Jill Donnelly, MPH serves as Managing Principal of Medicaid Programs on Aurrera’s Integrated Care team. Jill has worked with states, counties, and managed care plans to develop, implement, and project manage new programs, support TA efforts, and evaluate outcomes.

In her current role, Jill supports California’s efforts to transition Whole Person Care counties, Medicaid health plans, and community providers to the new Enhanced Care Management (ECM) and Community Supports (CS) initiatives under CalAIM. She also consults on initiatives related to the behavioral health delivery system improvement in California’s Medicaid (Medi-Cal) Program. Jill leads Aurrera’s provider and county-focused workstreams focused on building statewide capacity and readiness for CalAIM.

Prior to joining Aurrera Health Group, Jill served as a Program Director at Anthem Blue Cross, responsible for the implementation of the California Health Homes Program in six counties and the Palliative Care Program statewide. She built and maintained a diverse provider network and coordinated closely with stakeholders to ensure that eligible members received high quality services. Prior to working at Anthem, she was on the Strategic Planning team at the Los Angeles-based public health plan, L.A. Care.

Jill holds a master’s degree in public health policy from the University of California, Los Angeles, and an undergraduate degree from Oberlin College. In her spare time, she enjoys performing improv comedy and baking with her son.
