He'll announce his candidacy to preempt an indictment.
He'll claim DoJ is trying to "cancel" the Republicans leading candidate & hope they're deterred by the threat of civil violence from his supporters. Whether he actually seeks the nom in the primaries is a different issue.

It's his only play left he can use another run to get DOJ of his back, steal the election and appoint another Bill Barr since DOJ will do nothing during an election cycle. He must be indicted by years end or this and democracy will disappear.
