Is the Malecon open for strolling? Public (free) beaches? Just curious, because I'd like to come, but have a budget trip.

Yes. Open but be careful as we are a hotspot for C19. It’s like Covid never happened but 90% of businesses are doing a great job of following protocols. Stay safe.

the Malecon is a great place for a stroll .... some more shops North of the Rosita along Avenida Mexico, the sidewalks are, for the most part, wide enough to be able to maintain social distanceing ... easy stroll for about a dozen blocks or so then cross over and do the return towards the Malecon

Beaches in Theory are all open to the general public ... Most just pick a beach side restaurant and spend a few bucks as you get to use their Loungers and Umbrellas .... We have a collapsible thermos type bag that fits a few beers and some mixed drink .... Budget means that you'll sit on a blanket/towel rather than rent a chair and umbrella? ... there are a few spots that have shade .. Idunno, it's do-able .... We rented chairs once and after this we bought Chairs and an Umbrella which we leave with a friend ...

There are still some good deals to be had for acceptable accommodations ... I can give you some advice in that regards if you are so interested ... here or start a new thread .... Send a PM if you wish

In normal times I advise people on a budget to check out the Street Tacos ... Maybe someone might chime in about this that actually are in PV ... I have no idea if they are even allowed to be open

Yes all free, keep in mind the malecon is taped off in some areas of it.

Masks are mandated for public use. So yes outdoors walking. Is it enforced? hmm.

Be safe and wear the mask! Social distance and keep your guard up for health safety precautions.

Re: masks. We have spent all our time in the areas northwest of downtown, but we have found that there is pretty reasonable compliance in public areas. If you are walking along with your family and nobody is within 20 feet of you, you can get away with slipping your mask down below your nose, but it should be visible around your neck so that you can slip it back up over your nose if someone not in your social-distancing group comes by. Btw, when I say "get away with", I mean, socially acceptable. Enforcement by police has to be focussed on flagrant violations (large and/or unruly gatherings)
