關島事件,看了一下後續新聞,那位役男的機票是21日台北-東京(長榮)-關島-帛琉(後兩段UA)。他在東京被UA擋下。
關島Department of Public Health在11/19發布新的入境指南 Guidance Memorandum 2020-11 REV. 14 (

Transiting passengers will remain in a designated section of the A.B. Won Pat International Airport Authority, Guam (GIAA) while awaiting connecting flights less than 13 hours from landing time to departure time, unless the individual qualifies for exemption from quarantine as provided herein.
Transiting passengers awaiting connecting flights in excess of 13 hours will quarantine at the QFAC until they are transported to the GIAA to transit off Guam, unless the individual qualifies for exemption from quarantine as provided herein. Individuals departing by air or sea during their quarantine period will be permitted to leave the QFAC to transit off Guam if they provide verifiable departure information. Transportation will be provided from the QFAC to the GIAA for those traveling by air. However, transportation for individuals departing by sea will be the responsibility of the vessel agent.
也就是轉機13小時內的,可以待在一個指定的區域。而且關島並沒有要求要有完整接種認可的疫苗才能飛往關島的規定。
但是,這個行政命令並沒有提到何日開始生效。IATA的Timatic database裡面目前看到的並沒有這個13小時內轉機可以留在一個特別區域的規定。所以航空公司地勤看IATA的資訊的話,會認為這個乘客必須入境,但這個乘客沒有打認可的疫苗,所以雖然他可以入境(假設他有ESTA的話),但必須要強制10日的隔離,不可能搭上轉機到帛琉的班機。
所以重點是那個新的命令何時生效,如果是立即生效,那可能就是關島沒有即時通知IATA更改,也沒即時通知航空公司,造成航空公司地勤引用舊規定。如果新命令是之後才會開始,那問題就在沒事先查好了。
