2019年紐西蘭法卡里／懷特島火山爆發指於紐西蘭時間（UTC+13）2019年12月9日下午2:11[1]發生的火山爆發事件，事件發生時有四十七人在島上。火山爆發導致22人遇難，2人失蹤。[2][3][4]專家鑑定這次噴發為潛水蒸氣噴發；火山釋放出的蒸汽和火山氣體引起爆炸，將岩石和火山灰噴向空中[5]。

法卡里/懷特島[a]的火山是一個活躍的安山岩層狀火山，位於紐西蘭北島東海岸的豐盛灣。這座火山在近代歷史上曾多次噴發，包括1980年代[6]的幾次。2000年一次大型火山噴發形成了一個新的火山口，2012年[7]2013年[8]和2016年。[9]發生了小規模噴發。這座火山在2019年爆發前的幾周就顯示出動盪的跡象。10月，火山震動（英語：Volcanic tremor）和二氧化硫氣體達到了自2016年以來的最高水平，這表明更有可能發生火山噴發。[10] 而在11月18日，該火山被定為火山警戒2，表示由於活動性增加，「中度到高度火山動亂」。[11] 而後的11月24日，噴發前兩周，5.9級(MW)的地震持續約1分鐘，震央則位於白島東北方向10公里處，紐西蘭各地甚至南至克賴斯特徹奇都有震感。[12]由於地熱系統內的壓力降低，地震活動可能是熱液噴發的一個促進因素。[13][14]

這個小島是由GeoNet（英語：GeoNet）和GNS科學公司（英語：GNS Science）監控，使用著三個網絡攝像頭、一個地震儀和一個麥克風來探測火山爆發。這些組織還每月進行三次訪問，測試水、氣體和土壤，並測量地表變形[15]。 遊客定期訪問該島，主要是懷特島旅遊。該組織在火山爆發前在其網頁上發布了一份聲明，聲明稱： [16]

當地時間12月9日14點11分火山噴發時[17]，噴發羽流高達3700公尺[17]。報導指，噴發時島上及周圍地帶大約有100名旅客，後來島上的人數被改為47人[18]。部分遊客乘坐海洋贊禮號郵輪到紐西蘭進行為期12天的旅遊，而這艘郵輪當天早上停泊在陶朗加[19]。

沒等官方宣布當地不安全，跟團人員和郵輪救援船已經從島上撤出大量遊客。船上的一名遊客表示他乘坐的救援船原本想躲過煙霧和爆發，但看到碼頭有一群人等待救援，便和其他船隻前去接應[20]。船上的乘客將水瓶、夾克衫等衣物、吸入器和眼藥水給了等待救援的人士[21]。

另一名乘客表示，他所在的船爆發時駛離岸邊約200公尺，當時啟動了緊急充氣，返回大陸的途中救了23人。紐西蘭皇家海岸警衛隊（英語：Royal New Zealand Coastguard）的救援人員登上遊艇，負責照料傷者[22]。

三名商業直升機飛行員注意到大陸海岸有火山噴發後，也啟用直升機展開救援行動，分三次帶回12人，期間他們發現島上有幾具屍體，不過行動集中於救援[23]。

傷亡[編輯]

警方最初確認1人死亡，另外多人失蹤且有可能死亡，而傷者有多人，其中7人傷勢過重[17]。此外，由於火山灰等物質遍布，救援行動風險性非常大[1][24]。另外當天晚些時候，官方宣布爆發時島上共有47人，其中5人罹難、34人受傷並獲救、8人失蹤且推測死亡[25]。翌日，3人傷者在醫院過世，死亡人數增加到8人 [26][27]。救援人員後來又在島上找到6具遺體，死者增加到14名。剩餘的兩具遺體有待搜尋[28]。截至15日，又有2名重傷員身亡，死亡人數升至16人[29]。

被困者的身份經確認，有24人澳大利亞人、9人美國人、5名紐西蘭人、4名德國人、2名中國人、2名英國人和1名馬來西亞人[30]。救援船上的乘客表示，多數傷者當時只穿T恤衫和短褲，被嚴重燒傷[22]。

大部分傷者獲華卡塔尼醫院（英語：Whakatane Hospital）接應，經分診和固定後被送往其他醫院。華卡塔尼醫院、陶蘭加醫院和哈英絲頓的懷卡托醫院（英語：Waikato Hospital）啟動了大量傷患預案[31]。12月10日，紐西蘭衛生部表示，25名傷者已被送往奧克蘭、哈英絲頓、下哈特和基督城的燒傷中心，四家醫院已經滿載[32]。12月11日，紐西蘭向美國和澳大利亞訂購了120萬平方公分的皮膚做植皮手術，而部分傷者有95%的皮膚被燒傷[33][34]。

12月11日晚間，受傷的澳大利亞公民乘飛機抵達，被送往雪梨和墨爾本的醫院。澳大利亞皇家空軍派出一架C-130運輸機和兩架波音C-17環球霸王III，機上配備專業的飛行人員和醫療設備。多個州的政府也派出飛機協助運送。預計有12名澳大利亞公民接受空運[35]。

12月9日的大噴發後有幾次規模較小的噴發[24]。大噴發後，該島的火山警報等級提升到4，到下午4點30分下降到3[15]。事發後，懷特島旅遊局網站登出了緊急警報[16]。海洋贊禮號將從陶朗加出港的時間推遲到12月11日早上，等待警方從失蹤乘客的艙室中採集DNA[36][37]。紐西蘭的無過失事故賠償機構意外事故賠償公司（英語：Accident Compensation Corporation）負責所有事故死傷者的賠償[38]。

蒙納士大學名譽教授、前國際火山學與地球內部化學協會主席雷·卡斯（Ray Cas）[39]在澳大利亞科學媒體中心（英語：Australian Science Media Center）發表評論，表示事件是「一場亟待發生的災難」。他表示，這座島本來就很危險，不應該允許遊客每天登島參觀[40][20]。

紐西蘭警方和紐西蘭職業安全局（英語：WorkSafe New Zealand）共同調查事故[41]。總理傑辛達·阿德恩表示「這場悲劇有著毀滅性的規模」[1]，她12月10日探望了參與救援的人員[42]。

12月16日下午，紐西蘭全國將為火山噴發事故默哀一分鐘[49]。
