Kelsey was born under the name Kelsey Asbille Chow on September 9, 1991. Chow has a Chinese father, Jim Chow, and an American mother named Jean Chow. Her father is the son of a Chinese immigrant couple, and her mother descends from White and Indigenous American ethnicity.

Kelsey states that she wishes to speak Mandarin Chinese fluently and adequately. She also wants to know all the traditional Chinese characters by heart. Chow has two younger siblings – a sister, who is eight years younger than her, and a brother, who is two years younger than Kelsey.
