Is having 2 accounts on same bnet against T&C? Providing the second account is on follow and just loot on it. Is having a party with your second account and flying around killing rares against T&C? Is doing chrome time + party sync with your second account against T&C? I haven’t found any post saying this is against the rules so I’m asking here, would appreciate an honest reply.

You might find this useful

Being on follow is not against the rules no.

You can have up to 8 World of Warcraft accounts on the same battle.net account - each account requires a seperate subscription and expansion purchase.

You are allowed to play multiple accounts at the same time and you can group up with your characters and use in game features like /follow.

You are not allowed to use hardware devices or external software which mirror keyboard/mouse or other inputs to multiple accounts (this is known as input broadcasting) but you can control the individual characters directly by alt tabbing between the game clients.

Multiboxing Policy: https://us.battle.net/support/en/article/24258
Input broadcasting policy: https://worldofwarcraft.blizzard.com/en-gb/news/23558957/policy-update-for-input-broadcasting-software

The problem will be if you use any software to automate ANYTHING, and I do mean anything, including keypresses from one client to another.

Yes that’s what I thought too. I only have 2 account, one I’ve been using only for the last month, did mount farming either for rares or just leaving my second account to camp for Soundless for example. Or doing chrome time for gear for Mage tower. I don’t use anything to mimic keystrokes, my alt char is always on follow.
But last Saturday I woke up with my second account being banned for reason of hacking and just getting automated replies saying I broke T&C so I’m triple checking what I could have done.
Unfortunately, I stopped playing main account cause I’m worried and paranoid it might get banned too for I don’t know what reason.

If you are sure that you didn’t do anything that was outwith the T&C you can always appeal the ban : https://eu.battle.net/support/en/article/167147

Mistakes do happen with Blizard’s detection and if so they can usually be overturned which puts your account back in good standing.

But as Dottie says any form of automation isn’t allowed in the ToC even things like macro software or keyboards can be problematic.

I can’t be more certain. I’ve never had any warning threats suspensions or bans before, never even crossed my mind I could ever get one.
I did appeal, I got 2 automated replies after a week and 2 days and they closed my ticket down. Had to make a new one, just wish someone would actually look at my activity and see the truth.

The original question was answered already, and the forums is not the place to discuss your appeal.
