It is a Vauban-style pentagon-shaped fortress symbolic of the Tokugawa Shogunate's efforts to modernise after the Perry Expedition.
We visited during winter so the only attraction is the Magistrate's Office (which is certainly worth visiting). There's lots of slippery, melted snow on the castle walls so it's not so easy to trek. The ropeway made sense to get up to the observatory and at 1800 yen for a round trip it wasn't that bad of a deal.
We went around sunset and the cars were packed going up but they had frequent service with a large car going up or down every 5 minutes from each terminus. There are machines that sell tickets, lockers to store extra luggage and a pretty good size parking lot near the ticket office. The staff are very efficient at getting passengers on and off.
One funny thing we observed was that the car was so packed coming up before we went down that a couple of attendants had to take a squeegee to the windows to remove the condensation on the inside of the car. It was always clean and never crowded, the drivers were always polite and helpful.
It took us to all the places we needed to go .
The stops were never too far apart and it came about every 15 minutes.

Hachimanzaka is a few minute walk from the popular warehouses and surrounded by residential homes and small shops and cafes. We went towards the end of the day before the sun set and it was very quiet around the area with just a handful of other people walking around.
