That's because it is. Luffy isn't actually among the yonko. Big News Morgans hyped him up as one in his article but it's clear that the higher ups of the marine and the other yonkos don't see him as equal. Teach even said it is too early for him to be considered an emperor.
This. When Luffy starts taking control of the Grand Fleet and what is left of the Whitebeard Pirates, defending territory from the World Government and the Yonko, and starts acting like a head of state, then he will be an emperor by default.
Luffy doesn't seem like the type to take charge of a lot of people. I would love to see him mature into a more assertive leader, but I have a feeling he is just going to continue being a spontaneous thrill seeker, and the rest will just follow him where ever and make their own decisions on how they believe they can best support him, because they love him. He's not the type to strategize and give out orders lol

That's why I'm ok with Luffy being a figurehead leader, albeit one who has the support of his peers. There are more than enough capable people in the alliance to take positions of management and control.
But jimbei can do all that for him and he can just go along with it.

if he wants to be the king of pirates then he has to be an assertive and aggresive leader. up until now luffy is just going with the flow and not making too many uncertain decisions. he takes all the responsibility. I would really love to see the Luffy from the water 7 arc
But Luffy is not Gol D Roger, and does not mirror him on every issue.
We know for sure now that Luffy will do whatever it takes to keep his family and friends safe, and he has included more and more people and islands in that blanket of protection. My guess is that one of those nations, maybe Drum Kingdom or Alabasta, will be threatened with destruction by the World Government. And Luffy will fail to protect them. All of its inhabitants will be slaughtered or enslaved by the Celestial Dragons, especially people that directly aided the Straw Hat Pirates at disrespecting the WG.
At that point Luffy will realize that he can't protect everyone with just his core crew if they are focused on finding Raftel, and will have to work with his Grand Fleet to keep those he cares about safe.
When Luffy and co take down Kaido, he will be an emperor by default. The other stuff doesn’t matter.
That other stuff DOES matter. The "Four Emperors" earned their titles by successfully holding large amounts of territory within their own right and not being seriously challenged by other pirates or the world government. This is why it was a big deal to execute Ace, for Whitebeard and Shanks to meet up, or for Shanks to
Fortunately Oda has already put Luffy on that path. He has made friends with multiple kingdoms over his journey, and their leaders are shaky at best in their loyalty to the world government. And now the leaders of those kingdoms are in communication with each other AND the Straw Hat Grand Fleet through Leo and and Sai. If things pop off after Reverie, Luffy may be forced to back up his claims of friendship, which would slow his journey to find Raftel.
But it would also make him more than just a hotshot rookie causing trouble. The World Government and the Yonko would see Mihawks prediction come true, that Luffy's ability to make friends is his most dangerous skill.
I mean, does Kaido or Shanks do this?

Or if the Navy attempts to Buster Call Alabasta for asking too many questions about the Void Century.
As much as Luffy claims to be care free, he has some red lines he won't cross, which include abandoning friends to their fate. When a kingdom he cares about gets threatened again, we will see if Luffy is strong enough to go back to Paradise and lay down the law.

More importantly, Luffy himself has no interest in being a yonko, and all the responsibility / baggage that comes with it. He's going straight to the top, in order to become the most free person on the planet
The problem with this argument is the fundamental misunderstanding of how Yonko are created.
It's not like being Knighted. You think Akainu calls new Yonko up and says hey you're a Yonko now!
In all actuality, no one even knows how Yonko are picked. It could quite literally be something that is decided by the media and public perception. If this is the case you already have people going to the Reverie acknowledging Luffy in this way.
From what we know, Yonko are simply an aspect of the great balance of powers, with the purposes.

And lastly, this is never explicitly stated, but to keep the great Pirate powers divided.
It is understood that the Marines + Schichibukai more or less act as a counter-balance in that they are likely strong enough together to suppress any Yonko crew, or at least act as a deterrent from any large scale conflict. Evidence for this is seen in Marineford
The bulk of the Marines + Shichibukai vs the bulk Whitebeard's forces and it is highly unlikely the fight would've ended in anything but a total massacre for the WB pirates had other. factors not played in. Most importantly it was only when Shanks arrives that the WG essentially knew that fighting two Yonko crew would be likely more than they could handle, so they called things off.

We also know that the Marines are rarely scared of much, EXCEPT for the prospect of two Yonko crews mingling. When Shanks. and WB meet up this is seen as an aggression towards the Marines and the underlying pact between them and the Yonko. The Yonko are allowed to control the New World while the Marines stay off their backs as long as the powers remain separate.
So what is a Yonko? Is Luffy one?
People keep saying no, because. "Blackbeard said he isn't". As far as anyone knows, it is not Blackbeard who decides on whether someone is a Yonko or not. At least I have not seen any evidence to suggest this up until now. And this point deliberately misses the fact that Shanks, arguably the most powerful Yonko hears the news about Luffy and decides it is time for them to finally meet. So while Blackbeard makes a vague statement. leading us to believe that he has not acknowledged Luffy, Shanks has.
And Luffy fits the bill

Luffy has territory. At the very least the Fishmen, a critical piece of real estate are on Luffy's side. And so is Dressrosa and Prodence Kingdoms. Arguably Zou. And who knows, Wano could be next.

Luffy is arguably the closest or one of the closest Pirates to attaining One Piece. After Wano it is actually inconceivable from a story writing perspective that this is not a definitive. truth. Not simply by having access to the Poneglyphs but as far as we know Nico Robin is one of the only people who can even read them. Big Mom has had her Poneglyph since the days of Roger, and despite her strength was incapable of deciphering it. Luffy CAN decipher them, and he has already acquired two.

for Big Mom we know she has one. It is possible she did at some point have access to Kaidou's, but unlikely since it is in Wano and there is no evidence that she went to Want at any point to retrieve it. It is likely that she knew of it's existence and was simply waiting until she was able to decipher them. It is unlikely that the Zou poneglyph fell into her hands but due to Pekoms she may have known, or even had a copy. Similar to Kaido it's possible she knew and was just waiting to get the translation ability. This would lead credence to her claim to Luffy that she was very close to becoming Pirate King.

for Kaido we know he tried to get the Zou poneglyph and was thwarted by the Straw Hats and Zou. We know he has his own, and it is conceivable he had access to Big Mom's due to their past relationship but Big Mom did mention that Roger was the only one who ever had gotten access to it so this is unlikely.

for Blackbeard, we have no indication he went to Zou, Tottoland, or Want at any point and it is unlikely he has acquired any outside of the lost 4th poneglyph. It is likely Blackbeard, is not concerning himself with this and has formulated a more cunning plan. We know Teach is a patient motherfucker and it wouldn't be outside the realm of possibility for him to continue to accrue power and let the others fight it out, while he comes to pick up the scraps.

for Shanks, more or less a complete mystery. Speculation here is irrelevant as he does not seem to care to be the Pirate King, and it is likely he has already found One Piece if he was indeed still with Roger when this went down. Shanks strikes as more of a gatekeeper to protect Roger's will than having the ambition to pursue the Poneglyphs. He also may have the 4th lost Poneglyph, or at least know it's location.
Why does the WG fear Luffy? And why he is certainly a Yonko, if not in name, in reality.
Simply put, he threatens to up-end the balance created by the Yonko system. His uncanny ability to win. people over was acknowledged by Mihawk as his true strength. His parental ties to the leader of the Rebellion (in itself a wild card which threatens to up-end the balance) let alone to Shanks are scary. Let's revisit an earlier point
The Marines are able to subdue any on Yonko crew if necessary, but they fear any two groups of Yonko who would combine their strength against them.
So for anime-only I ask, imagine if we went back to Marineford but instead of Whitebeard... Big Mom decided to take her entire force and attack the Marines. Worth noting that Whitebeard's attack was never likely to succeed. The old man was on his last legs, despite once being the world's strongest man. And on top of that WB had lost Teach, Ace, and Thatch 3 of his upper commanders. But a full strength Big Mom attack would likely take the Marines to the brink. Now maybe they would hold it back. Maybe they could hold back Kaido and the Beasts, maybe they could even hold back Shanks or Blackbeard. But could the Marines hold back Shanks AND Luffy? Could they hold back Blackbeard and Luffy? Big Mom and Luffy? Kaido and Luffy?
It is for this reason that Luffy is a Yonko. He has amassed a strength that would tip the balance of power outside the WGs favour, and unlike the other Yonko he does not seem to have any reverence towards the rules of the world.
Tl:dr All in all we know Luffy has the fleet, territory and influence that any Yonko have. He has and will have the best shot at One Piece (and as such being Pirate King) until something drastic changes, he has access to allies and the connections to Shanks and Dragon + his willingness to punch Celestial Dragons in the face make him a force that the WG likely fear. Most people know of Luffy's strength through name only, and he has built a name and reputation that should strike fear in the hearts of everyone now. There are those such as Blackbeard, and Akainu who have faced off against the rubber boy head on and know how limited he is in capability as an individual. But Yonko are built by reputation, and right now Luffy has got to be one of the scariest mother fuckers out there.
And if anything Luffy's lack of any particular place he calls home just makes him all the more threatening than the other Yonko. They all have territories and islands they stay on largely. To the point that the Navy is able to keep a general track of their movements as noted when they knew that Whitebeard and Kaido clashed out at sea.
But Luffy is the equivalent of a wandering typhoon that vanishes off the map at whim. He has all that power and ability to influence things like the other Yonko but he never stays in one spot nor does he respect the boundaries set by others. To the WG and outside observers he is just a figure that pops up in some spot, flips it upside down and then vanishes into the sea.

Yon is used to represent the number 4 in japanese (It's a way to say it.) For exemple, see the Yondaime Hokaga (4th Hokage), or the Yonbi (4 Tails Beast).
While the Ko is used to say Emperor in Japanese I believe. So the two together are Yon (4) ko (Emperors)

Yes, 四皇 (Yonkou) means “Four Emperors”. The actual phrase that the newspaper used was 5番目の皇帝 (gobanme no koutei) or “Fifth Emperor” where 皇帝 (koutei) means emperor.

If you have a higher bounty, then it will take longer for you to get caught presumedly so they splurge for the higher quality paper because the same posters will need to be used for the next 10+ years possibly and they don’t want to reprint them.

a photo isn t related to the time they decide to raise his bounty. they could have made it shortly after enies lobby. for example someone while they where partying with the enie lobby townsfolk ot just one of the snails in the prison.

The 500,000,000 bounty poster came out after Dressrosa, so it could have been anywhere between the beginning of the timeskip and then. Since there was a Marine presence on Dressrosa, and the new picture started being used after that arc, I would assume the new photo is from there.

Imagine seeing a wanted poster of a world-renowned criminal with a smile as genuine as that from a boy who could be your neighbor. Doesn't look intimidating at all lol.
It is true that Luffy and his immediate crew does not possess the physical strength. But, if you were to add the fleet and his other allies, he may surpass that level. The truth be told, Luffy is the greatest danger to the World Government. Luffy has ties with several countries, the Revolutionary Army, and the White Beard Pirates. There is no other pirate with that type of backing. Luffy can even make his enemies become his allies. He is not as strong as a Yonko, but he is way more dangerous.

You know someone was talking about his smile in another thread and, I have to agree, Smiling puffy is a nightmare. Imagine you see this guy who has basically no regard for his safety, will do practically anything causes insane levels of destruction, beats the living shit out of people before they can react and the whole time he has this big goofy smile on his face. Especially for civilians he has this frightening reputation and as far as anyone can tell he's enjoying everything like a kid in an amusement park... If I see anyone like luffy I'm running because he is legit terrifying.

It's as official as it can be, even though the facts have been sensationalized, there are no lies detected:
-he came into BM's territory, defeated 2 commanders, and took down a large amount of their army.
-"allied" with the sun pirates, bege, and germa
-successfully escaped BM's territory
-has a fleet of over 5000 pirates
his credentials are all valid, and if morgans knew about them having 2/4 of the road ponyglyphs, his bounty would be even higher.
It's kinda half official. People argue he is not on their level yet but at the same time anyone who isn't a Yonkou should be careful when dealing with them because the Straw Hats will wreck you.

There s something very special about Luffy’s smile pre-ts as compared to post-ts. I get it that his brother died, but it s sad and somewhat disappointing to see this change.

Why do people always think Yonko means emperor. It means 4 emperors. Emperor is Tenno. Luffy is a Goukou.
Sorry to be that guy, but Emperor in that sense is Koutei, and counting up, you'd therefore have yonkou, gokou, and rokukou, meaning 'the four emperors', 'the five emperors', and 'the six emperors' respectively. To say 'fifth' would be Godai or Goban, depending on the context and the nuance you're going for, so luffy would be "Goban no Koutei".

You're being downvoted for saying something factual... You are completely right, the newspaper says "gobanme no umi no koutei" (the fifth emperor of the sea), not "gobanme no yonkou" which would translate to "the fifth of the four emperors". Luffy was never said to be a Yonko and the manga never stated his title to be equal to the Yonkos. Since there can be only 4 yonko, tthat would mean Luffy is going to be a yonko as soon as one of the four current ones loses their title.

It means "four emperors". Luffy was never stated to be one of the yonko, and that's because the fifth of the four emperors wouldn't make any sense.
