I need to bypass Compaq's FBI restoration system

Hello, I’m interested in OEM recovery disks, and trying to install in VirtualBox.

With the 2 ISO image, ( https://archive.org/details/CompaqArmadaM700RecoveryWindowsNT-cracked and https://archive.org/details/win98se_202012-cracked )

I could recover the operating system, however it immediately crashes after Compaq's FBI restoration system screen.

I modified the “C:\SYSTEM.SAV\FBI\CUSTOM.INI” file, I just get an "unrecoverable error".

Do you have any solution for this?
