Elbasan is a city and a municipality in Elbasan County, central Albania. The third largest city in Albania, it is located on the Shkumbin River in the District of Elbasan and the County of Elbasan. The present municipality was formed at the 2015 local government reform by the merger of the former municipalities Bradashesh, Elbasan, Funar, Gjergjan, Gjinar, Gracen, Labinot-Fush, Labinot-Mal, Papr, Shirgjan, Shushic, Tregan and Zavalin, that became municipal units. The seat of the municipality is the city Elbasan. The total population is 141,714, in a total area of 872.61 km. The population of the former municipality at the 2011 census was 78,703. The Albanian name is derived from the Ottoman Turkish il-basan.

Saint Gjon Vladimir's Church is a church in Shijon, Elbasan County, Albania. It is dedicated to the Dukljan prince and saint Jovan Vladimir, the son-in-law of the Bulgarian Tsar Samuil. It became a Cultural Monument of Albania in 1948. The first temple is the oldest large Orthodox basilica from the times of Tsar Samuil, rebuilt as present church by the Thopia family in 1381. During the 18th century Kostandin Shpataraku painted the walls of the church.
