Bio & Experience

Jeffrey A. Rosen is a nonresident fellow at the American Enterprise Institute (AEI). He previously served as acting attorney general and deputy attorney general of the United States, deputy secretary of transportation, and general counsel and senior policy adviser at the White House’s Office of Management and Budget (OMB). At AEI, Mr. Rosen focuses on administrative law and regulation, the Constitution, and legal institutions. He also follows transportation, federal budget, and technology issues.

During his time at the Department of Justice, Mr. Rosen supervised the implementation of top federal initiatives such as antitrust reviews of social media platforms, opioid enforcement, and cybercrime. At the Department of Transportation, Mr. Rosen oversaw the safety, upkeep, construction, and improvement of the nation’s transportation systems and infrastructure projects, as well as the safe implementation of new technologies such as drones and automated vehicles. At OMB, he helped develop and implement budgets for numerous federal agencies and worked to ensure regulatory rationality.

Mr. Rosen also spent nearly three decades in the private sector at Kirkland & Ellis, where he served in the firm’s top management and focused on litigation and regulatory problems on behalf of leading companies from a range of major industries. He is currently a member of the Investigations and Regulatory Enforcement Practice at Cravath.

A prolific writer and speaker, Mr. Rosen has been widely published in outlets including the Administrative Law Review, Yale Journal on Regulation, National Affairs, National Review, the Hill, New York Post, the New York Times, the Boston Globe, the Philadelphia Inquirer, and the Washington Post, among others.

Mr. Rosen has a law degree from Harvard Law School and a BA in economics from Northwestern University.
