21 USO Base Game - Unlocked Settlement Objects
Settlement building is one of the newest inclusions in Fallout 4, letting you craft many habitable environments for settlers to inhabit. This makes for a fun distraction that is almost entirely optional, but some players find the options in this mode to be slightly limiting.
This is where the Unlocked Settlement Objects mod comes into the picture. Almost all the items in the base game can be crafted to make these settlements look more populated and immersive.
20 FreeMaker
Crafting is a huge part of Fallout 4, with many players having the opportunity to engage with this mechanic if they wish. However, the very act of crafting entails that you hoard some materials to use them at a moment's notice, which might not appeal to many players who care about keeping their inventory as neat and tidy as possible.
If you want to craft whatever you want without worrying about your resources, then simply opt for the FreeMaker mod. It removes any resource requirement for crafting items in the game, which can feel extremely unbalanced... but players who've experienced enough of the vanilla crafting system in the game won't really mind making the most of this exploit.

The initial allocation of SPECIAL points in any Fallout game matters quite a bit, especially for role-playing purposes. However, there are times when you just want to make the most of in-game systems instead of limiting yourself to pursue a particular build.
This mod helps out a lot in this regard. It gives you 70 points from the get-go to invest in all your stats, turning the Sole Survivor into one of the most powerful entities in the Commonwealth before they even take one step into this post-apocalyptic world.
17 Unofficial Fallout 4 Patch
It's no secret that most Bethesda games are full to the brim with bugs and glitches when launched. While post-launch updates try and remedy some of these problems, there are still various issues that people can either be amused or frustrated by.

14 STS - Scrap That Settlement!

The best way to get additional resources to build a settlement in Fallout 4 is to scrap most items and resources present in the area. However, for some reason, there are various objects and materials present in settlements that can't be scrapped at all.
This Fallout 4 PS4 mod removes these annoying restrictions and allows you to scrap pretty much anything in the settlement. This allows for more freedom to clear out the unwanted elements of a settlement while also providing more scrap material as well!
13 Companion Infinite Ammo
Ammo management is annoying enough as is in any first-person shooter. However, having to manage the ammo of your companions as well can be downright excruciating at times.
This is where the Companion Infinite Ammo mod comes into the picture. With this Fallout 4 PS4 mod, companions can shoot their guns indefinitely as long as they have one round of ammo for the weapons they wish to use.
12 Quick Hack And Pick
Lockpicking and hacking terminals in Fallout 4 is a novel task early on but can get rather annoying after a point. To avoid the act of having to align picks or pick out passwords over and over again, you can opt for the Quick Hack and Pick mod instead.
With this Fallout 4 mod for PS4, you can easily hack terminals and pick locks without having to suffer through this excruciating minigame over and over again. The only things that matter here are the Sole Survivor's lockpicking and hacking skills, which determine whether they can open certain locks in the first place.
11 Overgrowth, Immersive Living Forests, And Grasslands
If you want the setting of Fallout 4 to be less dreary, just opt for this mod. It adds numerous green forests and other such biomes that make for a nice change of pace when it comes to the game's scenery.
You don't really need to worry about this mod breaking immersion either. The greenery that is added is perfectly in line with the desolate post-apocalyptic setting of the game, leading to a pretty yet isolated wasteland that you can explore to your heart's content.
10 See Through Scope
See all that visible space outside the circumference of the scope itself? It's handy, right? It's good to know what's going on beyond that scope. Especially when the vanilla Fallout 4 alternative is obscuring it all in darkness but maintaining that exact same degree of depth.
See Through Scope lets PS4 players maintain a greater sense of situational awareness whilst zeroing in on targets. This should save you from any embarrassing Super Mutant skull bash-ins while you're staring through a window at the Radroach in a separate apartment.
9 Cheat Room
The items to discover in Fallout 4 are seemingly endless. Power armors, haphazardly constructed weapons, and different ammunition types are scattered about The Commonwealth. It's not an understatement to say that exploration is key when building a powerful character in this game.
This mod gives you access to every item in the game by adding a cheat room near Vault 111. Whatever you may need is in there. You might want to stack up on Mini Nukes before your next trip to a Radscorpion-infested area.
8 Zombie Walkers
Want to turn Fallout 4 in The Walking Dead? Download Zombie Walkers. This mod makes plenty of changes to the Feral Ghouls you encounter, essentially transforming them into more typical zombies. They can't sprint or dodge, and their walking speed is drastically reduced. To make up for that, they deal double damage and stagger you.
Since these are movie-like zombies, headshots are more effective at dispatching them, so try to save your bullets by adjusting your aim. Despite Ghouls being more aggressive, make sure you don't get surrounded by these modded creatures — you might not be able to run away.
7 Water Redux
Mods have a reputation for being able to enhance immersion. With this mod, you can look forward to literally immersing yourself in better water. Water Redux doesn't simply make lakes, rivers, or the ocean lusher. Depending on where you might be, any body of water seems considerably dirtier or cleaner, hiding or revealing what lies beneath the surface.
This mod, which shouldn't conflict with any others, simply tweaks the water clarity and the underwater visibility. Despite this, the effect is considerably notable.
6 All You Can Carry
Carry weight is a dreaded stat in the early game. You just wish you could carry more. All You Can Carry makes it so you never have to worry about what to leave behind and what to bring with you ever again. Selling the loot you find is one of the best ways to make money in Fallout 4, but it might take a long time to profit if all you sell is a handful of weapons.
This mod is essentially a cheat. So if you are looking for an immersive or intensive experience, you might want to keep your eyes peeled for another mod.
5 Better Graphics And Weather
Many gamers know that the best graphics in gaming are more readily available on PC. Despite that, you can still make Fallout 4 look a little more interesting. Better Graphics And Weather tweak the lighting and weather system to create slightly more compelling environments.
Although this mod won't retexture every asset in 4K, it's still a nice addition that overhauls the feel of the landscape, even if in a small capacity. Additionally, nights will seem considerably darker, so keep your Pip-Boy's flashlight handy.
4 Legendary Modification
The best modifiers in the game come on specific armors and weapons, and these ultimately account for the best items in the game. However, you might want to put a specific legendary perk on your gun of choice.
Legendary Modification lets you do precisely that. Simply go to a workbench, have the item you want to modify at hand, and gather the necessary materials to unlock the legendary perk. You still have to actually look for components in order to enhance a weapon, which is nice since most mods simply give you unlimited access to cheats without providing a challenge.
3 Choose Your Own Perks
What's funnier than bumping your charisma and luck all the way up? Choose Your Own Perks adds a locker by the lift in Vault 111, which contains books that give you a specific perk when read. You don't need to start a new save to use this mod, so don't be afraid of losing hours and hours of progress.
You might want to use this mod in a separate save, though, unless you already beat the game. Getting access to every perk easily eliminates the challenge of any encounter. But then again, not all perks are combat-oriented, so no one will fault you for unlocking Wasteland Whisperer early.
2 Outfield Retreat
Outfield Retreat is proof that mods on PS4 are not boring or lacking in content, despite the limitations of the console. This mod adds an incredibly lore-friendly player home in Diamond City, located in front of Abbot's home.
It features a cloud workbench, which gives you access to every item in your settlements, plenty of unique storage options, and a clean water supply for all the survivalists out there. A bed that provides the well-rested bonus is also included. The only caveat is that this home is tiny, so you can't display your power armor collection here.
