Joseph R. Bianco (March 19, 1914 – March 3, 2000) was an American politician who served as the twenty fourth and twenty eighth Mayor of North Adams, Massachusetts.

Plan D Mayor 1958-1959[]

In his 1958 to 1959 term, Bianco was elected, by his fellow city council members, to the Mayoralty which was set up under Massachusetts, Plan D. A Plan D Mayor is a weak or ceremonial Mayor.

Plan A Mayor 1970-1977[]

In his 1970–1977 term, Bianco was elected by the city's to the Mayoralty which had recently been set up under the Massachusetts Plan A of government. A Plan A Mayor is a strong executive Mayor.
