The story was about low-income residents of a building, financed by The Peabody Trust, founded by American banker-philanthropist George Foster Peabody, to offer affordable housing to needy Londoners.

Unfortunately, this film's budget fell apart, and it was pulled from production after only a handful of scenes were shot. The footage was lost long ago and as far as I'm aware has never been recovered. Not to sure about the 230 people who have rated this movie, it's possible they were getting confused with another Hitchcock movie Number 17
