Joey Graziadei handed out his final rose on the season 28 finale of The Bachelor Monday night — and chose between Daisy Kent or Kelsey Anderson.

Well, sort of. The 28-year-old tennis pro from Royersford, Penn., introduced both ladies to his parents, went on final dates, looked at engagement rings and mulled his big decision throughout the three-hour finale. But he also shed some tears and laughed quite a lot.

"I'm just nervous... about it all working out," Joey told his mom in the promos for the finale.

After spending some time in Kelsey's hometown of New Orleans, Joey and Kelsey are planning to move to New York City.

“I've always wanted to live there and Joey is supporting me in that,” Kelsey shares in this week's issue of PEOPLE. “We're young and I think now is the time to live in a tiny, cramped apartment together and experience it. Even if we hate it, at least we can say we did it.”

"It's going to be fun," Joey says. "Anyone that knows me personally knows that beach, warm weather, all of that has been my vibe. I lived in Hawaii, but I've really come to love in New York from the time I spent there."

He adds: "I think it is the right time to do it, so we're excited.”

Joey Will Guest-Star on '9-1-1'

Did you think you'd seen the last of Joey Graziadei on ABC? Think again!

As PEOPLE revealed earlier this month, Bachelor Mansion will be making a special appearance on 9-1-1. And, in a special promo, it was revealed that Joey himself will be guest-starring in the April 4 episode of the hit drama.

“There's a really fun emergency, and it's not necessarily the biggest in terms of spectacle, but in the fifth episode of the season,” actor Oliver Stark told PEOPLE of the crossover episode. “I'm really excited for that just because I think it will be a good watch."

Newly engaged duo Joey and Kelsey opened up to PEOPLE about their plans now that they can finally be out in public together.

"I'm just excited to do life together and just run to the store together," Kelsey says. Their to-do list also includes dance classes and pottery classes.

"Don't forget about bowling!" Joey adds.

The pair are planning a "long engagement," Joey says, around two or three years.

“It's time now to enjoy this," he explains. "We have the rest of our lives to celebrate it. We're going to take it day by day and just enjoy this time.”

Joey also opens about how couples' counseling made "a world of difference" for him and Kelsey as they navigated the past few months.

“We communicate so much better when we're actually with each other in the same room," he says. Their time with a therapist "made a huge difference for us to not only be able to find better ways to communicate but also learn how each of us communicate differently.”

Jenn Tran Is the Bachelorette!

For real this time: Jenn Tran was officially declared the lead of season 21 of The Bachelorette, the first Asian-American Bachelorette in franchise history.

The 26-year-old is from New Jersey and is studying to be a physician's assistant.

"Yesterday, I was in the emergency room in my scrubs," Tran said after the previous Bachelorette, Charity Lawson, announced her.

"I'm looking for someone who has a really big personality," she said. "I'm all about having fun, I'm all about having that cheeky banter." She went on to share that she hopes to next be on the stage with Jesse Palmer with a ring on her finger and someone who is her "person."

Tran also spoke about representation and "being the main character in my own love story," and how honored she feels to be making Bachelor Nation history.

Besties Daisy and Kelsey Reunite

In a Bachelor Nation first, Kelsey came back out and joined Daisy on the couch. They held hands as Jesse Palmer asked about their conversation ahead of the final rose ceremony.

Kelsey admitted, "The last person that I expected to walk through my door was Daisy," but she's "glad" it happened and that no one went into their final moments filming the show facing a "curveball."

"Daisy is beautiful and amazing, and that will never take away from me being beautiful and amazing. I think two things can be true at the same time," Kelsey said. "I think a lot of times people think that this is a competition but it's not."

"That just means that there's an amazing man out there for Daisy and I'm so excited for you," Kelsey concluded.

Daisy responded, giggling, "I can't wait to watch you guys get married and everything."

After all that romance, one question still remained — and was not answered right away.

Daisy returned to the stage to answer a few more questions from Jesse Palmer and shared that she is not the new Bachelorette.

"I'm leaving this whole experience happier than when I came in, and that's because every single woman in the house," as well as the fans, the producers, the crew and everyone involved, Daisy said.

She later spoke about celebrating the one-year anniversary of her cochlear implant this week. "I'm healthy and I'm happy, and I haven't had those two things in a really long time, and so right now, I know it's a time for me to focus on the things I love and the people I love, and so, right now, no, I'm not ready, and that's okay, and I'm really proud of myself for realizing that."

Showing off her gorgeous 4-carat diamond ring from Neil Lane, Kelsey was all smiles as she talked about looking forward to doing things like going grocery shopping with Joey.

Joey also talked about saying "I love you" to only one person and at the very end. "Because this is it. This is it for me," he said.

Kelsey admitted she didn't find waiting to hear that very difficult because he was so reassuring and she believed his actions.

Kelsey also said she couldn't wait to watch the proposal back. "It's all a blur," she said.

Asked what he loves about Kelsey, Joey said, "She is a light. ... She gives energy fully, and I don't know how I'm going to have a boring day in my life with her."

"I definitely feel [my mother's] presence," Kelsey said. "I definitely think that she's smiling down on us right now."

Joey said he found Kelsey and Daisy's conversation "special," and added, "They were empowering each other."

After Joey said he hadn't spoken to Daisy since that fateful day, she was welcomed to the stage in a shimmering sequined halter gown and a big smile.

"I'm so happy for you, and all I ever wanted was for you to be happy," Daisy told Joey. "You two are two amazing people."

Jesse Palmer asked Daisy when she knew Joey wasn't going to pick her.

"I first realized when we were at the last rose ceremony when Rachel left," she said. "There was a moment and I saw you two look at each other," and she began to think she saw something.

Joey admitted he was "more aware of my words" during his final date with Daisy and said he appreciated the "love and understanding" she's given to him and Kelsey.

"Walking away was really hard, but sometimes the hard thing is the best thing," Daisy said. "It was the best thing for all of us."

Tears dry, Joey was excited to see Kelsey and tell her, "It is her, and I'm 100 percent in."

Dressed in bridal white, Kelsey made her way to Joey as if she were practicing heading down the aisle, already knowing Daisy had said her goodbyes to the Bachelor lead.

"I knew early on that there was something different about you, and I just wanted to learn more," Joey began as he held Kelsey's hands. "There is nothing difficult about choosing you, and I can't wait another minute to tell you that I love you."

He continued: "There is something about you. You have this infectious energy that makes me smile."

"You're my light," he added, before getting down on one knee and asking Kelsey to marry him.

"Yes," she said, crying.

Moments later, she accepted his final rose.

"I'm so happy," she said. "I don't know if I've ever been so happy in my life."

Daisy Arrives First — and Bows Out with Grace and Tears

Joey began by telling Daisy about their connection and how he know that she "understood" him.

But midspeech, Daisy smiled and cut him off. "I know that you came into my life for a reason," she said. "You showed me how important it is to know my worth."

She continued: "Falling in love with you has been so fun, and I do love you. But the thing is, you're not going to choose me."

Through tears, she added, "The last couple of days, I realized that you're not my person, and I know that you know I'm not your person. And as much as that hurts, I know you said you want the best for me, so I'm going to do what's best for me, and I'm going to go."

For a moment, the two cried together.

"You don't understand how special you truly are. It hurts so much that I know I have something special with someone else," Joey said. "This has been the hardest thing I've ever had to do because I know how much I'll miss you."

He added, "You deserve nothing but the best, and I really wish I was able to give it to you."

Joey offered to walk her out, and Daisy declined. "I think it's something I should do on my own."

"Daisy's the strongest woman I've ever met," Joey concluded.

Kelsey and Daisy Ride to the Finale Together

The ladies continued to shake up the franchise... by riding into their futures together. Kelsey and Daisy literally rode together on their way to see Joey at the final rose ceremony.

Dressed in a red gown, Daisy admitted that she needed to be "so strong, but I feel like I'm going to crumble. ... Love shouldn't feel like it hurts this much. I know what I need to do."

And, apparently, that was talk to Kelsey.

In an unprecedented moment for the franchise, the two final ladies, already dressed for the last rose ceremony, had a chat. Both were in tears.

"Don't be terrified," Daisy told Kelsey before asking how her week was.

Kelsey revealed that she felt "a lot of validation" by the end of her final date with Joey. Meanwhile, Daisy shared that she felt like something was "missing" on her last date.

"I love him and I care about him, but I'm really, really hurting," Daisy said. "It shouldn't feel this way. ... I really think it's Kelsey, but I'm not just going to walk away right now because what if it's not?"

The next morning, Joey reflected on the two ladies who remain as he met with Neil Lane to select an engagement ring.

"This is obviously an exciting day," Joey said. "I do have fears though, because the last time I was in that position, it didn't exactly go according to plan."

Meanwhile, both Kelsey and Daisy paced in their hotel rooms, feeling anxious.

"I wish I woke up feeling like it was the best day of my life," Daisy said.

For their final date, Kelsey and Joey had a spa day — and Joey feared kicking his pedicurist. It was a much, much lighter vibe than Joey's last date with Daisy.

"When I'm with Kelsey, I'm goofy, I'm funny, I just have a really good time," Joey said. "I let go a little bit more and don't take things so serious."

"I just feel like life with him could be so spectacular," Kelsey said in a confessional.

Amid Kelsey and Joey's giggles, Daisy looked back on her final date with Joey and admitted it wasn't sitting well with her. "I've put it all out there. I'm so ready to feel chosen," she said through her tears.

In the evening portion of Kelsey's date, she shared her fear at not being chosen, but he told her not to be afraid. "I don't want you feeling that way, I don't want you having doubt," he said.

"I want you to know just how much I love you," Kelsey said. "I want to be in your corner and I want to be your best friend and I want to support you. I want it to be you."

"Tonight went so great in so many ways," she said in a confessional. "I got so much reassurance."

Daisy Says Those 3 Little Words — and Reaches a Difficult Conclusion

"You don't know when love is going to happen," she told Joey in the evening portion of their date. "The truth is that I do love you, and I love you in a way that feels so natural and so uplifiting. And I'm always going to support you and I do. I love you. And when I'm with you I feel so good."

"That's so good to hear. It means so much," he said. He also spoke of "running out" of time.

But when he didn't give her much "validation," Daisy admitted she was terrified.

"I feel something's a little off," she said. "He's not talking about a potential future with us and I feel like he's being, like, measured and careful."

Later, she concluded, "If I'm being 100 percent honest, I don't think it's me."

Joey Subtly Expresses Doubt in His Final Date with Daisy: 'That Sucks'

Daisy felt "the most anxiety I've ever experienced" as she headed to her last date before the final rose ceremony, where she and Joey had a "spiritual experience" in Tulum.

During a "cleansing ceremony" to "heal our minds and heal our hearts," Daisy was frustrated not to get to talk to Joey about everything she was feeling.

"I definitely want to tell him that I love him. That I love him and it hurts," she said. When a producer asked what about it "hurts," she said, "That he's not sure of me."

As they declared their hopes as part of the ritual, Daisy said her desire was to "keep learning about" Joey, while he said, "My desire is for both of us to find true happiness, whether that's with each other or just in general."

It... didn't exactly sound like the reassurance Daisy was looking for. And Daisy heard it too.

"I feel like it might not be us because I'm used to not being chosen," Daisy concluded. "That sucks."

Before introducing Kelsey to his family, he told them she has "a light that's just different."

"I do feel the weight of how significant this is, meeting his family," Kelsey said in a confessional. "It's a little intimidating," she said, adding, "I do know how amazing Daisy is," and shared her fear about them being compared to each other.

Joey and Kelsey, who had their one-on-one date in Ronda, Spain, began the visit by telling the Graziadeis about their journey together.

"I got to tell Joey a little bit more about my family," Kelsey said, tearing up. "I lost my mom a couple years ago, and my mom meant so much to me. I know she would love Joey. He's got the best heart."

Kathy was immediately impressed: "The emotional connection the two of them had was very obvious right from the get-go," she said.

After Carly and Ellie's conversation with Kelsey, Carly wasn't quite as confident when Kelsey wasn't able to say with certainty that she was ready to marry Joey. "It does get me a little scared," Joey responded to that.

In her private chats with both Kathy and Nick, Kelsey did not hesitate to talk about how "amazing" Daisy is, and though she really hopes Joey chooses her, she would be happy for him and her good friend.

"The way you look at him is special," Kathy told her.

In a confessional, Kathy concluded, "I think he's gonna have a challenge to try to figure out where his heart's leading him."

Daisy was all smiles as she stepped out of the car before meeting Joey's parents, Nick and Kathy, and sisters Carly and Ellie.

"Going into meet them, I just have to be open and honest and let them see who I am, " Daisy said in a confessional. "I think my biggest fear is that they won't be able to see me completely for who I am and they won't understand why me and Joey are so good together. I really need today to go well."

Upon meeting the clan, Daisy shared her health story and got emotional: "Honestly this whole experience, it has changed my life and that's because of him and who he is, and I know that's about the people who love him, so I just want to say thank you."

Joey's sister Ellie was sold and said they seemed "like two people who are in love with each other."

Daisy then shared with Joey's sisters how in love she is with Joey — but also how scary it is knowing that there's another woman in the picture. They then told Joey that she was really sweet and that they seem very "compatible."

When Joey expressed concerns that Daisy was holding back, Ellie and Carly assured him that she was "all-in."

And she is: Daisy then told Joey's mother that she's "so confident" in her feelings for him and the future they could have together.

"I would be honored to have you as a daughter-in-law," Kathy said, getting choked up.

"After meeting Joey's family, I'm feeling excited, nervous, anxious, happy, sad," Daisy concluded.

The episode kicked off with the now-iconic shot of Joey on the final day in tears... and then cut to host Jesse Palmer in the studio, surrounded by fans and Bachelor Nation alumni.

It's a big day, Palmer noted: Today, March 25, marks the 22nd anniversary of the series premiere of The Bachelor. What a journey!

"I've been intrigued by Kelsey from night one," he said.
