Shore Pass and Transit visa

I'll arrive at Narita on the 29th and need to go pick up my bag from baggage claim and take it to another airline in the same terminal ( 1 ) but because I need to do that I will have to go through immigration again... Japan has suspended all "transit visas"... What can I do??? There is "Shore Pass" but that's not guaranteed...

Do thru check-in in the first airport and stay in the airside in NRT.

I don't think they're issuing a shore pass currently. You need to travel with a carry-on only.

Both airlines are Star Alliance. Did you purchase separate tickets for this?

Standby on LAS to NRT and paid ticket from NRT to BKK... United will not send the bag to final destination, have to pick it up in Japan

You have 2 choices.

Get a visa and go get your luggage, which involves getting the ERFS and e-visa online. ERFS will cost you $150-300 USD depending on where you get it.

Or travel with a carry-on only.
