羅素·瑟洛·沃特（英語：Russell Thurlow Vought，1976年3月26日—），美國政府官員，2020年7月至2021年1月任特朗普政府行政管理和預算局局長，2018年至2020年任副局長，2019年至2020年任代局長。

當選總統後，祖·拜登與過渡團隊指責沃特阻止預算局官員回見他們，妨礙過渡工作進行，但沃特予以否認[1][2]。

卸任後，沃特成立美國復興中心（Center for Renewing America），對抗批判性種族理論[3]。

教育與早期生涯[編輯]

沃特獲惠頓學院（英語：Wheaton College (Illinois)）文學學士及佐治·華盛頓大學法律博士。

畢業後，沃特供職於美國傳統基金會法律部門美國遺產行動[4][5]。之後歷任美國眾議院共和黨研究委員會執行主任兼預算主任、眾議院共和黨會議政策主任及參議員菲爾·格拉姆（英語：Phil Gramm）法務助理[6][7]。

行政管理和預算局[編輯]

2017年4月，總統特朗普提名沃特出任行政管理和預算局副局長，2018年2月28日獲參議院以50比49確認，其中決勝一票由副總統邁克·彭斯投下[8]。

沃特提名聽證會期間，參議員伯尼·桑德斯質疑沃特曾說「伊斯蘭教不僅僅是有缺陷的神學」，「他們不了解上帝，因為他們否認耶穌和聖子，他們會受到譴責」[9][10]。《大西洋月刊》及多個基督教團體譴責桑德斯的質詢違反《禁止宗教評估條款（英語：No Religious Test Clause）》[10][11]。

2019年，沃特與其他八名政府官員因身陷通烏醜聞，被國會發出傳票。隨後民主黨人首次發起彈劾特朗普[12][13]。

2020年7月，沃特宣誓就任預算局局長。

2019年1月2日，預算局局長麥克·馬瓦尼擔任代任白宮幕僚長，沃特隨之擔任代預算局局長，但馬瓦尼仍持有局長職位[14][15]。2020年3月18日，特朗普表示有意提名沃特出任預算局局長[16]。2020年7月20日，沃特獲參議院以51比45的票數確認[17]，兩天後宣誓就職[18]。

2020年5月，沃特打破預算局長期以來更新經濟預測（英語：Economic forecasting）的做法[13]，原因是受2019冠狀病毒病疫情影響[13]。

2020年9月4日，沃特在特朗普總統指揮下發佈預算局備忘錄，要求找出聯邦部門就「批判性種族理論」或「白人優先主義」訓練簽署的合同及其他部門的相關花費，尋求可用的法律手段取消任何此類合同或從這些培訓課程中轉移聯邦資金[19][20]。

祖·拜登贏得2020年大選後，沃特被拜登及過渡團隊指責阻止他們的人和預算局的人接洽。一般來說，在位的預算局職員會向接任政府提供支出估算及現有計劃明細[2]。沃特辯稱預算局已經為過渡工作提供資金，與拜登的官員接洽45次以上，表示「預算局職員正執行本屆政府政策至最後一天」[21]。部分專家認為沃特拒絕服從的做法前所未見，但預算局的人說這是正常做法[22]。

2021年1月，沃特成立「美國復興中心」及附屬的問題倡導團體「美國復興行動」（American Restoration Action）。據Axios報道，該團體「會在特朗普離開白宮後繼續為他的政治活動提供意識形態彈藥」[23]。

2021年，《華盛頓郵報》事實查核員給沃特說拜登政府2.3萬億美元基建計劃中，只有5%到7%真正用在道路、橋樑及你和我都會說是真基礎建設的東西上的言論打出3/4的匹諾曹值[24]。

2021年6月8日，「美國復興行動」宣傳部「美國復興公民」（Citizens for Renewing America）發表「對付批判性種族理論」的指南[25]。沃特告訴「福斯新聞」，這本33頁的手冊是「批判性種族理論速成課，為打算讓學校董事盡心盡責的家長們提供『一站式購物』」[26]。
