So, I've played RE1R, RE2R, RE3R, RE4R, REV, RE5, REV2, RE6, RE7 and RE8.
After playing every games, I can't quite remember what every organization does what, such has when they were created, deleted and their purposes. I'll list each one (even the ones I think I know) :
Umbrella, Neo-Umbrella, Blue Umbrella, Veltro, Veltro II, BSAA, FBC and I think that it?

From a legal standpoint Blue Umbrella is just Umbrella USA kept on a leash. And I think you meant "Il Veltro" instead of "Veltro II"; unless you're referring to the fake Veltro.
That said?
"The Family" is that American fraternal organisation dating back to the early colonisation of the Colony of Massachusetts Bay or even earlier. Neo-Umbrella broke off from them but is acting separately. Their main appearance is RE6 of course.
Tricell is a rival of Umbrella that took its position as the lead bioweapons developer in the 2000s. They collapsed after their deal with Wesker was exposed. Main appearance is RE5.
"The Connections" is a group funded by Umbrella co-founder Brandon Bailey, but they've only had a minor involvement in the events of RE7 and RE Village.
"The Organisation" is the group Wesker joined after RE1. We don't know its real name since it was left in the concept art stage. Their paramilitary force is called HCF though. They're in CODE:Veronica.
Sacred Snakes - a drug trafficking group buying BOWs in South America; appears in Darkside Chronicles.
Los Iluminados - either a criminal enterprise pretending to be a cult, or a cult with a criminal enterprise depending on if you like OG RE4 or REmake RE4.
AGUA - A business front for Glenn Arias' criminal enterprise in Vendetta/Death Island.
WP Corporation -- a rival to Umbrella in 'Degeneration'.
After that it's various military and paramilitary groups. Edonia's ELF is using BOWs in RE6, the Eastern Slav rebels do the same in Damnation. There's an Islamist terrorist group in RE5 sponsored by Tricell.
FBC was the Federal Bioterrorism Commission. Think of them as a proto-BSAA. They were disbanded after the head of the FBC was found to be conspiring with Il Veltro to stage acts of bioterrorism that only the FBC would be allowed to respond to in order to secure more funding for the organization. All of their resources and agents were shifted over to the BSAA.
