Campaign Civilizations developed into playable Civs for LAN play
I have made it possible to create more developed Knights of Saint John, Black's Mercenaries, United States Civilization as playable on LAN, with extra cards in the Homecity, and extra politicians to age up with, and the ability to get to Imperial Age for all three civilizations.
On the mini-mod extension here you find Knights Civ and Mercenaries Civ developed into full civilizations:
In these single player Homecities you find all factions level 131 with Knights of Malta and Black's Mercenaries and United States with extra cards for competitive play:

Pretty interesting to see some aoe 3 vanilla content here. I wonder if this could be done with some of the DE campaign and scenario civs like Morocco, Canada or the Pirates.
It probably could! I only work on aoe3 modding for Asian Dynasties.
The issue here was that most of these civs had sounds for the units, whereas other civs (Pirates for instance) did not have voice for any of their units. Pirates is like British Civilization when I looked at it in the editor.
I just tried my first game online as Malta on Downtown Maps with a friend and he was France and we played against the Klaxon AI on Downtown Mongolia. The Malta Homecity started as Level 80 because I had my highest Homecity as level 80. The Homecity files used for Definitive Edition are Skirmish Homecities.
But online games with Knights of Saint John, or Black's Mercenaries, or United States worked as along as all had the same mod version installed.
You could try assigning voicelines for pirate units
I actually hadn't thought of that, but after trying, I got the voice lines working for Malta, Black's Mercenaries and United States, for the new units that I added to each Civ (Dragoons, Skirmishers, Petards, Horse Artillery, Culverins, Heavy Cannons, Gatling Guns), so it is possible to get them working for any civilization.
I tried modifying Native Americans as a civilization, but it just bugged and didn't work. Pirates Civilization uses British Age-ups, and I managed to create an Age0Tech for Pirates, but I haven't tried it in making a homecity yet.

Edit: I managed to get Pirates working on single player and multiplayer, with a custom homecity, and sound files I got working for Pirates and The Circle. Both civs have starting explorer in original game, but I added explorer hitpoint regeneration and one starting food crate and one starting wood crate.
