few miles the road suddenly dips, and signs warn against driving into standing water when the unexpected rain gushes out from desert ravines, and swiftly washes over the narrow two-lane road.

Visitors run out of American highway just as the 30-foot-high border wall comes into view, looming in the distance as if it was an art installation by the late artist Christo. There the pavement ends in the almost abandoned and tiny border town of Sasabe, where a two-mile

dirt road wanders off to the ranch. After the ranch had been closed for a few years, Russell True and his partners purchased it in 2015. “The ranch well might be home to more Arizona history than anywhere else,” True has said. “We bought it to save it.” The history he refers to possibly begins as long ago as the year 300 AD when the ranch site was a village for Tohocom O’Odham Indians, who viewed the nearby 7730-foot Baboquivari Mountains

as the home of the God of Creation. The ranch name “Osa” translates to bear in Spanish and was derived from the bears that once roamed the rugged hills in the area. “The earliest record of the ranch being called Rancho de la Osa dates to 1846,” says Paul Bear, coowner of the ranch who has studied the history of the area for six years. By the early 1700s the primitive village had become Spanish territory, and the settlement attracted the Jesuit missionaries who established a mission outpost, convenient for

converting the indigenous people to Christianity.

Widely recognized as the longest continually used building in Arizona, today the 1722 mission building serves as the cantina for the ranch. Now it is where guests are served hors d’ oeuvres before dinner. After supper, guests “saddle up to the bar” on well-worn saddles creatively adapted to barstools or listen to once-a-week cowboy poetry readings. With Mexican independence from Spain granted in 1821, the ranch was in Mexico until the Gadsden Purchase of 1854 when the property became part of the United States. Then, in the late1800s the ranch was bought by cattle baron Colonel William Sturgis.

In 1889 Sturgis finished building the long, pink Territorial style, adobe hacienda, or “great house,” also still in use today as a dining hall, library, coffee bar and check-in office. Several skirmishes were fought just outside the ranch, says Bear. In 1915 the ranch served as an attractive target for Pancho Villa when his troops raided the isolated desert property looking for supplies. played in a cabinet in the hacienda, Local folklore is that the graves outlined in stone at the primitive cemetery perched atop a high hill at the ranch are the final resting place of unknown men who died in the battle. “It is known for certain the hacienda served as a hospital, Bear says. “There are newspaper accounts report about one skirmish where people were watching from the front porch of the hacienda,” Bear says.

In 1924 Louisa Wetherill, a Navajo historian and archeologist came to the area investigating a theory that several Navajo clans had migrated southward in pre-Columbian times. She did not find the lost tribe but discovered the perfect location and existing buildings needed to build a guest ranch. Soon after, she and her husband opened Rancho de la Osa. Dick Jenkins, Chairman of the Arizona Democrat Party, purchased the ranch in 1937, and hosted several politicians including President Lyndon B. Johnson and Vice President Hubert Humphrey. John Wayne and Cesar Romero were among the many celebrity guests who visited. “During the silent film era more than 20 movies were filmed in the area,” Bear says. “Some of the buildings at the ranch are identifiable. One of the more popular movies was Light of the Western Sky. It was remade two more times in the 1940s and 1950s and was based on a Zane Grey novel of the

Today each guest records their own history and memories on a cell phone while participating in activities that include daily horseback rides based on a guest’s level of experience. Ranch wranglers also use the ranch’s herd of Criollo cattle to teach interested guests how to work cattle on horseback. The cows are the descendants of those brought to the area by Spanish explorers.

Other activities include sport shooting, archery, and fat tire electric bicycle rides through the desert. Guided five-person utility terrain vehicle (UTV) rides take guests to the nearby primitive yellow stone ruins of an early 1900s transfer station where ranchers came for supplies. In a creek bed a few steps away from the ruins, a large, smooth stone displays the petrographs of Native Americans that may date somewhere between 300 and 1500. Another guided UTV journey drives guests alongside the border wall to the lonely spot where it ends, and guests can walk back and forth across the invisible boundary. The adjoining 117,000-acre Buenos Aires National Wildlife Refuge, also nestled against the border with Mexico, offers miles of hiking trails and overlooks for wildlife sightings such as javelina and herds of pronghorn sheep, or the 325 species of

birds that have been seen in the refuge.

Another indication of the remoteness of the ranch is visible at the refuge visitor center which displays a full-size likeness of a jaguar killed by a poacher. Very rarely seen in the area, the cat has a body length of up to 6 feet and a weight of as much as 200 pounds and is the largest cat species in the Americas. Its distinctively marked coat features pale yellow to tan colored fur covered by spots that transition to rosettes on the sides.

“They wander over from Northern Mexico, but this is as far as they get in the United States,” says Hanna Pierce, the wildlife refuge specialist. “We also have coatimundi here,” she says. ”It is a mammal the size of a large house cat, has a ringed tail, and hangs out in trees.” Back at the ranch, lucky guests may spot the resident great horned owls or find themselves staring face to face with free-range cattle that have wandered onto the property.

At dusk, a sprinkling of clouds forewarns the sky will soon change into a spectacular fire red and pink sunset, before changing into a ceiling of brilliant stars against a pitchblack sky. The perfect place to enjoy the views is the large, heated swimming pool surrounded by a high adobe wall adjacent to the cantina.

One evening the old farmer decided to go down to the pond, as he hadn't been there for a while, and look it over. He grabbed a five-gallon bucket to bring back some fruit.

In addition to the ranch history and activities, another part of the allure is simply how it is laid out around a spacious acre courtyard where huge eucalyptus trees and an occasional cactus grow. The hacienda and cantina occupy one side of the courtyard, while two long adobe buildings of guest rooms radiate down from the hacienda on either side.

The building housing the guest rooms on the west side of the courtyard had several uses in the late 1880s. “That string of guest rooms once housed a Mexican customs station and a chapel, while the remainder of the rooms were used as barracks for the Mexican army to help protect the ranch from attacks by Apache Indians,” Bear says. “This was before Arizona became a state in 1912 and the ranch was thought to be in Mexico. In fact, the boundary was thought to be 12 miles north of the ranch. There was quite an uproar when it was discovered Mexican troops had been stationed on the ranch and on American soil.” Vivid colors are everywhere, from the faded blue doors and pink adobe walls of the hacienda, to the turquoise, blue and greens of the chairs in front of each guest room, and the posts supporting the canopy over the entry into each room.

Guests park their cars behind their rooms, leaving the courtyard appearing as if it remains a working ranch from the 1800s. The sensation is that at any time a Pony Express rider might gallop into the ranch, or a posse might appear following the trail of an outlaw. Across the courtyard and directly opposite the hacienda behind an assortment of horse trailers is the wrangler’s bunkhouse. The back door of each wrangler’s room opens directly onto numerous horse corrals where the 50 horses and mules used for trail rides are penned.

The men and women wranglers who take guests on horseback rides are an enjoyable part of the dude ranch experience at Rancho de la Osa. As a group they are described by head wrangler and livestock manager Ross Knox as “cowboys and cowgirls to the bone.” Knox himself is a prime example. “I call him ‘the legend,’” Bear says.

“Not too long ago I did not do much talking, unless you were a cow or a horse,” the bow legged 62-year-old Knox says, sitting in a leather chair in front of a fireplace wearing a wide brim black cowboy hat, leather vest and black kerchief wrapped around his neck. A thick, droopy, walrus mustache cascades over his lips. “My first memory of horses was my first memory,” he says.

5th District Supervisor Jim Desmond Protests Against Sexually Violent Predators Being Dumped in Diego County: “San Diego County is becoming the dumping ground for the worst of the Knox had plenty of time to talk to animals during the years he led a string of mules loaded with supplies to Phantom Ranch at the bottom of the Grand Canyon, making the four-hour round-trip trek every other day for 15 years. His poems range from tales about an ugly, one-eyed horse who could find more cattle than any two-eyed horse, to a poem about watching the Northern Lights laying on a bedroll in Yosemite National Park while watching over a herd of pack

mules. Another is about a horse that died from a broken heart after being sold by its owner. Knox is, in fact, a legend in his own time. He has won the World Mule Packing Championship twice, packing four mules in record time with a pile of miscellaneous items that Ross says could fill a semitruck trailer. In 2019 he became one of only eight cowboys enshrined on the Working Ranch Cowboy Association Wall of Legends in honor of his life on the range.

Palomar Health to build 120-bed behavioral health hospital in Escondido

Palomar Health will work with Kindred Healthcare, one of the nation’s largest specialty hospital operators, to build a 120-bed behavioral health hospital on its Escondido medical campus, more than replacing the 22-bed inpatient unit that it closed in 2020.

The project represents a significant improvement for the region’s mental health treatment capacity, which has worn thinnest in North San Diego County with facility closures or suspensions forcing many patients to travel south to more centrally located hospitals that are already heavily used.

According to a statement jointly released by Palomar and Kindred Thursday, the facility will cost $100 million to construct, is anticipated to open in 2024 and will encompass 90,000 square feet in three stories. The facility is expected to employ about 200 people.

Dr. Luke Bergmann, director of the county’s director of behavioral health said, “I absolutely wholeheartedly applaud Palomar’s commitment to doing behavioral health care, to making behavioral health part of what they as a mainstream health system address.” Diane Hansen, Palomar’s chief executive officer, said in a written statement that the project should have wide-ranging effects.

“This partnership helps us reimagine behavioral health and offer support to so many people who need it, which is very important to us and our community.” Oceanside police to get $587,000 to equip patrol cars with video cameras

The Oceanside Police Department will get $587,000 in federal money to equip its patrol cars with forward-mounted dashboard video cameras and back seat video monitor, announced Monday.

“This project enhances the existing body-worn camera system utilized by the Police Department, expanding the number of perspectives on an incident where police action occurs,” states a news release from the office of Rep. Mike Levin, DSan Juan. The vehicle-mounted cameras are designed to interact automatically with all nearby body-worn cameras when the officer driving the police car takes certain actions. The system is intended to limit human error in times of stress and ensure police policy is followed, the release states. Police administrators have said the cameras increase transparency and accountability within the department, and help keep the community safe.

Our very first client when we bought The Paper 23 years ago was The Computer Factory in San Marcos, headed up by Paul and Nome Van Middlesworth. They have also become close friends.

Sadly, Paul is hurting right now as he is recovering from knee replacement surgery. He has his walker and his meds, though, to his credit, he is trying to avoid meds whenever possible (at least the opioid type of medication. Neither he nor I are fond of opioids and try to avoid them whenever possible.) Pretty much running the show now is Nome, his lovely red-headed wife, along with ace computer guru, Derek. Being a stubborn Marine, Paul still comes into the office though his doctor would prefer he stay at home and rest . . but,

A couple months from now Paul will have his other knee replaced and then he will be as fit as he was when he was 20 years old. I plan on challenging him to a foot race for one city block. Of course, seeing as how I am much older than he is and just a little out of shape, I think it only fair that I be given at least a half-flock head start. •••• As I write this my partner in crime for the past 23 years, Evelyn Madison, is on her way home to San Diego County from Oklahoma where she has been for the past 30 days. She has family in Oklahoma, one of whom has some serious health issues and Evelyn wanted to visit him as well as other family members and to just get away from the office and the demands of her job. We’ve been trying to do Evelyn’s job as well as our own and that’s when you begin to realize why Evelyn will stay up till 1 and 2am, working on The Paper and its never ending paperwork. No wonder she is burned out. No way can her job be done on a five day, 40 hour work week!

It will be good to have her back and I hope we haven’t messed up too badly and she can get us back to a nice, orderly, well-run weekly newspaper. Knowing how well organized she is I reckon she’ll

Sometimes you don’t realize how important an individual is to an organization until you try to do their job. We tried to cover her desk, both Lisa Scarpello, our Art Director, and myself . . .but no one can really do the job the way she does. I always knew how important she was to me and The Paper. That has just been re-emphasized by trying to do her job while she was on sabbatical. I remember when we first bought The Paper I asked Evelyn if she might be able to help with paperwork “for a few days.”

That was 23 years ago . . and she’s still at it. (Though she has been talking about retiring). Welcome home, Pokey! (One of my many nicknames for her). •••• In addition to being our STARwriter, our Friedrich Gomez has another mission in life. Looking after Mary, my ex-wife.

term memory is quite bad but her long term memory, particularly when Friedrich is with her, is amazing.

Friedrich works some kind of magic with Mary and she becomes “the teacher” and Friedrich becomes “the student.” She takes Friedrich back to her days in Scotland and shares with him poems from Robbie Burns, old Scots songs, legends, and descriptions of various cities in Scotland. She believes Friedrich is a girl (he wears his hair very long) and Friedrich does not correct her. He just goes along for the ride. Together, they are a magic couple. Laughing, reciting poetry, singing songs, and discussing the Davis family history as well.

I am so grateful for Friedrich Gomez, not only for his amazing writing and storytelling ability, but for the loving care he gives Mary. He brings out the best in her and, for a brief time, usually two or three hours, that they are together, the dementia seems to fly away. She looks forward to her weekly visits from Friedrich, as do I. His visits also gives me a couple of hours where I can rest, relax, attend an event or two, and not have to worry about looking after Mary 24/7. Friedrich is there. Friedrich is very special, to me, to Mary, to Evelyn, to our readers.

“Abortion is only a small part of what they do, and we do support that, but it was also the much broader range of services that they provide,” Jacobs said. Roe v. Wade, he added, would have provided motivation if the decision (to donate) had not already been made.

“If you asked whether, in our own minds, we would do it again because of the ruling, I would say yes,” Jacobs said.

Planned Parenthood will use the Jacobs’ gift to expand beyond its 19 existing centers of which the new 17,000-square foot Jacobs location in Kearny Mesa is the largest, hosting the Grant Rose Wilson Training Center, its first location dedicated to training reproductive health care providers. Despite this, our Housing Strike Force has received numerous reports that some landlords in California are trying to remove tenants illegally — without a court order — by changing the locks, shutting off power, or removing personal property. These so-called "self-help" evictions are illegal. Equity for Tribal Firefighters

Tribal fire departments are an integral part of California’s wildfire defense. The growing cooperation between Cal Fire, and local and tribal fire departments throughout California is testimony to the dedication of our first responders who safeguard our lives and our homes every day.

San Diego County has 18 Indian Reservations, more than any other county in the nation. Six of those lie within the current boundaries of the 75th Assembly District, which I represent in Sacramento. Due to redistricting, the boundaries of the 75th District are expanding to include most of East San Diego County, including all the Indian reservations within the County’s borders. Many of these tribal governments have established fire departments dedicated to serving not only their home jurisdictions, but surrounding communities as well. California’s mutual aid firefighting system ensures that tribal fire agencies stand sideby-side with state and local fire departments during wildfire emergencies. Many tribal fire departments report that a large number of their emergency calls involve incidents off the reservation. Obviously, firefighters employed by tribal fire departments deserve the same survivor benefits families of other first responders enjoy. Unfortunately, this hasn’t been the case.

fire departments have not been included. My bill, AB 2661, fixes that by ensuring that tribal firefighters’ families will also be eligible for scholarships. The bill is supported by the California Forestry Association, and tribal governments, including the Rincon Band of Luiseño Indians. AB 2661 passed the Legislature without opposition, and was signed into law by the Governor July 1st.

Tribal firefighters, along with their firefighting brethren throughout California, always answer the call when the alarm sounds. Passage of AB 2661 is a big step in the right direction. Assemblymember Marie Waldron, RValley Center, represents the 75th Assembly District in the California Legislature, which includes the communities of Bonsall, Escondido, Fallbrook, Hidden Meadows, Pala, Palomar Mountain, Pauma Valley, Rainbow, San Marcos, Temecula, Valley Center and Vista.

Say “No” to Sexually Violent Predators

Last year, I led the effort at the Board of Supervisors to oppose any further placements of Sexually Violent Predators in San Diego County until local jurisdictions have a seat at the table with full veto authority. This vote passed unanimously, with all Board members agreeing that San Diego County should have local control when it comes to the placement of Sexually Violent Predators. Yet, here we are again. The State of California and Liberty Healthcare disregarded the County of San Diego's vote and once again are looking at placing a Sexually Violent Predator in our region. This time the proposed placement is in Borrego Springs. In fact they’re looking at putting two sexually violent predators in the desert community. The last time it was proposed for Rancho Bernardo. Who knows where it will be next? That is why we must stop all placements in San Diego County.

These aren't individuals who made a mistake and are rehabilitated. A sexually violent predator is defined as an individual who has been convicted of a sexually violent offense against one or more victims and has

a diagnosed mental disorder that makes the person a danger to the health and safety of others.

The process must change, as I believe sexually violent predators should be housed in trailers on state prison grounds, away from neighborhoods and near law enforcement and other resources suitable for criminals with these extreme conditions.

We should not allow Sexually Violent Predators to live in our rural communities with families, schools, and hiking trails present. I will do everything thing I can to stop this from happening, but I’ll need your help speaking out against this too!

Q: My husband and I were scheduled to take the Amtrak Auto Train from Sanford, Fla., to Washington, D.C., two years ago. We received a surprising text message at noon the day before departure that our train was canceled because of a “service disruption” and that there was no other transportation available. The message advised me to call Amtrak right away to reschedule. When I called, a representative told me the next available train was three days later.

We could not wait three days. It was a confusing time. People across the country were scared because of the pandemic. Hotels and restaurants were closing and the governor of Florida was telling visitors to go home. We decided to follow the governor’s instructions, and we drove 1,500 miles to Massachusetts. When we got home, I called Amtrak and requested a refund. An Amtrak representative told me I could not have a cash credit, but offered a voucher for travel within two years. Amtrak then sent me the travel credit, also identified on the paper as a voucher code and voucher value. I am elderly and have health concerns, so a travel credit or voucher is of no help. I am requesting a refund. Is there anything you can do to get a $834 refund for us? -Cynthia Donahue, Bedford, Mass.

A: I think Amtrak may have overlooked something with your ticket. According to the rail carrier, if it cancels your train, your fare is refundable. That's an industry-wide practice by the way -- even airlines offer full refunds when they cancel flights. You should have had an option to receive either a voucher or a refund. But as you said, it was a confusing time. Two years ago, we were at the beginning of the pandemic. Travel companies were desperately trying to save cash. It wasn't unusual to find airlines or hotels trying to force customers into accepting a nonrefundable, voucher with a defined expiration date. I wasn't there when Amtrak canceled your train and I don't know the exact circumstances, but it looks like that might have been what happened to you and your husband.

By the way, you seem to have done everything right. The Auto Train is a terrific way to save time and do something good for the environment. You also followed the directions of local authorities and returned home at the outset of the pandemic instead of staying in Florida a moment longer.

If you didn't like the way Amtrak handled your ticket credit, you could have reached out to one of the Amtrak executives I list on my consumer advocacy site, Elliott.org. Another option: File a dispute on your credit card under

the Fair Credit Billing Act. But you have to act fast. You have 60 days to dispute the charges, so at this point, that option is off the table. I contacted Amtrak on your behalf. It offered you a full refund for your tickets, which you gratefully accepted.

Q: I booked two nights at the Ashtree House Hotel in Paisley, Scotland, through Expedia. I paid Expedia for the first night and the hotel directly for the second night. I had to cancel my reservation. Expedia refunded the first night but the hotel will not respond to my requests for a refund. I've emailed several times and phoned the hotel twice. Expedia says it can't help me and recommends that I leave a bad review for the hotel. Can you help me get my $103 back? -- Sheila Mackay, Victoria, Canada

A: Leave a bad review? Seriously? I don't know how that's going to get your $103 back, but I guess you'll feel a little better about losing the money. But no, there has to be a better way. I reviewed your itinerary and there's no indication that your stay was nonrefundable. Rather, it says cancellations or changes made after 11:59 p.m. two days before your arrival or no-shows are subject go a property fee equal to 100 percent of the total amount paid for the reservation. In other words, you would still have to pay the hotel. But you canceled your hotel stay two months before your arrival, well before the two day cutoff.

To complicate matters, the hotel won't respond to your inquiries. It simply charged your card and then kept your money, according to your records. You were correct to contact the hotel, but I think you might have applied more pressure to Expedia. After all, the online agency made your reservation and took a commission from the hotel. It bears some responsibility for this mess. I list the names, numbers and email addresses of the Expedia customer service executives on my consumer advocacy site, Elliott.org.

When I contacted Expedia, it initially claimed it had already refunded your hotel stay. It asked you to check your records, saying that you may have missed the refund because of the dollars-to-pound conversion rate. You checked your credit card and, as you expected, found a refund for only the first night.

The Tea Pot Dome Scandal

Back when there was relatively small demand for oil, which sold for pennies on the dollar there was skullduggery in Washington, D.C., and California, which has echoed down through the decades from a century ago right up to 2015 – the Teapot Dome Scandal.

Teapot Dome Rock The Teapot Dome scandal was a case of 1921-23 bribery involving the administration of President Warren G. Harding. Secretary of the Interior Albert Bacon Fall had leased Navy petroleum reserves at Teapot Dome in Wyoming, as well as two locations in California to private oil companies at low rates without competitive bidding. The leases were the subject of a U.S. Senate hearing. Secretary Fall was convicted of accepting bribes from the oil companies and became the first cabinet member to go to prison. Ironically no one was convicted of paying the bribes. Before Watergate, Teapot Dome was regarded the "greatest and most sensational scandal in American politics." It irrevocably damaged the reputation of the Harding administration, Congress subsequently passed legislation, enduring to this day, giving subpoena power to the House and Senate for review of tax records of any U.S. citizen regardless of elected or appointed position. In the early 20th century, the U.S. Navy’s ships were primarily powered by fuel oil. To ensure the Navy would always have enough fuel available in case of war, President William Howard Taft designated several oil-producing areas as “naval oil reserves.” In 1921, President Harding issued an executive order that transferred control of the Teapot Dome Oil Field in Natrona County, Wyoming, as well as the Elk Hills and Buena Vista oil fields in Kern County, California from the Navy to the Department of the Interior. In 1922 Interior Secretary Fall persuaded Navy Secretary Edwin C. Denby to transfer control.

Later that year Secretary Fall leased the oil production rights at Teapot Dome to Harry F. Sinclair of Mammoth Oil, a subsidiary of Sinclair Oil Corporation. Fall Secretary of the Interior Albert also leased the Elk Hills reserve to Bacon Fall Edward L. Doheny of Pan American Petroleum & Transport Co. Both leases were issued without competitive bidding, which was legal at the time. The lease terms were very favorable to the oil companies, who secretly made

Secretary Fall a rich man. In November 1921 Fall received a nointerest loan of 100,000 from Doheny, (about $1.52 million in 2022 dollars.) He received other gifts from Doheny and Sinclair totaling about $404,000, (about $6.14 million today). It was the money changing hands that was illegal, not the leases. Fall attempted to keep his actions secret, but the sudden improvement in his standard of living became suspect. He even paid up his ranch taxes, for example, which had been as much as 10 years past due. Carl Magee, founder of The Albuquerque Tribune, wrote about Secretary Fall’s sudden affluence brought it to the attention of the U.S. Senate investigation. Albert B. Fall was the first U.S. cabinet official sentenced to prison.

In April 1922, a disgruntled Wyoming oil operator became angered that oil man Sinclair had been given a contract to the lands in a secret deal. Sen. Robert M. La Follette, R-WI, led the investigation by the U.S. Senate Committee. At first, La Follette believed Fall was innocent, however his suspicions were aroused after his senate office was ransacked.

U.S. Sen. Thomas J. Walsh, D-MT, the most junior minority member, led a lengthy inquiry. Secretary Fall made the leases appear legitimate but not the “loan” money. By 1924, the big remaining unanswered question was: how did Secretary Fall become so rich so quickly and easily? As the investigation was winding down with Fall appearing to being innocent, Senator Walsh uncovered evidence the secretary had failed to cover up: Doheny's $100,000 loan to Fall. The discovery broke open the scandal.

In 1927, the U.S. Supreme Court invalidated the leases to California’s Elk Hills and Wyoming’s Teapot Dome with both reserves returned to the Navy. In 1929, Fall was found guilty of accepting bribes from Doheny, but the California oil man was acquitted of “paying bribes” to Fall. Oil man Sinclair served six months in jail on a charge of jury tampering.

Although Fall was to blame for the Teapot Dome scandal, President Harding's reputation was permanently damaged. The president’s administration was riddled with the “wrong people.” However, the evidence proving Secretary Fall's guilt wasn’t discovered until after Harding's death in 1923. The Teapot Dome oil field was idled for 49 years but went back into production in 1976. Teapot Dome earned more than $569 million in revenue for the oil companies from the 22 million barrels of oil extracted over the previous 39 years. In 2015, the Department of Energy sold Teapot Dome’s reserves for $45 million.

The scandal historically has been regarded as the worst misdeed in United States government. It is often used as a benchmark for comparison with subsequent scandals. Teapot Dome has been compared to the Watergate scandal during the Richard M. Nixon administration in which a cabinet member, Attorney General John N. Mitchell went to prison. He joins Secretary Fall as only the second time in U.S. history a member of a presidential cabinet has been incarcerated.

Wade plus six others. The citizen initiatives include sports betting legalization on tribal lands, K-12 art and music education funding, dialysis clinic requirements, mobile sports betting, income tax to fund zero-emission vehicle projects, and a flavored tobacco products ban.

California Legalize Sports Betting on American Indian Lands - This ballot measure ( Prop. 27) would legalize sports betting at American Indian gaming casinos and licensed racetracks in California. The ballot measure would define sports betting as wagering on the results of professional, college, or amateur sport and athletic events, with the exception of high school sports, and events featuring a California college team. Individuals would need to be 21 years of age to engage in legal sports betting. The measure would enact a tax of 10 percent on profits derived from sports betting at racetracks. The state government would be required to distribute the revenue as follows: (a) 15% to the California Department of Health for researching, developing, and implementing programs for problem gambling prevention and mental health and providing grants to local governments to address problem gambling and mental health; (b) 15% to the Bureau of Gambling Control for enforcing and implementing sports wagering and other forms of gaming within the state and (c) 70% to the general fund for the State. The ballot measure would also legalize roulette and dice games, such as craps, at tribal casinos; however, tribal-state compacts would need to be amended before these games can be offered.

The Coalition to Authorize Regulated Sports Wagering is leading the campaign in support. The coalition is supported by several American Indian tribes including the top donors to the campaign – The Pechanga Band of Luiseno Indians, Yocha Dehe Wintun Nation, Federated Indians of Graton Rancheria, San Manuel Band of Mission Indians, and Agua Caliente Band of Cahuilla Indians. The campaign has raised $30.58 million.

As I review your case, I have only one piece of advice. Calling the hotel to ask about a refund is minimally helpful. However, steady and persistent emailing can work. And it's important to pressure both the hotel and your travel agent, in this case Expedia. If that doesn't do the trick, you can always file a credit card dispute. Your bank should be able to reverse the charge and if the hotel doesn't respond to its requests for an explanation, the refund will stick. But you got some good news. Since Expedia could not get a response from the hotel, it decided to give you the remaining $103. You've received a full refund for your hotel stay in Scotland.

San Marcos Summer Concert: Queen Tribute Band

We’re throwing it back to the 1970s with a Queen Tribute Band to kick off this year’s summer concert series. Rock and roll with the Kings of Queen Band and the City of San Marcos’ Parks and Recreation Department on July 23.

We’re inviting the community to join us at the Wood House, located at 1148 Rock Springs Rd. in San Marcos for an evening of iconic music and lively dancing. Doors open at 6 p.m. and the show starts at 7:30 p.m. Attendees are encouraged to bring blankets or low-back chairs to enjoy the show.

Tickets are limited, so gather your friends and family and coordinate purchasing tickets early. Pre-sale tickets are $8, sold online or in-person at the San Marcos Community Center and Senior Activity Center. At the door tickets are $10 and might be limited due to capacity. I think we would all agree that our mothers through their life experience gained wisdom, and out of love for their children tried to impart it to us. My mother was no exception. Three phrases that have helped me in life, and especially now as mayor are: There is no free lunch, Don’t cry over spilt milk, and Don’t cut off your nose to spite your face. Now I think we all probably at one time or another wanted figuratively that free meal, bemoaned the loss of milk and had enough anger to want to cut off our nose. But thanks to mom’s wisdom, we made the best decision.

Now you all know we are facing a CALPERs retirement shortfall. I’ve discussed this before in this column. This decline started over 20 years ago, was not addressed by the councils of those days, and we are now forced to make up the shortfall. This shortfall fix will impact our budget for the next 20 years by significantly reducing the services we provide. A solution is a one cent increase in our sales tax. This will allow us to maintain the city services at the current level and actually improve some other areas. A recent professional survey showed very strong support for this solution, identified voter areas of priority, and showed a strong satisfaction with the city’s services. The question is whether or not the council should put it on the ballot. Since it needs voter approval. I support that this is a decision for the voters. Because in the spirit of transparency, if the voters do not increase the revenue, the quality of life and those associated services will decline because as mom told us, there is no free lunch.

While the Republican Party has moved little in its basic belief that “the government that governs best governs least,” the New Democrat party has evolved a more utilitarian process from its extensive background in America’s major urban centers.

From the late 19th through the mid 20th century European immigrants and American ethnic groups poured into the industrial northeast creating homogeneous ghettoes in the swarming city centers. By cobbling together a coalition of labor union, ethnic, religious and civic organizations the Democrat party was able to become the dominant force in urban governments in the industrial East. With control of all city functions (contract awards, Law enforcement, staffing, licensing, regulation, courts, taxation etc) Democrat city governments could reward supporters, punish opponents and not worry about legal entanglements. If you were in power you had the unlimited freedom, without power you had nothing. “Big City Democrats” understood that keeping political power was their sole priority, there were no others.
