Probably poor planning up here in New Jersey I went to a Tom Kean event and the first people I met were State Troopers other events Police are present. Maybe that is the answer

I was going to say this happened again??? This is the same event that Whistler kept doing it until they ended the presser. Why no one grabbed that dude and made him choke on the whistle is surprising.
