Thank you for your swift response, can you please try to right click on the installer and run the file as administrator.
Method 2. Right click on the installer go to properties, troubleshot for compatibilities
If issue persist you can try to download a different version of installer.
Last resort I suggest you to try setting up new User Profile to see if same thing happens there. Sometimes problem with the User Profile causes this kind of behavior. Refer the article Set up accounts on Windows 10. Once you set up another User Profile, check and see if everything works fine there. This will give us the clue on the root cause of the issue.
Once you setup new User Profile, try to reproduce the issue to see if everything works fine there.
