want bios for my hp all in one  23 b026in desktop, can not boot nor is the keyboard working

IS it not booting into Windows or is it not starting up at all?  This is unlikely to be a BIOS issue.

no display also the keyboard & mouse not working , when power key pressed the power on light remains on & fan is on full speed

With none of the peripherals working, this sounds very much like a motherboard failure -- and a BIOS will do nothing for that.  You could take this to a local laptop repair shop, but they will probably tell you the same and such a replacement, even IF another motherboard can be found, is VERY expensive because you also have to buy and install a new version of Windows as you can't reuse your current one with a new motherboard.
