Editorial：Bricks and mortar are no cure for political problems facing HK

【明報專訊】THE anti-amendment storm has persisted for months. It remains unknown when "rain will give way to sunshine" in Hong Kong. In her latest policy address Chief Executive Carrie Lam has delivered no substantial measures to sort out the mess. Measures having to do with people's lives are focused on land and housing. Of them the most discussed is the lowering of the property price limit for a mortgage loan under the Mortgage Insurance Programme of the HKMC Insurance Limited.
