howardform;

Where in the article that you linked to, does it say "Canada likely to open border in July" or words to that effect?

NOWHERE!

Actually, it states...

“There is a lack of urgency on the Canadian side for planning for the inevitable reopening of the border, [...] and so far, Canada has been slow to make any public progress,”

Again, it does NOT say that the border will open in July.

Actually, it states the opposite...

"... it's unlikely the new rule for fully vaccinated travelers would be enacted before July."

Before July means before July. Not sure how that says the opposite of in July.

They dont want to just open it, The businesses in places like Niagara Falls really need the border open, However there still is a pandemic open, so they want to make sure there are tourists who are double vaxxed, they are trying to figure out how to wean out the vaxxed only tourists and let them in

Businesses in places like Niagara Falls have been under stay-at-home and other closing restrictions off and on for the past 6 - 8 months. That's part of the reason they are suffering. Now those restrictions are beginning to lift, so they will have home-grown tourists back again. And even if the borders should open in the near future, each province has its own re-opening plan, which include mask-wearing, restrictions on gatherings and activities. So it isn't as though US tourists can flock across the border and expect to find places wide open as they used to be. And visitors will be expected to respect the rules and regulations in this country.
