Dr. Debra L. McCurdy

President

Debra L. McCurdy, Ph.D. is a celebrated leader in higher education with more than 30 years of experience as an administrator and campus president.

Previously, she served as president of Rhodes State College in Lima, Ohio. Dr. McCurdy oversaw the transformation of the institution as it expanded its programs to include associate of arts and associate of science degrees. The college also expanded its reach into the region through distance and online programs and developed a manufacturing consortium to provide skill enhancement and training to serve 26 companies. Bringing a strategic vision for program development and growth, she was instrumental in securing increased grant funding and maintaining fiscal stability.

Dr. McCurdy previously served for nine years as provost and chief operating officer for the Dunwoody Campus at Georgia Perimeter College, and for seven years as assistant and associate provost at Clark Atlanta University in Atlanta, Georgia. Earlier positions included serving as a Woodrow Wilson Fellow and vice president for academic affairs at Paul Quinn College in Texas and as assistant dean of academic affairs at Brandeis University in Massachusetts.

Dr. McCurdy earned bachelor of science, master of education and doctoral degrees from Bowling Green State University in Ohio. She has been a part of several national initiatives, and given her time to many community organizations and boards. She has also received numerous awards in recognition of her leadership.

Becky L. Burrell

Vice President for Institutional Effectiveness

Becky L. Burrell began her service as the Vice President of Institutional Effectiveness, Research and Planning at BCCC in 2019 and oversees the institutional research, assessment, and grants departments. She serves as the College’s Accreditation Liaison Officer for the Middle States Commission on Higher Education.  

Prior to BCCC, Ms. Burrell served as the Vice President for Institutional Effectiveness and Assistant to the President for Planning at Rhodes State College, where she helped to foster a culture of compliance, planning, assessment, shared governance, and data-informed decision making. Prior to Rhodes State, Ms. Burrell provided leadership as Assistant to the President for Strategic Planning and Special Assistant to the President at Cincinnati State Technical and Community College. Ms. Burrell has nearly 15 years of experience in the science museum sector. She earned a Master of Arts in Management at Antioch University in Yellow Springs, Ohio and a Bachelor of Science in Organizational Management at Wilberforce University in Wilberforce, Ohio.

Lyllis M. Green

Chief Internal Auditor

Ms. Green is a veteran auditor with more than 30 years’ experience as a certified internal auditor. She oversees all audit activities at BCCC to facilitate a culture of compliance through policies and procedures, implementation, enforcement and review. Ms. Green advises several committees and groups including BCCC’s Enterprise Resource Planning System’s core team.

Prior to coming to BCCC, Ms. Green was an assistant treasurer for one of the largest savings and loan organizations in Maryland. She was subsequently retained by the Resolution Trust Corporation to assist in the liquidation of failed thrift institutions.

Ms. Green holds an M.S. degree in the Project Management track and an M.B.A., both from the University of Maryland University College.

Maria E. Rodriguez

General Counsel

Ms. Rodriguez oversees all of the College’s legal issues.  Along with the Maryland Attorney General’s office, she is responsible for providing the College with legal advice and consultation, reviewing and interpreting the College’s agreements with third parties, and advocating on behalf of the College in various settings.  She came to BCCC in 2019 following 23 years with Venable LLP in Baltimore, where she was a partner and commercial and labor litigator.    

She has extensive experience before the Maryland Civil Rights Commision (MCCR), the U.S. Equal Employment Opportunity Commission (EEOC), as well as state and federal trial and appellate courts,  Before coming to BCCC, Ms. Rodriguez represented various university clients in a variety of disputes.  She holds a juris doctorate from Stanford Law School.

Michael D. Thomas

Vice President for Workforce Development and Continuing Education

Mr. Thomas is Vice President for Workforce Development and Continuing Education, a division that works with businesses, government agencies, and professional associations to identify training needs for the people of Baltimore. Mr. Thomas leads a team that develops innovative credit and noncredit courses and programs focused on opportunities for job readiness and lifelong learning at four sites throughout Baltimore City.

Mr. Thomas has more than 25 years of experience in developing and implementing training programs, including budget development and evaluation. He previously served as director of career and technology education for the Baltimore City Public School System along with leadership posts in law enforcement. He holds an M.S. in Human Resources from Towson University, a B.S. in Criminal Justice Administration from Park University and additional graduate certificates.

Jacqueline Hill

Vice President for Academic Affairs

Dr. Jacqueline Hill serves as the Vice President of Academic Affairs. She has over 34 years of experience in higher education and academic administration. She has provided exceptional leadership and administrative oversight of academic programs and strategic initiatives for academic partnerships, competency-based education, digital learning landscapes, student access and success, and academic compliance. Dr. Hill has served in various executive leadership roles, such as Provost and Executive Vice President, Vice President of Programs, Associate Provost of Academic Affairs, Associate Provost for Continuing Education and Workforce Development, and Academic Dean. She holds a Bachelor of Science degree in Public Health Administration and Master of Arts in Teaching in Curriculum and Instruction from University of Memphis, as well as a Doctor of Education in Curriculum and Leadership from Vanderbilt University.

Gussener Augustus

Vice President for Advancement

Gussener T. Augustus, Jr. was appointed Baltimore City Community College Vice President for Advancement in January 2023. He serves as a member of the President's Cabinet and leads staff members in College Advancement, which includes Development, Marketing, Public Relations & Communications, the BCCC Foundation, Alumni Affairs, and WBJC 91.5FM (Maryland's premiere classical radio station) who work together to advance BCCC's mission, vision and values.

Before joining BCCC, Augustus served nearly two decades in state and local government senior level positions, serving as a senior advisor for the Office of the Governor of Maryland, three former mayoral administrations of Baltimore City, and the Office of County Executive of Prince George's County. During his career, he has served as senior advisor and/or advisory board member for several nonprofits, including United Way of Central Maryland, Central Baltimore Partnership, the United States Conference of Mayors, and the White House Office of Faith-Based and Community Initiatives. Augustus holds a degree in Philosophy from Morgan State University.

Aubrey Bascombe

Vice President for Finance and Administration

Aubrey Bascombe serves as the Vice President for Finance and Administration. Mr. Bascombe has over 25 years of experience in finance and risk management. He joined BCCC in 2023. Before joining BCCC. Mr. Bascombe was the Director of Finance and Administration for the Maryland Higher Education Commission. In addition to his public sector experience, Mr. Bascombe has extensive corporate experience in financial planning and analysis (FP&A) and risk management. Mr. Bascombe previously served as Regional Underwriter at American International Group (AIG) in New York. This position allowed him to travel through Latin America while honing his risk management and financial analysis skills and developing a passion for seeking new experience through travel.

Mr. Bascombe holds a Bachelor of Business Administration in Finance from Baruch College and an MBA in Finance from Loyola University in Maryland.

Michael Rading

Chief Information Officer

Michael Rading leads the Information Technology staff at Baltimore City Community College, overseeing the comprehensive technology infrastructure that supports instruction and operations, including enterprise applications, infrastructure and technical support for students, faculty and staff. He holds a Bachelor of Science and an MBA in Management Information Systems, underpinned by a comprehensive suite of certifications, including Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Certified in Risk and Information Systems Control (CRISC), Certified Information Systems Auditor (CISA), Project Management Professional (PMP), Certified in the Governance of Enterprise IT (CGEIT), Certified Data Privacy Solutions Engineer (CDPSE), ITIL Foundation Certificate in IT Service Management, and COBIT 5 Foundation.

Michael brings an extensive background from both K-12 and higher education environments. This unique combination equips him to enhance the college's technology ecosystem, ensuring it is both robust and secure, while aligning with the institution's educational and operational objectives.

Donna Thomas

Interim Vice President for Student Affairs

Mrs. Donna Thomas is the Interim Vice President for Student Affairs, a division that focuses on the “Student Experience” by creating and administering various programs that meet the needs of all students.

Mrs. Thomas has more than 20 years of experience in higher education. She has worked in various segments spanning from community, public, and private colleges and universities. Prior to coming to BCCC, she served as the Associate Director Financial Aid & System at Stevenson University, Executive Director for the Office of Student Financial Assistance with the Maryland Higher Education Commission for more than 8 years, a board member for the Delaware-Washington DC-Maryland (DE-DC-MD) Association of Student Financial Aid Administrators and as Co-Chair of the Professional Development & Training Committee (PD&T), and a member of the National Association of State Students Grant and Aid Programs (NASSGAP).

Ms. Thomas holds degrees in Master of Public Administration (M.P.A) from the University of Baltimore and a Bachelor of Science in Computer Information Systems from Livingstone College.
