the museum says it’s from the 2nd half of the 19th century (“2. Hälfte 19. Jh.”).
The mistaken claim that it’s medieval seems to come from the person who took the photo in this post and uploaded it to Wikipedia in 2008.
Yeah, I also been there and it definitely didn't claim to be medieval. Most of the stuff in that museum is from between 1700-1830

The article itself only talks about the 17th century (which is not medieval by any definition) and is rather bare-bones overall.
The image description seems to come directly from the uploader (who also took the photo according to the metadata). It isn’t clear where he got the information that the mask was medieval. It’s possible that he (mistakenly) assumed it from the context in the museum when he took the photo back in 2008.

In the 19th and early 20th century there was a cottage industry in recreating fake medieval torture devices because the demand greatly outstripped the supply
