best outlander?
I was curious what is the best outlander for a T.E.D.D.Y build late game? Currently I'm using fragment flurry jess

Not sure if best, but I use enforcer grizzly. With a good load out it’s almost unlimited teddy with no cooldown. Here’s my load out:
Enforcer grizzly lead / Fragment flurry Jess / Trailblazer Jess / Ventura Ramirez / Breakbeat wildcat / Survivalist jonesy

Just out of curiosity, can I ask why you have breakbeat wildcat in there?
Increases damage and attack speed after 10 kills in support shes good in all loudouts
If a build is purely for TEDDY than no, because I’m pretty sure TEDDY isn’t affected by rockin riff. Otherwise yes.
T.E.D.D.Y. damage is affected by Rockin' Riff. Also works with Goin' Commando. I have not tested any other abilitites to prove to myself it works on all abilities but I would assume it does.
Sorry for the late reply but I just jumped in game to double check T.E.D.D.Y. after remembering this comment and Rockin' Riff is definitely buffing it.
The description of Rockin' Riff just says 'damage' and does not specify any particular kind of damage like most perks do, so I am operating under the idea that it buffs everything. I suppose I ought to take a look at hover turrets...
Staredown Southie does big damage and seems viable in high PL missions.
First of all theres no «best Teddy loadout»
Second of all, Teddy isnt really that strong in the late game (124 zones and higher ish). It simply just dosent do enough damage, Even with a proper build.
If you insist on using a Teddy loadout in the endgame, u would probably have to use cyberclops as the commander, cuz he makes your Teddy deal energy damage. Trailblazer jess/quinn is also a good option
Here are some good support heroes for a Teddy loadout: Fragment Flurry jess, gumshoe, enforcer grizzly, ventura ramirez, staredown southie, Jilly teacup, trailblazer quinn/jess( if you dont have her as commander). You can pick and choose with a Teddy loadout with which heroes you think are the best for what youre doing ( if you use gumshoe, you should always have fragment Flurry in there aswell).

i think the best outlander is fossil southie, but it takes a few dino hero's and clip and arch jess
For a Teddy build in late game? Imo? Cyberclops with rotating support that includes laster Teddy eyes, Teacup Jilly, the Teddy tile extender chick and/or the Teddy duration perk 😁
Trailblazer quinn, enforcer grizzly, or cyberclopse. Trailblazer is the one i use, i feel it is the best for actively using abilities. Enforcers teddy has a longer duration so that’s good plus he doesn’t have shock tower so if you pick up a charge fragment you don’t accidentally waste it on shock tower which does a lot less damage then teddy. Cyberclopse is top tier too but i never use him because i like having phase shift if i am using an outlander. Oh yea and bettlejess too especially with the hemlock and/or mythic pistol.
I use fragment flurry Jess since she also has shock tower which is amazing and her fragment generation basically means you will almost always tons of fragments
Leader-fragment flurry Jess (fragment generation 13k)
Happy holidays (cooldown by 40%)
Ventura Ramirez (overbearing) increases range by two tiles and up to 40% dmg at max range
Old glory a.c. ( impossibility matrix) spending a charge fragment reduces teddy and shock tower cooldown by 10%
Trailblazer Quinn (bearserker) increases teddy dmg by 30%
Staredown Southfield (bear stare) teddy fires lasers every two seconds dealing 23 energy dmg. I use this cause i like the dmg but also it targets the little mist monsters that has a wide shield. Nothing more annoying than smasher with shield imo
Gumshoe Gumshoe (pressing charges) increases dmg by 30% of fragment abilities.
As you see this is a combat only build for teddy and shock tower with dependence on charges with increases in overall range. Without charge 9 sec for teddy and 6 with. Shock tower has an immediate use basically with charge and dmg overall is pretty good with ways to avoid being swarmed especially in late game since bear is rarely enough to stop a swarm
Edit: guess you could change out staredown with jingle Jess to increase teddy by 4 seconds and have 2 second cooldown with charge or willow to increase ability damage by 37.5% depending on how low you health is
