Sen. Barbara Boxer, accused of race politics today during the EPW hearing

While most people were paying attention to Day 4 of Sonia Sotomayor's Senate confirmation hearings, Sen. Barbara Boxer (D-Calif.) was grabbing the attention of all those watching the Environment and Public Works hearing this morning.

It got very testy.

Boxer was speaking to panelist Harry C. Alford, the president & CEO of the National Black Chamber of Commerce.

They first started talking about where he lived, which led to Boxer telling him, "Let me talk to you, this is friendly."

That didn't last too long.

Boxer then quoted a NAACP resolution that passed and put it in the record.

Alford: "What does that mean?"

Boxer: "Sir, we're going to put that in the record..." Alford: "What does that mean, though? The NAACP has a resolution, what does that mean?"

Boxer: "Sir, they could say the same thing about what do you mean..."

Alford: "I've got documentation."

Boxer: "Sir, they passed it. They passed it. Now, also, if that isn't interesting you to we'll quote John Grant, who is the CEO of 100 Black Men of Atlanta." [She goes on to read quote.]

Alford: "Madam Chair, that is condescending to me. I'm the National Black Chamber of Commerce and you're trying to put up some other black group to pit against me."

Boxer: "If this gentlemen were here he would be proud that he was being quoted."

Alford: "He should have been invited!"

Boxer: "...just as he would be proud.." Alford: "It is condescending to me."

Boxer: "...he's proud, I'm sure, that I am quoting him."

Alford: "All that's condescending, and I don't like it. It's racial. I don't like it. I take offense to it. As an African-American and a veteran of this country, I take offense to that!"

Boxer: "... offense at the fact that I would quote ...?" Alford: "You're quoting some other black man. Why don't you quote some other Asian ... or ... you are being racial here. And I think you're getting to a path here that's going to explode."

Boxer reviews what she had been doing and then mentions that "there is definitely differing opinions in the black community. Just as there are in my community."

Alford: "You're speaking on behalf of the black community?"

Boxer: "No. I am putting in the record a statement by the NAACP."

Alford: "Why?"

Boxer: "Because I think it is quite relevant."

Alford: "... Why are you doing the Colored People Association study with the Black Chamber of Commerce?"

Boxer: "I am trying to show the diversity of support that we have."

Alford: "Diversity?"

Boxer: "And I will go ahead and do one more diversity of support..."

Eventually Alford declares, "We are referring to the experts regardless of their color. And for someone to tell me, an African-American, college-educated veteran of the United States Army that I must contend with some other black group and put aside everything else in here -- this has nothing to do with the NAACP and really has nothing to do with the National Black Chamber of Commerce. We're talking energy and that road the chair went down, I think, is god-awful."

  3. In viewing the video it was clear CEO Alford's beef was with another organization's (NAACP) having submitted a position paper opposite to his own to the ladylike Boxer's committee. She kept her cool--and her manners--throughout the entire exchange, whereas he wanted to blame her for accepting viewpoints from all sides! He really need to apologize to Boxer!

  20. Let's see. You're the BLACK Chamber of Commerce and you testify presumably to present the point of view of your constituents. So far, so good. It might be to say here's the effect of legislation on Black Business and thus black communities. Got it. Then it's upsetting when a Senator points to a contrary opinion from the NAACP? Yeah, Senator Boxer! How'd you get all wrapped up in racial stuff just because you were hearing from the BLACK CHAMBER OF COMMERCE? Why'd you have to introduce race? 'Course I can see quoting the NAACP if he were also with the White Chamber of Commerce. But yes, horror of horrors, she was using a Black group to refute the testimony of a Black group, which could be perectly fine if both groups were talking about the impact of legislation on BLACK GROUPS. The fact that NAACP passed a resolution is irrelevant to what he was there to discuss, unless she was pointing out how they had a study that reached a different conclusion than his. Furthermore, who are the 100 Black Men of Atlanta? There was certainly an air of "other blacks believe this, why don't you"? However, even if she left race out of it entirely, by having these articles included in the record and then glossing over what was contained in them, she was being dismissive of his views without hearing his arguments.

The NAACP resolution talks about economic opportunities created by the climate change bill, specifically for minorities. Does that seem plausibly relevant to anyone else?

It wasn't but a couple of weeks ago that a General politely referred to her as "ma'am" and she chewed him out, telling him he must refer to her as 'senator'. It took a lot of hard work for her to get to be a senator. It took a lot of years and a lot of hard work for the General to achieve his status. Mr. Alford seems to have received preferential treatment by Boxer as he wasn't lectured about referring her as "ma'am" and not 'senator'. Frankly, the General should have said, "Yes, senator, ma'am." Then he should've stood up and walked out on her. What a disgusting, conceited and arrogant woman Boxer is. She's from California and that explains everything.

As if we are incapable of thinking for our selves.Nor did she give him the opportunity to express his point of view. That was the man's point. Never once did she ask him what he thought as the Rep of the National Black Chamber of Commerce. His other point was; if it was put in the record it would show conscensus between all black groups,again not considering if any other black group had an opinion. Boxer is realy into group think. I see its beyond the capacity of even so called liberal white people to think of blacks as individuals. Some of us are actually capable of disagreeing in principle on a range of subjects. Racism is by definition a belief or doctrine that inherent differences among the various human races determine cultural or individual achievement, usually involving the idea that one's own race is superior and has the right to rule others. Having government policies base on such doctrine is racist. Ms. Boxer believes that blacks have to have affirmative action in order to succeed in this country. That makes her a racist. I'm sure you still think it is rightwing nonsense. Remember that ignorance is the lack of knowledge, but stupidity is the inability to acquire knowledge. It shows that, mentally, she groups black people together by race, no matter what diverse opinions they may have. HOWEVER, ALL people do this, including me. So, does this make Boxer a bad person?   63. After watching the whole committee session -- lasting about three hours -- I think that Alford was a planned addition by the Republicans on the panel. Someone like Van Jones would have been a much better pick. Alford had a hot temper and was incredibly rude for a panelist in a senate hearing on such a defining issue that he claims to respect. He brought up the "race card" and the veterans points, which really don't apply to climate change anyway. Boxer was just trying to demonstrate that he is an outlier in the Black Community, which angered him a little bit beyond what was reasonable.

She was simply showing the broad range of opinions in support of clean energy. If you posted a negative comment about Barbara Boxer then you either didn't listen to the exchange or you simply want an excuse to bash a liberal because...well because you need someone to bash. Oh, and Ms. Mullins should be embarassed for a) writing a story that did not make literal sense and b) for shamelessly turning a non-event into something onto which right-wing nuts to cling to, fully aware that Politico's core audience hails from the right.

If if was a rep. from a steel company at a hearing and a senator put in a differing opinion in the record from another steel company or a group representing steel companies I think that would be viewed as politics. If he doesn't like being typecast then maybe he should join a non racial affiliated group. Also, he was hostile and obstinant to a U.S. senator. He doesn't hold a high enough office or have the sway to waltz in to washington and act like he owns it. I think many people know what this was.

This may sound like I'm being condescending towards, Mr. Alford (hold on here, I'm really proving his point)...though I also find it quite ridiculous that the National Hispanic Chamber of Commerce, or the National Muslim Chamer of Commerce, or the National Cross-Dressers Chamber of Commerce wasn't also given a chance to make their opinion. The only instance where one's race should matter if a doctor was asking about one's medical history.

If Mr. Alford does not want race to be part of these discussions, he should not be leading a group whose purpose is precisely to advance the business interest of blacks; instead, he should simply join the "Chamber of Commerce." You can't have it both ways. Furthermore, you should try to be professional and dignified when you are representing a group of people in public like that; he did his organization no favors by being unable to keep his composure.

  121. You know what bothers me about this besides the racist tones used by Boxer is the liberal response. I think fight racism is a good thing and noble cause. Liberals and conservatives that take on this scourge have my support. But what to think of an individual (on this story it is the liberals) who parades around shaking their fists in rage at racists but cannot see through their ideological hazy thinking to condemn racism no matter who espouses it. In this case it is pretty clear Boxer owes this gentleman an apology and liberals should be e mailing Boxer tell her to do so. But reading the posts here, very discouraging. I am looking into the heart of at least some liberal and what I am seeing is very dark and disturbing. Any liberal want to take the high road here and call this what it is? Any liberals with the ability to think? I hope so, these dark hearts are running the country. And history has shown what people who make moral judgments based on ideology do to others.

Boxer never once mentioned race. She submitted a document from NAACP for the record. Alford was offended because the NAACP president is black. Black against black to black people is offensive to each other. It's time for Blacks to get off their high horses about their race and stick to the subject matter. Stop being so sensitive. It's not about race it's about clean energy jobs. Alford can't handle the truth, that's all and using skin color as a diversion from accepting Boxer's explanation.

  131. The guy came representing the Black Chamber of Commerce. If Boxer had presented arguments from white organizations, the guy would have yelled race. It's pretty evident that he didn't want other black organizations' views to be part of the record. Boxer didn't do more to accentuate race than to give the name of the organizations who asked to have input. Why should she be either prevented from or compelled to include any group on the basis of the name of their group? If she refused to include the other two groups because they were black organizations, that would have been racist. She had no choice but to include all he petitioned. The man who represented the Black Chamber of Commerce was hoping to use his blackness as leverage, possibly with the black caucus. It was right and fair to include other voices that didn't agree with him regardless of their ethnicity, and that's what Boxer did. If you watch the tape, you'll see that she behaved very professionally and the guy behaved like a total jerk. This wasn't just about energy, it was about jobs related to energy and that certainly is something that the NAACP has a right to address as do business organizations.

  132. Wow! It's obvious that many commenting here didn't bother to listen to the video. The discussion was about JOBS related to clean energy. The guy testified that there were no such jobs. Boxer presented evidence that there were and in fact that they were growing at a faster rate in California over a period of years than were other jobs. Then she presented statements to be placed in the record from the NAACP and from a black business group that supported JOBS in clean energy. And it's pretty obvious that both of those organizations have a right to speak about JOBS. Alford was rude in the extreme and had begun to be so BEFORE Boxer ever mentioned other organizations. I think ordinary courtesy should be required of anyone who addresses Congress and of Congress too. Boxer was extremely professional throughout.

  133. Boxer had no problem whining about being called "Ma'am" by a GENERAL, but when a black guy calls her "Ma'am" at least five times in one minute- she says nothing. At the same time, she tries to use some other black guy against THIS black guy- the essence of racism!   134. I have heard white snooty liberals play to my black friends and coworkers in this very way for years only to watch my friends try to grin and bear it. It is about time that an educated, aticulate, well respected black person spoke up to this kind of patronizing and condescending behavior. This is why no one wants to talk about race. It is irrelevant to the fact that we are all Americans when it comes to solving many of America's problems.

  135. What no one has discussed is that Alford brought to the hearing was a well researched report indicating the negative effects of the bill on businesses. The NAACP resolution is not research and therefore not relevant to the discussion. He was there to testify not to listen to someone elses comments.

So we knew what he meant; I'm just pointing out that he was having a hard time articulating his objection. How on earth could you logically call her actions racist? He was quite annoying because he was annoyed that she was showing that all people in the black community do not share his viewpoint that the Democratic Energy plan could be harmful to minority (specifically black) businesses. Find some other smoke to blow up my ass. This argument is easily dismantled.

She is not alone in her abuse of power, the same applies to many of these Senators during these "tribunals". The General who was subjected to her smarmy request to be called Senator instead of Ma'am was following military protocol when addressing a woman...he is an Officer and a Gentleman...a trait not recognized much these days.

To quote the NAACP and another black organization, which have nothing to do with energy policy, as an opposing view on the climate change bill to the head of the Black Chamber of Commerce is racist. The only reason she quoted those organizations was they represent some African Americans. How are they experts on this matter? How about she address the issue as to whether the bill actually created jobs. The Democrats are slowly sinking the country into a deep economic hole from which we will never recover. The next step, add several trillion dollars to the deficit by "reforming" health care.
