The JustSpam Blacklist is a database of IP addresses that have been caught in sending spam.
Listing Policy
If an IP that they never got legit email from is seen spamming and said IP is already listed by at least one of the other well-known and independent blacklists, then it is added to dnsbl.justspam.org.
