I think that in current EA slice of the game, bear-claws can only be found in chests. I have nearly 40 hours in the game, I'm level 26, and still only found 1.

They can be found as random loot as well, I found around 6-8 of them, just by doing some random bounties. Check the vendors inventory as well.

Yeah, I had the same problem with deer antlers, I found only two of them and by random loot laying on the ground and in chest

So you should just propably loot a lot

I have been thinking of starting several realms and leveling the vendors only haha. Where on earth am I going to get 9 Deer hooves otherwise..

haha yeah, i noticed the same, was thinking about crafting up that set that needed those and im like, OK, I have 1... I checked the leveled up vendors, they had none..

Some running around managed to find like 4 Deers and got 4 meats 1 moment later i was like.. Well, Don't think i will craft that set up anytime soon
